MINUTES
Call to Order
Attendance/Roll Call
The meeting was called to order by Chair Peterson at 2:02 PM. Present at the meeting were Commissioners Ben
Peterson, Roxanne Sienko and Gloria Kumagai; Council Member Joanie Clausen; Police Chief Stacy Carlson,
Commander Nate Gove, Lieutenant Jason Sturgis, and Administrative Assistant Amanda Johnson.
Agenda Review
There were no additions or revisions to the agenda.
Approval of Minutes of July 5, 2013
Commissioner Sienko moved to approve the July 5, 2013 minutes; seconded by Commissioner Kumagai. The
July 5, 2013 minutes were unanimously approved.
Approval of Police Sergeant Eli ig bili1y Re ig ster
Chief Carlson advised a sergeant promotional process was initiated on July 5h after the Civil Service
Commission met to approve it. The minimum requirement was 5 years as a police officer with at least 3 of
those years being with Golden Valley P.D. Eighteen employees were eligible to apply and seven completed
applications and went through the assessment center.
The assessment center consisted of five exercises, comprised of the following:
1) Leader -less group exercise- candidates were directed by the chief to discuss implementing field-based
reporting as a group with no designated leader. Candidates were evaluated on their interaction and
dialogue in this group setting.
2) Role play- candidates were directed to play the part of a sergeant during Roll Call at a time when the
chief was considering switching the patrol schedule to 10 hours from the current 12 hours. Evaluators
played the roles of other officers at the Roll Call and candidates were evaluated on how they handled
delivering the chief's message and the push back from officers opposing the change.
3) Oral interview
4) Written essays summarizing the concepts in two leadership books the candidates were advised to read
and how those concepts either exist in the P.D. currently or could be introduced in the future
5) In -basket exercise- candidates were given multiple tasks to prioritize in a short period of time
Chief Carlson advised the candidates performed extremely well and she was very impressed by the efforts put
forth both individually and collectively. She also stated she is very pleased with the future leadership within the
police department.
Scores were compiled and presented in rank order to commissioners on a police sergeant eligibility register for
approval. Chief Carlson advised the Rule of Three applies to this list and the top three candidates will be
interviewed next week, with a promotion effective at the end of August.
Council Member Clausen asked if David Kuhnly is related to the Golden Valley Fire Chief and Chief Carlson
advised he is Mark Kuhnly's son. Council Member Clausen inquired whether preference was given to David

Kuhnly because of his relationship to the Fire Chief and Chief Carlson advised he was not. Chief Carlson
advised each evaluator knew all of the candidates and none was given any sort of preference for any reason.
Chair Peterson asked whether the policies and procedures of the Civil Service Commission were followed and
Chief Carlson stated they were. Chair Peterson inquired whether police administration has any reservations
about the list and Chief Carlson advised they do not.
Commissioner Kumagai moved to approve the police sergeant eligibility list as presented; seconded by
Commissioner Sienko. The police sergeant was unanimously approved.
Police Officer Hiring Process Update
Chief Carlson advised 227 applications were received for the open police officer position. The pool of
candidates was narrowed to those having current or past military experience, law enforcement experience as an
officer, CSO or reserve, and/or security experience. The remaining 155 candidates were invited to participate in
the written test. 109 applicants registered for the written test, with 77 actually showing up to take it. From
there 50 applicants have been invited to take the fitness test on Thursday, 08/08. Those passing the fitness test
will be invited to a first interview the last week in August, and potentially a final interview with Chief Carlson
and Commander Gove. The Civil Service Commission meeting to approve the police officer eligibility register
is scheduled for 09/13. Chief Carlson stated initial applicants included four current community service officers
and three current police reserve officers.
Commissioner Sienko inquired whether police officers have to live in the City of Golden Valley or Hennepin
County. Chief Carlson advised there is no residency restriction.
Commissioner Kumagai asked when the new sergeant would be named and Chief Carlson advised she will
interviewing the top three candidates next week and will probably announce the promotion next Friday, 08/09.
Chief Carlson advised there will be a promotional ceremony on August 23rd for the new sergeant as well as the
two new lieutenants.

Commissioner Kumagai moved to adjourn the meeting; seconded by Commissioner Sienko. The meeting was
adjourned at 2:17 PM.
