MINUTES
The meeting was called to order by Chair Peterson at 11:05 AM. Present at the meeting were Commissioners
Marshall Tanick, Gloria Kumagai and Ben Peterson; Police Chief Stacy Carlson, Commander Mike Meehan,
Council Member Joanie Clausen and Administrative Assistant Amanda Johnson.
Agenda Review
There were no additions or revisions to the agenda.
Approval of Minutes of March 21, 2011
Commissioner Tanick moved to approve the March 21, 2011 minutes; seconded by Commissioner Kumagai.
The March 21, 2011 minutes were unanimously approved.
Staffing Projections for 2012
Chief Carlson advised there is one vacant police officer position, which will not be filled in 2012 due to budget
restraints. Chief Carlson stated she is hopeful the vacancy can be filled in 2013. Chief Carlson advised there
were several CSO resignations in 2011. Most CSOs are P.O.S.T.-eligible at this time. Chief Carlson advised an
officer that was deployed to Kuwait returned to work a few months earlier than expected in January 2012.
Police Officer Recruitment/Selection Process Report
Chief Carlson advised the newest police officer hired has completed field training and is off probation.
Chief's Repo
Chief Carlson advised crime rates in 2010 were the lowest they had been in a decade, and in 2011 the crime
rates were even lower. Part 1 crimes were down 8% from 2010 and Part 2 crimes were down 5.8%. Chief
Carlson attributed the decrease to increased crime analysis, strategic planning and strong partnerships with other
criminal justice agencies.
Chief Carlson advised the Citizen's Academy is underway and the information has been well-received by
participants. Upcoming events include the Masters Safety Seminar in April; a Use of Force seminar on March
22"d which will cover statutes, types of force used and role playing; the Bike Rodeo in May; Open House in
June; Night to Unite on August 7th; various Police and Fire in the Parks events over the summer; and a
community bike ride in both the spring and summer. CounterAct drug awareness education is beginning soon
at two Golden Valley schools. Chief Carlson stated a use of force simulator training is being planned for later
this year where participants will be put through scenarios where force may or may not be necessary and
participants are required to react quickly as the officer on the scene.

Commissioner Tanick inquired about the plans for the 125 Ih anniversary retro squad car. Commander Meehan
advised the car will be re -marked with the new fleet graphics and will be put into service as a regular squad car.
Chief Carlson advised the case of the officer -involved shooting has not been heard by a grand jury as of yet. A
jury has been seated, but there is no indication of when the matter will be reviewed.
Election of Officers
Per state law the commissioner in the last year of his/her term is the designated chair of the commission.
Commissioner Tanick nominated Commissioner Kumagai as Chair; seconded by Chair Peterson.
Commissioner Kumagai was elected Chair for 2012 by consensus.
Commissioner Tanick nominated Commissioner Peterson as secretary; seconded by Commissioner Kumagai.
Commissioner Peterson was elected secretary for 2012 by consensus.
Other Business
Commissioner Tanick asked for staff comments regarding the recent attention that has been to the Golden
Valley Human Rights Commission. Chief Carlson advised the comments made at a public meeting may have
been defamatory and may violate the Data Practices Act. Ultimately the commissioners were dismissed.
Council Member Clausen advised the council will work to appoint a task force to define the purpose of the
Human Rights Commission. Council Member Clausen stated she hopes to have better communication between
the commission and the city council in the future. Commissioner Tanick recommended the task force should be
formed quickly and steps should be taken to re -ignite the commission and its work.
*The meeting was then closed to discuss a pending personnel matter.
Closing Comments
Commissioner Tanick stated it is nice to hear the crime rate is dropping, especially in these bad economic times.
Commissioner Kumagai expressed appreciation for the various community outreach efforts made by the police
department. Commissioner Kumagai thanked Chief Carlson and stated the degree of transparency has been
great and has been a benefit to the city.
Adjournment
Commissioner Tanick moved to adjourn the meeting; seconded by Commissioner Kumagai. The meeting was
adjourned at 11:441 AM.
