OPEN SPACE & RECREATION COMMISSION
MEETING MINUTES
September 25, 2000
Members Present: Linda Loomis, Roger McConico, Tom Zins, Jim Johnson, Jim
Vaughan, Liz Elder and Jerry Sandler. Also present were Rick Jacobson, Director of
Parks & Recreation; Sheila Elliott, Administrative Secretary; and George Watson from
Brauer and Associates. Residents present were Richard Brix, Floyd Anderson, Royal
Dossett, Glen Helgason, S. Fiterman, Jane McDonald Black, Susie Fiterman, Miraine
Hanson and Gerald Klitz.
AGENDA CHANGES OR ADDITIONS
No changes or additions.
APPROVAL OF MINUTES — July 24, 2000
Approval of minutes moved by Jim Johnson and seconded by Jerry Sandler. Motion
carried.
NEIGHBORHOOD MEETING REGARDING ADELINE LANE PARK
Rick Jacobson started the discussion with a brief history of the project, which included a
previous neighborhood meeting where ideas were brainstormed as to how the
neighborhood would like to see this area developed. Rick then introduced George Watson
from Brauer and Associates, who was present to review a concept plan for the area which
included the information obtained from the previous neighborhood meeting.
Mr. Watson explained the proposed concept plan, which includes an asphalt trail to the
wetland area, followed by a floating boardwalk to the lakeshore. The option of a
removable floating dock with seating overlooking Sweeney Lake was also discussed. The
plan also includes regrading of the trail, installing a culvert, which would direct the
stormwater runoff into an existing swale that would help minimize erosion, and riprap on
the slope just off Adeline Lane, which would also minimize erosion.
Residents then had an opportunity to express their concerns regarding the development.
Concerns that were expressed include: the desire for a canoe access, residents having
reasonable access to the lakeshore, the dock causing concern for privacy of neighbors
near the site, railings on the dock for safety, and the concern of bringing more people into
the neighborhood where very limited parking is available.
After considerable discussion Jerry Sandler made a motion to accept concept A and
requested staff to investigate the options available for being able to launch canoes without
having to extend a dock into the lake. Liz Elder seconded. Motion carried.
Residents brought up the concern of drainage from the area of the highway 100
reconstruction project washing considerable dirt and silt into the stormwater system and
eventually Sweeney Lake. Linda Loomis made a motion requesting the City Council to
work with MNDOT and the Bassett Creek Watershed Commission to have MNDOT to do
what is necessary to correct
the problem of the contamination by runoff to area lakes and streams. Motion was
seconded by Roger McConico. Motion carried.
CAPITAL IMPROVEMENT PROGRAM
Rick Jacobson distributed to the commission The Capital Improvement Program for 2000-
2004. He then updated the commission on the status of each project. He also discussed
future projects that will be considered in the 2001-2005 CIP and asked the commission for
input into the program. Jerry Sandler asked about the future of the Honeywell property
that was purchased by the city and suggested that the site be considered in the future for
an additional Little League field. Rick explained that a definitive plan has not been made
for future use of this
site. When field demands increase, all options will be considered and brought back to the
commission.
OLD BUSINESS
1) Sidewalk Committee Report — Linda Loomis gave a brief update on the
committee's work.
2) Laurel/Winnetka Task Force Report — Linda Loomis discussed the work of the
committee, which includes both short and long-term solutions, which will be
recommended to the City Council to improve traffic flow and pedestrian safety in
this neighborhood.
3) Sheriff's Site — Tom Zins gave an update on the committee's work to date.
Options the committee will be considering could include, affordable housing,
market rate housing or possibly park land.
4) Meadowbrook Community Center — Rick Jacobson gave update on the status of
the project. The Preliminary design plan has been approved by the Planning
Commission, and an initial public hearing before the City Council was held
where preliminary design plan approval was passed.
5) General Mills Nature Area — Rick Jacobson updated the commission on the
presentation that was given to the City Council by General Mills.
NEW BUSINESS
Rick Jacobson informed the commission of the passing of Tony Lebahn, an individual who
was heavily involved with Golden Valley Park & Recreation youth and adult programs. He
was currently a coach for two youth soccer teams through the Park & Recreation
department.
