9-24-2001I I&IML NOMIley Open Space & Recreation Commission Meeting Minutes September 24, 2001 Members Present: Liz Elder, Jim Johnson, Linda Loomis, Jim Vaughan, Lance Ness, Roger McConico, Tom Zins and Jerry Sandler. Also present were Rick Jacobson, Director of Parks & Recreation; Sheila Van Sloun, Administrative Secretary and Greg Spencer, Brookview Greens Superintendent. AGENDA CHANGES OR ADDITIONS The following addition was made to the agenda: Old Business 4) North Hennepin Regional Trail APPROVAL OF MINUTES — July 23, 2001 Approval of minutes moved by Roger McConico and seconded by Jerry Sandler. Motion carried. BROOKVIEW GOLF UPDATE Greg Spencer, Brookview Greens Superintendent, reviewed the past year for the Commission explaining that this was an unpredictable year with the wet spring, then extremely hot and dry conditions that presented several challenges for turf management. Projects this year include: - Completion of the driving range with new turf, target greens and irrigation - Cart path improvements - Tree plantings - Mats for greens protection in the Winter CAPITAL IMPROVEMENT PROGRAM Rick Jacobson gave a status report of 2001 CIP projects and answered question regarding the CIP for 2002. Projects for 2001 include: - The reconstruction of Brookview Tennis Courts - New playground equipment and safety surfacing at Scheid Park funded by Allianz - Trail improvements - Adeline Lane open space area — project rescheduled to be done in conjunction with the reconstruction of area streets - Park shelter building improvements will be re -bid in 2002 - Gazebo at Brookview Park — project to be completed in 2002 in cooperation with the Golden Valley Rotary Club OLD BUSINESS 1) Sheriffs Site — Tom Zins updated the Commission on the status of the site. After some discussion, a motion was made by Lance Ness to recommend to the Council, that the northern portion of the site be designated as city owned natural open space, rather than accept it as an easement. Jerry Sandler seconded. Motion carried unanimously. 2) Meadowbrook Community Center — Rick Jacobson informed the Commission on the progress of the project. 3) Hidden Lakes PUD — Rick and Linda updated the Commission on the September 19th Council meeting regarding the Hidden Lakes Phase II Development. 4) North Hennepin Regional Trail — Rick Jacobson updated the Commission on the status of the trail as it pertains to the section from Pennsylvania, east to Douglas, along the north side of Country Club Drive. Rick explained that the City staff and Mayor Anderson have been in discussion with Hennepin Parks Commission members and staff regarding the construction and costs attributed to the trail construction in conjunction with the reconstruction of Country Club Drive.
