OPEN SPACE & RECRATION COMMISSION
November 25, 1996
Members present: Linda Loomis, Jim Vaughan, Jim Johnson, Tom Zins, Liz Elder, Jim Sicora
and Roger McConico. Also present were Tim Burke (920 Angelo Drive), Sue Cook, Rick
Jacobson and Sharyl Thompson.
MINUTES - OCTOBER 28,1996
A motion was made by Tom Zins and seconded by Jim Vaughan to approve the minutes of
October 28, 1996. Motion carried.
CITY OWNED LOT ON SWEENEY LAKE
The Golden Valley City Council has asked the Open Space and Recreation Commission to make
a recommendation as to potential future recreational or open space uses for the parcel on
Sweeney Lake adjacent to the property of Floyd Anderson, and the advisability of selling it at
this time. Mr. Anderson has a request before the Council to purchase the lot.
Tim Burke, who lives at 920 Angelo Drive, overlooks this property. He prefers that the property
remain as it is.
A memo from the City Engineer to the Council was discussed regarding the need for a city
easement providing access to the lake over this parcel for maintenance purposes if the lot were
sold.
Roger McConico asked if this area could be made into a small park. Tom Zins suggested that
benches be put in with access to the lake.
Jim Johnson favored keeping the area as is. Roger McConico suggested it could be fenced to
prevent encroachment on neighbors' property if the City decided to keep it as open space.
No action was taken. The Commission wanted to visit the site and reconsider the matter at a
future meeting.
REVIEW OF NOVEMBER 13TH MEETING OF SCHAPER PROPERTY
Rick Jacobson reported on the public meeting regarding development of the Schaper property.
Three architects were in attendance, along with about 15 residents.
RECREATION REPORT - SUE COOK
Sue Cook, Recreation Supervisor, reported on the following activities: adult softball, concerts in
the park, tennis, Adopt A Park, youth basketball, and warming house attendants. The Winter
Brochures will be in the mail by December 4r''.
The Commission expressed appreciation to Sue for her excellent job in providing quality
programs to the citizens of Golden Valley.
CAPITAL IMPROVEMENTS REVIEW
Rick reviewed the 1997-2001 CIP with the Commission.
Liz Elder asked about installing an in-line skating rink. Rick Jacobson said that in the previous
CIP, $35,000 were budgeted for this, but after further investigation, poor soils under available
hockey rinks resulted in estimates near $70,000 for a rink.. With a cost that high, it was decided
to take it out of the CIP.
