10-23-2000CITY OF GOLDEN VALLEY OPEN SPACE & RECREATION COMMISSION MEETING MINUTES October 23, 2000 Members Present: Linda Loomis, Tom Zins, Jim Johnson, Jim Vaughan, Jim Sicora and Jerry Sandler. Also present were Rick Jacobson, Director of Parks & Recreation; Sheila Elliott, Administrative Secretary; and Boe Carlson, Recreation Supervisor. Residents present were Carolyn Oldre, Ken Schneider, Ardith Eiden and Glen Eiden. AGENDA CHANGES OR ADDITIONS No changes or additions. APPROVAL OF MINUTES — September 25, 2000 Approval of minutes moved by Jerry Sandler and seconded by Jim Vaughan. Motion carried. BRUNSWICK/DAKOTA — LAUREL AVENUE BUFFER Rick Jacobson gave an overview of the events that have taken place over the past twelve years, which included neighborhood meetings in 1988 when the trail and plantings along Laurel Avenue went in. Rick then briefly discussed details of an onsite meeting that took place August 7, 2000 with the neighborhood residents and the City Forester/Environmental Technician, Al Lundstrom. At this meeting, the residents showed interest in two options. One was to plant several evergreens along Laurel Avenue adjacent to the sidewalk. The group was notified that due to excessive utilities that exist between the back of the sidewalk and the existing drainage swale that runs parallel to the walk, these plantings would not be possible. The other option was to add additional evergreens to areas on the north side of the City property. With this option, the visual buffer would be improved but there would be little improvement in regards to sound. After some discussion, Tom Zins made a motion to recommend to the City Council the replacement of up to six trees. Then, when the area has their streets reconstructed, additional trees could be considered according to the City Pavement Management Plan in regards to tree replacement. Al Lundstrom, City Forester/Environmental Technician, should determine the size, specie and location of the trees. Jerry Sandler seconded the motion. Motion carried. RECREATION REPORT — BOE CARLSON Boe Carlson, Recreation Supervisor, discussed with the commission, Summer 2000 program numbers. He handed out statistics for the year's activities and explained the programs and how the numbers related. Boe then discussed current fall, as well as upcoming recreation programs, then answered questions for the commission. Fees and charges for 2000 were then passed out with discussion following. OLD BUSINESS 1) Adeline Lane Park — Rick Jacobson announced that the project will be included in the 2001 Capital Improvement Plan. 2) LaureUWinnetka Task Force Report — Linda Loomis announced to the commission, the meeting that will take place on October 24, 2000 to discuss the committee's proposal and resident concerns. 3) Sheriff's Site — Tom Zins updated the commission on the work of the committee thus far. 4) Meadowbrook Community Center — Rick Jacobson updated the commission on the status of the project, for which construction is tentatively scheduled to begin December 1, 2000. 5) Bassett Creek Nature Preserve — Rick Jacobson stated that there will be a joint meeting at City Hall tentatively set for November 27, 2000 at 7 p.m. with the Open Space and Recreation Commission, the Planning Commission, and the Environmental Commission, at which time the EAW for the Bassett Creek Nature Preserve will be presented.
