MINUTES
Call to Order
Attendance/Roll Call
The meeting was called to order by Chair Peterson at 11:42 AM. Present at the meeting were Commissioners
Marshall Tanick, Gloria Kumagai and Ben Peterson; and Police Chief Stacy Altonen, Commander Nate Gove,
Commander Mike Meehan, Amanda Johnson; and Attorney Kim Donat from Best & Flanagan.
Agenda Review
There were no additional items added to the agenda.
Annroval of Minutes of March 14, 2011
Commissioner Tanick moved to approve the meeting minutes of March 14, 2011; seconded by Commissioner
Kumagai. The meeting minutes were unanimously approved.
Revised Rules & Regulations
Ms. Donat presented revised Rules & Regulations for commissioners to consider as well as a revised memo
summarizing commission duties and limitations and a flow chart to explain the decisions employees must make as
the disciplinary process unfolds.
The proposed revisions to the Rules & Regulations were reviewed and discussed.
Commissioner Tanick inquired if the hearings before the Commission are public. Chief Altonen read the state
statute, which mandates the hearing be public.
Commissioner Tanick inquired about the practicality of the three day turnaround for filing the Commission's
findings after a hearing. Ms. Donat advised the state statute mandates the Commission must conduct a hearing
within 10 days of written notice to the accused and the findings from that hearing must be filed within 3 days of the
hearing conclusion.
Commissioner Peterson inquired if commissioners could be notified when an employee waives the right to a hearing
in front of the Civil Service Commission. Section 14 will be amended to state, "If an employee is removed or
discharged and has waived any rights described in this paragraph the chief shall promptly notify the Commission in
writing of the actions taken."
Section 15 will be revised to state "...to be vacated and reasons therefore, and the Chief shall furnish, in writing, the
names of the person or persons to be laid off and the order of lay off."
Commissioner Tanick moved to approve the Rules & Regulations as amended; seconded by Commissioner
Kumagai. The amended Rules & Regulations were unanimously approved.
Commissioner Tanick and Commissioner Peterson thanked Ms. Donat and police administration for their work on
the Rules & Regulations.

Commissioner Tanick moved to adjourn; seconded by Commissioner Kumagai. The meeting was adjourned at
12:24 PM.
