OPEN SPACE & RECREATION COMMISSION
September 28, 1998
Members present: Jim Vaughan, Jim Sicora, Tom Zins, Roger McConico, Linda Loomis, Liz Elder,
Chuck Cahill, Rich Krahulec. Also present were Rick Jacobson and Sharyl Thompson.
MINUTES
A motion was made by Tom Zins and seconded by Jim Sicora to approve the minutes of July 27, 1998.
Motion carried.
AGENDA CHANGES OR ADDITIONS
"Honeywell Field Update" will be added to Old Business.
CITIZENS REQUEST — BRUNSWICK-DAKOTA/LAUREL BUFFER
Rick Jacobson showed the Commission the video tape of the City Council meeting held on August 18,
1998, where a resident requested a berm and plantings similar to those in front of the Laurel
Condominiums just south of Brunswick. The City Council requested that the Open Space Commission
look into the matter and come back to the Council with a recommendation.
Discussion followed as the Commission reviewed the planting plan that was approved in the mid -
1980's. The City planted around the existing vegetation according to the approved plan. The City
Forester recently inspected the area and took an inventory of the existing plant material. All but a couple
of trees are intact.
Hauling in fill to create a larger berm as suggested by neighbors would suffocate virtually all the trees
that are present.
After lengthy discussion, a motion was made by Chuck Cahill and seconded by Roger McConico to
form a sub -committee to meet with a group of residents from the neighborhood. Vote results: 7 yes; 1
no. Chuck Cahill, Linda Loomis and Tom Zins will serve on this sub -committee.
CIP
Rick reviewed capital projects completed in 1998 and discussed with the Commission projects to be
included in the 1999 to 2003 CIP.

MINNESOTA STATE ARTS SCHOOL
Rick Jacobson reported that the soccer field at the Minnesota State Arts School is coming along well
after re -seeding that was necessary due to an infestation of aphids. The opening date next year depends
on the turf conditions.
OLD BUSINESS
Honeywell Baseball Field
Honeywell has given Golden Valley Little League notice that they plan to sell the land on which the
baseball fields stand. The City is presently in negotiations with Honeywell regarding purchasing this
land, as well as seeking permission from Honeywell to do soil exploration on the site.
