OPEN SPACE & RECREATION COMMISSION
MEETING MINUTES
February 26, 2001
Members Present: Linda Loomis, Tom Zins, Jim Vaughan, Chuck Cahill and Liz Elder. Also
present were Rick Jacobson, Director of Parks & Recreation; Sheila Elliott, Administrative
Secretary; and Boe Carlson, Recreation Supervisor.

Additions to the agenda were made by Linda Loomis and Rick Jacobson.

APPROVAL OF MINUTES — January 23, 2001
Approval of minutes moved by Chuck Cahill and seconded by Tom Zins. Motion carried.
PHOENIX SOCCER UPDATE — Chuck Cahill
Chuck Cahill reviewed for the commission the Phoenix Traveling Fall Soccer program, which
consisted of 4 boy's teams (U9 -U12) and 1 girl's team (U11).
He then gave details on the upcoming summer soccer program. They are expecting
approximately 130 participants in the traveling program (8 teams — 5 boys and 3 girls) and
350 participants for the in-house program.
Chuck then discussed field availability for this program and the possibility of short -sided play,
meaning not as many participants on the roster or on the field so the games can be played
within the time allowed.
Chuck announced that the summer league kick-off festival on June 2, 2001 would be in
memory of Tony Lebahn.
RECREATION REPORT — Boe Carlson
Boe Carlson gave a detailed review of the winter 2001 programs. He also discussed new
youth programs that are going to be offered this spring/summer. He then announced that
Bike Trekkers has changed to Bike Rangers and will be offered in conjunction with Hennepin
Parks with an emphasis on outdoor education.
PARK SHELTER UPGRADES
Rick Jacobson discussed the improvements to be made to the park shelters as described in
the Capital Improvement Plan.
OLD BUSINESS
1) Adeline Lane Park — Rick Jacobson explained to the commission that the project
will be held off for two years and be done in conjunction with the road
reconstruction project.
2) Bassett Creek Nature Preserve — No additional information at this time.
3) Sheriffs Site — Tom Zins explained to the commission that the open house held on
Tuesday, February 6, 2001 was well attended and shared some of the public input
that was received.
4) Meadowbrook Community Center — Rick Jacobson made the commission aware of
the ground breaking earlier this month and reviewed the construction schedule.
5) Brunswick/Dakota Buffer — Rick Jacobson announced that at the February 13
Council/Manager Work Session, the City council was briefed on the neighborhood
request to plant additional trees in the open space area bordering Laurel Avenue.
The Council requested staff to put this item on a future City Council meeting
agenda.
NEW BUSINESS
1) Sweeney Lake Water Quality — Linda Loomis explained the results of water quality
tests completed on some of the lakes in the Bassett Creek Watershed. She
explained that the water quality of Sweeney Lake has deteriorated presumably due
to the highway 100 reconstruction project.
2) Commission Guidelines — Rick Jacobson gave the commission copies of the
guidelines and explained that the council is looking for input from the commission.
3) Rotary Donation — Rick Jacobson explained that the Golden Valley Rotary has
expressed an interest in donating a gazebo in Brookview Park. Discussions have
been underway regarding this project.
