MINUTES
Call to Order
Attendance/Roll Call
The meeting was called to order by Chair Peterson at 11:03 AM. Present at the meeting were Commissioners
Ben Peterson and Gloria Kumagai; Police Chief Stacy Carlson, Lieutenant Jason Sturgis, Lieutenant Jeff
Johnson and Administrative Assistant Amanda Johnson. Commissioner Roxanne Sienko was absent.
Agenda Review
There were no additions or revisions to the agenda.
Approval of Minutes of May 14, 2013
Commissioner Kumagai moved to approve the May 14, 2013 minutes; seconded by Chair Peterson. The May
14, 2013 minutes were unanimously approved.
Approval to Initiate a Police Officer Hiring Process
Chief Carlson advised Sergeant Denny Arons has announced his retirement- effective the end of July. Chief
Carlson requested approval to initiate a police officer hiring process to fill this vacancy. Chief Carlson advised
the process would be open to all applicants who are P.O.S.T. eligible. The testing would consist of written
tests, a physical fitness test and oral interviews. The employment posting would run for approximately ten days
and would be posted on or by Monday, July 8th. The anticipated start date for a new officer would be around
October 1St
Commissioner Kumagai inquired whether demographic information would be collected on applicants and Chief
Carlson advised it would be and that information would be provided to commissioners at a future meeting to
certify the eligibility list.
Commissioner Kumagai moved to approve initiating a police officer hiring process; seconded by Chair
Peterson. The initiation of a police officer hiring process was unanimously approved.
Approval to Initiate a Sergeant Promotional Process
Chief Carlson advised 24/7 supervisory coverage has been a priority of the police department. To that end,
Chief Carlson requested approval to initiate a sergeant promotional process to fill the vacancy left by Sergeant
Arons' retirement. The sergeant promotional process consists of an assessment center, which includes exercises
that evaluate candidates in areas such as: communication, leadership, decision-making, prioritization,
organizational skills, etc. Candidates must have a minimum of five years police officer experience, at least
three of which must be with the Golden Valley Police Department. There are eighteen officers currently who
meet this requirement. The posting for this promotion would remain open for ten days and the testing is
anticipated to begin mid-August.

Commissioner Kumagai moved to approve initiating a sergeant promotional process; seconded by Chair
Peterson. The initiation of a sergeant promotional process was unanimously approved.
Closing Comments
Chair Peterson congratulated Lieutenant Sturgis and Lieutenant Johnson on their promotions and stated he is
looking forward to working with them on the commission.
Adjournment
Commissioner Kumagai moved to adjourn the meeting; seconded by Chair Peterson. The meeting was
adjourned at 11:12 AM.
