MINUTES Envision Connection Project Executive Board July 19, 2013 7 pm City Hall Council Conference Room Directors Present: Blair Tremere (Acting Chair), Sharon Glover, Jim Heidelberg, Helene Johnson, Philip Lund, Dean Penk, Marshall Tanick Council Liaison ' Present: Shep Harris Directors Absent: Lynn Gitelis, Cindy Inselmann, Mike Schleif Staff Liaison: Cheryl Weiler, Communications Manager Guests: Caleb Hausman, Hopkins High School graduate; Andrew Urevig, Armstrong High School; Mia Berman, Hopkins High School 1. Call to Order The meeting was called to order by Tremere at 7:15 pm with a quorum. 2. Approval of Agenda Johnson added Global Golden Valley to the Reports and Updates section of the agenda. Moved by Heidelberg and seconded by Glover to approve the agenda as amended. Motion carried. 3. Approval of April 18, 2012 Minutes Moved by Johnson and seconded by Lund to approve the minutes. Motion carried. 4. Old Business July 4 Event Report— Shep Harris Harris gave an overview of the event and thanked Johnson and the Global Golden Valley group, sponsors, and collaborators for helping make it a success. He said it would be up to Global Golden Valley to continue the event, and Johnson said the group is interested in exploring it again, perhaps in a larger venue. Bevond the Yellow Ribbon Report—Shep Harris Harris gave an overview of the initiative and the search for leaders for committees, connections, and support to spread the word. He said the group is working to develop a master action plan by January to create a network of support, including a City leadership committee. Ice Cream Social — Reauests for Participation The group discussed how to respond to requests from community groups and individuals who want to participate in the Ice Cream Social, including how much publicity/credit should be given to sponsors/donors. Tanick suggested that if organizations like the Golden Valley Community Foundation support the event, they should get credit for it. Tanick moved to appoint an Ice Cream Social subcommittee to discuss ideas to enhance the event, and Heidelberg seconded the motion for discussion. Motion passed. The Board then agreed the subcommittee should consider ways to grow the event, develop a policy for participation by community groups/individuals, and consider ways to improve operation of the event and use of volunteers. Tanick will chair a subcommittee of Heidelberg and Glover, who will report their recommendations to the whole Board in February 2014. Tanick also moved and Heidelberg seconded that the Board request a grant from the Golden Valley Community Foundation to cover expenses for the 2013 Ice Cream Social. Weiler will report back to the Board regarding costs for the 2013 event. Dean will check with Luke Weisberg to see if anyone put money in the donation jar for the event. 5. Reports and Updates Data Practices/Open Meetina Law Traininq DVDs Weiler distributed DVDs from the June 12 Council & Board/Commission training on data practices and open meeting law, and there was a brief discussion about the importance of the information. Bridqe Builders Quarterly Event: Lund presented four date options for an upcoming event at the Courage Center which he will chair. Group consensus was to select a date and let Weiler know so it can be published in the City newsletter and website. Lund will contact Weiler with the date and a brief event description. Envision Award Penk will pursue submitting a nomination for the Trees for Tyrol initiative. Lilac Plantinq The Planting Party is set for September 28. The Board discussed whether it would seek a grant from the Golden Valley Community Foundation and that a needs report should be submitted to the Foundation. Vallev Volunteer Dav Penk reported the event has been moved to September 28 because the event planners are unavailable October 5. He also reported that the group surveyed past participants and determined there would not be a crossover conflict with volunteers for the Lilac Planting Party the same day. Events planned to date include pumpkin painting at Peaceful Valley Montessori, buckthorn busting, and trash pickup. Penk will follow up with organizers Summer Picha and Katie Doyle. Golden Vallev Business Council Harris reported on the recent Business Council event as well as speakers, upcoming events, and group organization. He reported there may be interest from TwinWest Chamber of Commerce on partnering with the Golden Valley Business Council. 2013 Hall of Fame Tanick reported on the success of the 2013 event and that there are plans for a future event. He also recognized participation by the City of Golden Valley and the Golden Valley Community Foundation. Tremere noted the need to discuss how others can participate in future events. Global Golden Vallev Johnson reported on the upcoming August 11 event at Market In The Valley as well as her discussions with the Golden Valley Human Rights Commission regarding participation. 6. Communications Weiler reported that since the City Council has formalized the Board, members would need to fill out the City's Board/Commission application form, which is available online. She will send the application link to all members, provide a paper copy to Glover, and fax a copy to Tanick. 7. Other Business Election of Officers Consensus was to wait until the August 15 meeting to give everyone time to become familiar with the bylaws. 2014 Work Plan and Budqet Consensus was to table until August 15 meeting. Presentation Reqardinq Teen Advisorv Group Harris introduced guests Caleb Hausman, Hopkins High School graduate; Andrew Urevig, Armstrong High School; Mia Berman, Hopkins High School. Hausman and Berman outlined their concept and structure for a Golden Valley Teen Council, which would provide a way for Golden Valley teens to become more active in the community and communicate concerns and issues important to their demographic to City and community leaders. After presenting a handout (attached) to the Board, they answered questions and participated in the Board discussion regarding structure, use of resources, and a link to the City. The Board reached a general agreement that the link to the City should be through the Envision Connection Project Executive Board, which would have liaison members from the Teen Council. There was consensus by the Board to support, encourage, and endorse the startup of a Teen Council, establish a liaison with the Envision Board, and have the Teen Council organizers report to the Envision Board in October. 8. Future Meetings The next meeting will be Thursday, August 15, 2013, 7 pm, City Hall Council Conference Room. The September 19 meeting will be moved to Wednesday, September 18, due to the scheduling conflicts for the staff liaison. 9. Adjournment Moved by Tremere and seconded by Johnson. Motion carried. Blair Tremere, Acting Chair ATTEST: Cheryl Weiler, Staff Liaison July 18, 2013 Golden Yallev Teen Council I��1��1 I�rl I�V Description af Proposal Currently,there are many t�ens in the Ciiy of Golden Va:lley that are interested in becaming more active in their comrnunities,but do not necessarily have an outlet to do sa.Alsa,teens in this city do not always have the opporiunity to easily communicate their conr;�rns to the city gover�nment and other community leaders. In order tb comb�t these two related issues,we propose the establishment of the�"ioiden Valley Teen Cauncil. This graup of teens would meet on a regular basis ta discuss issues important to their demographic within Golden Valley as well as to diseover new ways to get involved in thei.r city. The Council would be comprised of 12 high school students,with two coming from each school district serving Golden Valley(Robbinsdale,bc�th Cooper and Armstrong, and Hppkins)in adc�ition to the high sehaals located within Golden Valley(Perpich and Breck)and two seats reserved for high schaoi students who live in Goiden Valley,but attend school in another city (i.e. open enrollment in another district, attending other private schools, or home schoaled students). Each school would determine its own process for nominating its students to the �OL1I1Gl l. The Teen Cauncil wauld meet quarterly and would function as a partner arganization to the City of Galden Va11ey, where the City would advocate for it as an organization,but not provide any formal assistance to the graup. In this way,the Teen Council would operate much in the same way that the Galden Va1Tey Business Council operates. The group would discuss current issues ai�'ecting Golden Valley teens in addition to discussing ather community invoivement opportunities. Justification of Proposal This cQUncil will help get Golden Valley teens more involved in their local co�nmunity,while at the same time,giving the city an additional avenue for resident input. The Teen Council will help the City increase attendance and volunteer participat�on at city events,such as Run the Va11ey and Golden Valley Days.The teen leaders who serve on this cauncil will be able ta not only becom�more active in the community themselves,but also get their peers involved as well thraugh their comrnunication with other teens in Golden Va11ey. Teens also have a very different perspective on city-related issues than do the older adults who frequent City�ouncil meetings and ofiher city functions. By creating an avenue to hea�r these new perspectives through the Teen Council,the City will gain a fuller complement of ideas when addressing any issues relevant to teens. In short,the Teen Council will give Golden Valley teens a valuable leaderslup opportuiuty u�ithin our city. This will benefit our eammunity by providing a strong eore of young leaders fc�r cammunity initiatives and giving it a wider ra.nge af input an issues facing the city.
