3. Redevelopment Site Priorities in Golden Valley

Summary
At a previaus HRA Workshop the Commission put forth a number of sites that could be selected
by the HRA as the focus of future HRA activities. The purpose of this workshop is to drill further
into this discussion and ideally select one site that would be the focus of staff activity in the near
future.
To make this discussion more meaningful, staff would like to address a number of concepts prior
to full discussion by the HRA and Planning Commissioners.
• First, staff will address how we approach development in a REACTIVE mode, which isthe
main mode of operation in the past few years.
• Secand, we will discuss LAND USE STUDIES which we have used selectively in the last fiew
years, looking at how such studies impact development.
• The third concept that will be discussed is ACTIVE REDEVELOPMENT, which is an approach
we are now considering.
An immediate concern is winding up the Moratorium Study for the northeast quadrant of
Highway 55 and Douglas Drive. Although the Moratorium has ended, no final decisions about
how to guide and zone this area have been made. The Planning Commission has recently
considered Business and Professional Offices and Neighborhood Commercial zoning. During that
consideration the Planning Commissioners indicated that they would like further analysis and
discussion of these zones. The HRA discussion on visioning for redevelopment also included this
geographic area, with other zoning options suggested. Therefore staff recommends a further
discussion between the Planning Commission and HRA on land use options for this area.
Following that discussion, the HRA can continue its discussion to select a site/area that could be
the focus of active redevelopment with identification of further activities that would be needed
to implement that vision.

4. Building and Landscape Design Guidelines

Summary
The Planning Commission recently discussed the City's current building and site design controls,
and what the appropriate role of the Planning Commission is in administering those controls.
Currently, the I-394 Mixed Use Zoning District is the only area in the City that has specific site
design requirements. These requirements include landscaping features, architectural accents,
fa�ade treatments and other criteria.
The City has limited design control for projects that are not located in the I-394 Mixed Use Zoning
District, but must receive Planning Commission and City Cauncil approvals. The City's Chief
Building Official also has the ability to enforce a design review process for a project at his
discretion.
Staff would like the Planning Commission and the Housing and Redevelopment Authority to
consider whether or not there should be city-wide design requirements for commercial,
industrial, institutional and multi-family residential projects. If it is determined that requirements
should be implemented, staff suggests assigning the Planning Commission the responsibility of
studying alternatives and providing a recommendation to the City CounciL

5. Open To Business Initiative

Summary
Last year the City entered into an agreement with the Metropolitan Consortium of Community
Developers to provide advising services to entrepreneurs and small businesses in Golden Valley.
The services were contracted cooperatively with the City of New Hope, with a 50 percent match
fram Hennepin County. This arrangement led to a $2,500 cost to Golden Valley versusthe normal
cost of$10,000. The New Hope/Golden Valley contract is for the period from March 1, 2012 to
February 28, 2013. The City has received two quarterly reports outlining services provided.
Staff would like to hear from Commissioners and Council Members any feedback they have
received on services provided through this program. Hennepin County is considering continuing
its subsidy of the program and staff will be contacting the City of New Hope to see if it wishes to
continue the collaboration with Golden Valley. Action from either of these parties will impact the
cost of providing consulting services in Golden Valley and may influence Golden Valley's interest
in extending the agreement. It is anticipated that City Council will need to determine its interest
in participating in this program in December or January.
