June 24, 2002
I. CALL TO ORDER
Meeting called to order at 5:50 p.m.
II. ROLL CALL
Present: Open Space & Recreation Commission - Roger McConico, Chuck Cahill, Tom Zins.
Jerry Sandler and Jim Johnson.
Environmental Commission - Sue Hess, Rich Baker, Dawn Hill and Alan Kuentz.
City Staff: Rick Jacobson, Director of Parks & Recreation; Sheila Van Sloun, Administrative
Assistant; Al Lundstrom, Environmental Coordinator; Tom Klatt, Public Works
Maintenance Manager; Jeanine Clancy, Director of Public Works; Jeff Oliver, City
Engineer.
Absent: Open Space & Recreation Commission - Lance Ness, Jim Vaughan and Liz Elder.
Environmental Commission - Jessica Roe and Alicia Brown.
III. AGENDA CHANGES OR ADDITIONS
No changes or additions.
IV. APPROVAL OF MINUTES —April 22, 2002
MOTION (OSRC): Moved by Roger McConico, seconded by Tom Zins. Motion carried.
MOTION (EC): Moved by Rich Baker, seconded by Alan Kuentz. Motion carried.
V. PARK & OPEN SPACE TOUR
Before the tour began, Al Lundstrom announced that the staff is going to have SEH, Inc. present a
"Natural Resource Inventory Status Report" to the Open Space & Recreation Commission and the
Planning and Environmental Commissions on Monday, July 22"d
The following Parks and Open Spaces were visited and briefly discussed: Golden Oaks Park,
Lakeview Park, Sheriff's Site, General Mills Research Area, Medley Park, Wesley Park, Hampshire
Park, Wildwood Park/Olson School, Pennsylvania Woods, Honeywell Little league Area, Sandburg
Ball Fields, Bassett Creek Trail, Scheid Park, Briarwood/Unity Ave. Trail/Minnagua Pond Area, Gearty
Park, Stockman Park, Rice Lake Trail, Hidden Lakes, Mary Hills, Glenview Park, Schaper Park, Arts
School Soccer Field, Meadowbrook Community Center (Ronald B. Davis Community Center), Lions
Park and Brookview Park.
VI.
Comments and discussion are as follows:
- The Commissioners were informed that the Sheriff's Site to be developed consists of 5 acres and
that it is being considered for development of twelve affordable housing units, with the intent of
preserving the trees on the north side of the property.
- Al Lundstrom discussed the pond observation deck at Hampshire Park and the cost issues
associated with the project, which prohibits it from being built.
- Rick Jacobson explained that ISD 281 owns and maintains the Olson School site and the City
owns and maintains the Wildwood Park site.
- Roger McConico expressed concern regarding the lack of parking at Scheid Park. Rick Jacobson
explained that additional parking would be considered when the streets in the area are
reconstructed.
- Rich Baker asked why the City used wood chips around the play equipment at Scheid instead of
sand. Tom explained that we are experimenting with a different surface to see how it performs.
