and Development and Allen Barnard, City Attorney.
APPROVAL OF MINUTES — March 26 & April 23, 2001
Approval of minutes moved by Lance Ness and seconded by Liz Elder. Motion carried.
PARK DEDICATION RECOMMENDATION FOR AMENDED PUD FOR HIDDEN LAKES
The City Council requested that the Open Space and Recreation Commission review the
amended PUD for Hidden Lakes and submit a recommendation.
Mark Grimes, Director of Planning and Development, gave a brief history of the development
of Phase I of the Hidden Lakes project, then reviewed the plans for Phase II. The
Commission then had the opportunity to ask a number of questions regarding the project.
The discussion then moved toward Park Dedication for input by the Commission as directed
by the City Council. Allen Barnard, City Attorney, reviewed for the Commission, the Golden
Valley Park Dedication Ordinance. Mr. Barnard's comments centered around the fact that
required dedication must show that an essential nexus exists between the cities need for land
dedication and the proposed subdivision. The city should be able to demonstrate that a
rough proportionality exists between the planned subdivision and the cities requirement for
dedication of land. Mr. Barnard then answered several questions from the Commission.
After discussion, a motion was moved by Tom Zins and seconded by Roger McConico to
recommend that the Council require park dedication be in land and not cash to the greatest
extent feasible under law and that the park dedication land be either on the peninsula or
adjacent to the existing park on Sweeney Lake near the concierge building. The OSRC after
reviewing the facts of both Hidden Lakes Development Phase I & II feels that the amount of
land and park amenities dedicated during Phase I was inadequate. Motion passed
unanimously.
COMMISSION PARTICIPATION IN THE CITY OPEN HOUSE WEDNESDAY, JUNE 27
Rick Jacobson discussed the memo from City Hall requesting the members of the Open
Space and Recreation Commission to attend the City Open House to represent the
commission. The members then coordinated a schedule for coverage of this event.

OLD BUSINESS
1) Sheriff's Site — Tom Zins updated the Commission on the last meeting with the
Council, which included the Committee's recommendations to the Council where
various options were presented. The project is now in the hands of the Council.
2) Meadowbrook Community Center — Rick Jacobson announced that most of the
underground utility work has been completed, block walls are being erected and
some of the floor has been poured.
NEW BUSINESS
1) Hidden Lakes Signage - After questions from Roger McConico regarding watercraft
use in Sweeney Lake, Rick Jacobson briefly discussed the signs that will be posted
at Hidden Lakes.
2) Tobacco -free Parks — Jerry Sandler brought up the question of having tobacco -free
parks, and requested the item be put on a future agenda.
3) Softball Field Number Signs — Jerry Sandler requested additional field number
signs to better identify softball fields at Wesley and Lions.
