1-24-2000CITY OF GOLDEN VALLEY OPEN SPACE & RECREATION COMMISSION MEETING MINUTES January 24, 2000 Members present: Jim Johnson, Linda Loomis, Jim Vaughan, Tom Zins, and Jerry Sandler. Also present were Rick Jacobson, Jeff Oliver — City Engineer, Berry Peters & Mark Angelo from SEH Consulting Engineers. AGENDA CHANGES OR ADDITIONS No changes or additions. MINUTES - NOVEMBER 22,1999 Approval of minutes motioned by Jim Johnson and seconded by Tom Zins. Motion carried. YEAR 2000 PAVEMENT IMPROVEMENT PROJECTS, PONDING & RELATIONSHI_P TO CITY PARKS Jeff Oliver gave a preliminary overview of the year 2000 street reconstruction program, which includes a number of Golden Valley park areas. Jeff then introduced Mark Angelo from SEH Consulting who then went into detail on the impact on various parks. The greatest impact will be seen at Hampshire Park where pond and drainage improvements are proposed as follows: • The primary function of a newly created pond on the southwest corner of the park will be to improve the quality of storm water run-off into Bassett Creek. • The pond is designed to remove sediment and pollutants such as phosphorus from storm water run-off. • Storm sewer modifications in the park will improve local drainage problems. • Drainage patterns outside of the park will remain unchanged with the proposed project. • Pond depth and slopes are designed to meet Bassett Creek Water Commission requirements. • The new pond is proposed to be constructed within' the existing wetland boundaries. • During construction the project will minimize the impact on existing trees. Natural wetland vegetation, landscaping, plants, and trees will be planted after completion of the pond. The West parking lot off Louisiana will be used as a construction staging area for up to two years. The soccer and ball fields will not be impacted by this project. Mark went on to discuss the tree farm area located on Plymouth Avenue and Orkla Drive. The site was considered for a ponding area but after some research it was discovered that that would not be possible. That site is intended to be used as a staging area. The last area Mark discussed was Seeman Park, which possibly was going to be used as a staging area. It does not appear that this will be necessary. As part of the street reconstruction, the perpendicular parking now located on the east and west sides of the park will most likely be eliminated and replaced by indented parallel parking on the three sides of the park. Mark entertained a number of questions from the commission, after which, a motion was made by Tom Zins, and seconded by Jerry Sandler, recommending approval of the above projects. Motion carried unanimously. CORRESPONDANCE REGARDING BUCKTHORN REMOVAL The commission received a correspondence from Mary Moreira regarding buckthorn in Mary Hills Park. After reviewing the letter, it was decided to invite Al Lundstrom to the February meeting to provide more information on this subject. OLD BUSINESS Linda Loomis updated the commission on the status of the Laurel Avenue/Winnetka Committee. Several alternatives have been discussed to improve traffic flow and pedestrian movements while minimizing the impact on local neighborhoods. No decisions have been made; more information will be available in the future. ADJOURNMENT A motion was made by Jim Vaughn and seconded by Tom Zins to adjourn. Motion carried. 1
