Meeting of September 5, 2012
The Golden Valley — Crystal — New Hope Joint Water Commission meeting was called to order at
1:31 p.m. in the City of Golden Valley Council Conference Room.

Minutes of August 1, 2012
MOVED by McDonald, seconded by Norris and motion carried unanimously to approve the minutes of
the August 1, 2012 meeting.
Wells Discussion
Chair Burt suggested the JWC consider putting the JWC development and drilling of new wells on hold
until Minneapolis has completed its emergency backup water supply study. Norris would like to keep it
in the Capital Improvement Program and move ahead as directed by the three city councils at the
May 7, 2012 tri -city council meeting. Burt is willing to keep it in the CIP; however, he wants to continue
to monitor the progress Minneapolis makes on its study.
Leak Detection Survey
Water Conservation Service, Inc. completed the survey and submitted reports for each city. A total of
15 leaks were discovered, mostly with hydrants. Each city will repair its own leaks.
Water Meter Improvements Proiect
Clancy updated the JWC on the schedule of the water meter improvements project. Bid documents
have been prepared and the bid opening is scheduled for Tuesday, September 18, 2012. This week, the
City of Minneapolis notified Golden Valley that the bid documents include some items it would prefer
to do in-house and will pay for that work. An addendum will be prepared and will be distributed.
Clancy noted this change will not affect the bid opening. Stantec also reported that the number of
changes requested by Minneapolis may increase its project costs. Clancy will communicate any change
in the project cost to the JWC.

New Hope Well
The Minnesota Department of Health notified the Minnesota Department of Natural Resources (DNR)
of its approval to reactivate the New Hope Well #1 as an emergency water source for the City of New
Hope. The DNR requests a DNR Appropriation Permit for an emergency supply system. Before making
application, Guy Johnson will discuss the need for the permit with Steve Nelson of Bolton & Menk, Inc.
County Road 9 Project Update
Mathisen reported that the soil testing is completed and results should be received shortly. Stantec is
on hold until construction begins.
New Pumps and Motor Upgrade
The new pumps and motor upgrade seems to be functioning and Crystal is continuing to monitor.
Valve Replacement Update
Most of Crystal's valve replacements are completed, New Hope has ordered parts for its one valve
replacement, and Golden Valley did not have any valve replacements scheduled for 2012.
Approve Funding/Contract for Bass Lake Road/West Broadway Valve Replacement
In 2011, Crystal had budgeted for the valve replacement at the intersection of Bass Lake Road and
West Broadway. However, because of the detour for the reconstruction of the County Road 81 project,
Crystal shifted the valve replacement project to the 34th and Douglas location. Crystal is now ready to
replace the valve at Bass Lake Road and West Broadway.
MOVED by Norris, seconded by McDonald, and carried unanimously to approve the funding and
contract for the Bass Lake Road/West Broadway valve replacement project.
Other Business
1. Memorandum of Understanding for the 2008-2011 Billing Adjustment between the City of
Minneapolis and the JWC was forwarded to Bernie Bullert for signatures from Minneapolis. Eight
originals were mailed and an original will be distributed to each city after signatures have been
obtained.
2. New water rates with Minneapolis have been approved and distributed. The new rates lower the
JWC purchase by $256,800.

The next scheduled meeting is Wednesday, October 3, at 1:30 pm.
