10-28-1996OPEN SPACE & RECREATION COMMISSION October 28, 1996 Members present: Linda Loomis, Jim Vaughan, Rich Krahulec, Jim Sicora, Roger McConico, Tom Zins, Chuck Cahill. Also present were Lynn Becker and Bob Mayeron from Girls Slow - pitch Association, and Marti Micks - City Council member, Kris Tovson - Golf Operations Man- ager, Rick Jacobson and Sharyl Thompson. AGENDA CHANGES OR ADDITIONS Rick Jacobson added a public meeting regarding the Schaper property development. Marti Micks reported that a request would be coming before City Council from Floyd Anderson to purchase a city owned lot adjacent to his property. Marti said it was likely the issue would come back to the Open Space & Recreation Commission before the Council makes a decision. MINUTES A motion was made by Rich Krahulec and seconded by Chuck Cahill to approve the minutes of September 30, 1996. Motion carried. GIRLS SLOWPITCH ASSOCIATION Bob Mayeron and Lynn Becker represented the Girls Slowpitch Association. Bob thanked the City for the cooperation and support received in the past years. This past summer there were 27 teams; 14 teams in junior division (3`d-60' graders), and 13 teams in the senior division (7`''-12`h graders). There are 13 to 14 girls on each team. The season runs mid-May through mid-July with two games per week. There are mid-season and end -of -season tournaments. Presently Girls Slowpitch is using Medley, Wesley and Hampshire (one day per week). The team selection is through try -outs and a draft. RECEIPT OF PRELIMINARY CONCEPTUAL PLAN FOR THE SCHAPER RECREATIONAL AREA Rick Jacobson reviewed the preliminary plans for development of two softball fields and en- hancing water quality and wetlands at the Schaper area. There will be a public meeting on these plans Wednesday, November 13, 1996. This meeting will have an open house format from 5:00 to 7:00 PM, where residents can come and look over the drawings and ask questions in an infor- mal setting. A presentation is scheduled at 7:00 PM. FEES AND CHARGES The proposed fees and charges for 1997 were briefly discussed. A motion was made by Rich Krahulec and seconded by Jim Sicora to approve the proposal for the Park & Recreation fees for 1997. Motion carried unanimously. After some discussion on the golf course fees, a motion was made by Roger McConico and sec- onded by Tom Zins to approve the proposed fees for 1997. The vote on the motion was 6 yes and 1 no. GOLF OPERATIONS REPORT Kris Tovson gave a report on the past season at the golf course. In spite of a very slow start, the year ended well. An Early Bird Fee was instituted for patron cards, which was very successful. Sixty-four percent of patron card holders took advantage of the Early Bird Fee. There was a fif- teen percent increase in participation for group lessons. Up to October 6`h, there were 50,698 rounds of golf played on the course, an increase over last year of 2,003 rounds. The driving range building is scheduled to be expanded this winter. Also the golf cart fleet will be increased, and new bridges will be placed on holes #3 and P.
