OPEN SPACE & RECREATION COMMISSION
MEETING MINUTES
May 22, 2000
Members Present: Liz Elder, Linda Loomis, Roger McConico, Chuck Cahill, Jim Vaughan and
Jim Sicora. Also present were Rick Jacobson — Director of Parks & Recreation, Sheila Elliott —
Administrative Secretary, Boe Carlson — Recreation Program Supervisor and Dan Olson — City
Planner.
AGENDA CHANGES OR ADDITIONS
No changes or additions.
APPROVAL OF MINUTES — APRIL 24, 2000
Approval of minutes motioned by Roger McConico and seconded by Chuck Cahill. Motion carried.
CELL TOWERS IN INSTITUTIONAL ZONING DISTRICTS
Dan Olson, City Planner spoke to the commission about placing cell towers in areas of the city
zoned Institutional; Subdistrict #4 which includes parks, playgrounds, golf courses, city buildings,
and fire stations.
The commission agreed that if cell telephone transmission devices were to be permitted in
Institutional Districts, they would like to limit them to being attached to existing structures, such as,
water towers, light poles or other structures. They expressed that they did not want natural areas
and open space used to accommodate the cell towers. They also expressed concern regarding the
maintenance required and how it would, if at all, restrict the use of area parks.
The commission agreed that they want the use of Subdistrict #4 areas (parks) excluded, until they
receive more information, and further investigation of the cell towers takes place. It was suggested
having a consultant come in and give more information in a future meeting.
GOLDEN VALLEY PHEONIX SOCCER UPDATE
Chuck Cahill, President of Golden Valley Phoenix Soccer, gave details on this year's soccer
program.
This year there are 527 registered; 454 youth participants and 73 adults coaching. The number of
kids registered has grown since last year. There are 39 teams, 8 Traveling (121 youth) and 31 In-
house (333 youth). The Traveling teams travel to other metro area cities within the western district
to play games. The In-house teams play other Minnesota Youth Soccer Association teams at local
Golden Valley parks.
RECREATION REPORT — BOE CARSLON
Boe Carlson, who is the new Recreation Program Supervisor, gave a brief description on his
academic and professional background. He also discussed his goals and plans for his future with
Golden Valley Park and Recreation.
OLD BUSINESS
Sidewalk Committee Report
Roger McConico, who is a member of the Sidewalk Committee and the Open Space and
Recreation Commission, gave brief details from the last meeting. Most of the discussion
focused on the review of the high and low priority areas for the city.
Laurel/Winnetka Task Force Report
Linda Loomis gave an update from the open house that was held earlier this month
regarding the progress of the task force.
NEW BUSINESS
Rick Jacobson announced that there will be an open house on Thursday, June 1" from 6:30 — 8:00
PM at the Golden Valley City Hall to discuss the options for the Sheriff's property.
Rick also announced that the City Council is organizing a committee to review options for this
particular site, and would like a member from the Open Space & Recreation Commission to
volunteer to help.
