Call to Order Stremel called the meeting to order at 7:00 pm.F/ 2. Approval of Regular Meeting Minutes — JuIV 22, 3013 MOVED by Turner, seconded by Gitelis, and the motion carried unanimously to approve the minutes of the July 22, 2013 meeting. 3. Natural Resource Management Plan The City received a proposal from SEH, Inc. to update the existing Natural Resource Inventory and develop a framework for the overall plan. Joint meetings will be held with other commissions over the next three months to discuss the results of the inventory, develop goals and priorities as well as an outline for the plan. A second proposal will be obtained late in the year for the completion of the Natural Resource Management plan in 20j1i4�4. Organizational Business � : -% The Mayor contacted Stremel regarding the following three items: Council changed the term limits for commission chairs and vice chairs to one year. A resident requested a community garden in Wesley Park. Clancy will contact the Mayor for more details. Gitelis suggested staff contact Gardening Matters, the organization that assists with community gardens in Minneapolis Joint agreement with Three Rivers Park District to manage Rice Lake Nature Area (letter from Mayor to Park District on -file). The commission expressed an interesting in staying involved if this moves forward. 5. Program/Project Updates Summary on -file 6. Commission Member Council Reports Anderson reported that the first reading of the revised recreational fire ordinance has occurred before Council. 7. EXECUTIVE SUMMARY City of Golden Valley Residential Study Golden Valley citizens remain very pleased with their community — city services, City Staff and City Council. In almost every case, very favorable ratings are either stable or improved from five years ago. Community identity and neighborliness remain at remarkably high levels for an inner -ring suburban community. And, "boosterism," already very strong, dramatically increases to include one-third of the sample; the suburban norm is just six percent. Other key findings: Ninety-two percent think the City of Golden Valley is "headed in the right direction;" a very small six percent think "things are off on the wrong track." This is the top rating in the Metropolitan Area. 2. Concern about the city portion of property taxes has dropped significantly. Seven years ago, 57% rated them as "very high" or "somewhat high;" this year, 48% see them as "about average." "About average" is the choice of 44% this year, almost double the 2006 level of 23%. 3. All but one of 17 city services scored favorable ratings of at least 90%; the 80% favorable rating of city street repair and maintenance, however, still is 25% above the suburban norm. This consistency of very high positive ratings sets Golden Valley among the top three communities in the Metropolitan Area. Not unexpectedly, 84% rate the value of city services as either "excellent" or "good," while ten percent rate it as "only fair" or "poor." More to the point, a 54%-39% majority favors a property tax increase to maintain city services if it were needed to maintain city services at their current levels, reversing a 43%-36% plurality opposed in 2006. 4. Eighty-one percent rate general economic development in the City of Golden Valley as "excellent" or "good." Only 19% rate them lower. Similarly, 82% highly rate the City's efforts to attract new businesses, while 16% are more critical. The City of Golden Valley also posts the strongest support in the Metropolitan Area for providing financial incentives to attract specific types of development: 71% in favor, and 27% in opposition. 5. Perceptions of the Golden Valley Police Department are impressively solid. Ninety-nine percent rate police protection as either "excellent" or "good." The three most -offered one -or - two word descriptions are "excellent," "good," and "helpful." Thirty-nine percent report household members had contact with the Police Department through community programs; again, 99% highly rated their experience with the community programs. Twenty-nine percent report another type of contact with the Department, most often through the provision of emergency services. These contacts were also highly rated: ninety percent rate the way the Police Department handled the situation as "excellent" or "good;" ninety-five percent see the response time as "prompt;" and, ninety-three percent feel the Police Department personnel are courteous and act in a professional manner. Together with the fact that only 12% feel there are any areas in Golden Valley where they do not feel safe — the lowest among first -ring suburbs -- the Golden Valley Police Department is the one of the three most highly rated departments in the Metropolitan Area. 6. There is moderate support for the construction of a community center. In the abstract, residents support its construction by a 65%-31% majority. Fifty percent think household members would use the facility. But, the typical respondent would support only a $3.36-$5.00 per month in their property taxes to fund this construction. And, only four of 17 potential offerings in a new structure received support of at least 65% of the respondents: space for senior programs, space for teen programs, fitness center, and indoor track. Another three offerings were supported by over 60% of the sample: child care center, banquet rooms, and indoor swimming pool. Unlike in other suburbs, indoor aquatic offerings or ice arenas, then, would not be the focus of a community center in Golden Valley. A compellingly high 82% believe they could have a say about the way the City of Golden Valley runs things, other than by voting; this level reflects a 21% increase since the 2006 survey. Knowledge about the work of the Mayor and City Council increased from 37% in 2006 to 63% in 2013. Simultaneously, a 57%-12% favorable job approval rating in 2006 became an 89%-7% favorable job approval rating in 2013 — one the three strongest in the Metropolitan Area. First- hand contact with the City Staff changed from 35% to 46% during the seven year interim between studies. But, similar to the change in the job approval rating for the Mayor and City Council, a favorable rating of 58%-6%, with 36% uncertain, moved to an 89%-8% favorable rating, with only three percent uncertain. Residents are particularly pleased with the Mayor and City Council, as well as City Staff. Through sound policies, and a well-defined plan for the future, residents of the City of Golden Valley have transformed from contented citizens to enthusiastic citizens. They feel informed and empowered. In fact, they feel confident. This will prove to be critical in the coming years, particularly as the City confronts issues of a more Metropolitan nature. The level of trust among the citizenry will allow decision -makers to make possibly tougher judgments based upon a solid foundation of popular consent. This study contains the results of a telephone survey of 400 randomly selected residents of the City of Golden Valley. Survey responses were gathered by professional interviewers across the community between May 21" and June 12`h, 2013. The average interview took thirty minutes. In general, random samples such as this yield results projectable to the entire universe of adult Golden Valley residents within ± 5.0 percentage points in 95 out of 100 cases. PROGRAM/PROJECT UPDATES — October 2013 TMDL No updates II The Metropolitan Council Environmental Services (MCES) has recently approved a grant from the state Clean Water Fund to assist homeowners in rehabilitating their private sanitary sewer laterals. The grant will cover one-third of the actual costs to fix inflow and infiltration (1/1) - related defects in privately -owned sanitary sewer lines, up to a maximum reimbursement of $2,000. Final details on the reimbursement as well as the official grant agreement authorization are currently being worked out between the state and MCES. MCES expects to notify cities of the reimbursement process within the next month. MCES published the attached article regarding the grant in its Daily Digest Bulletin. PRIVATE DEVELOPMENTS The Xenia The City Council approved of the Preliminary PUD Plans for The Xenia. The Xenia is a five -story, 372 -unit, market rate apartment building located at 700 & 800 Xenia Ave. S. (northwest corner of the Golden Hills and Xenia intersection). The developer has submitted Final PUD Plans, which are expected to go to the Planning Commission in November. After final Council approval is granted the developer hopes to begin construction starting with the parking ramp in spring 2014, with the first units opening mid -2015, and full completion early 2016. Meadowbrook School The Hopkins School District is proposing to construct an interconnection addition between the existing school and the adjacent facility located at 5400 Glenwood Avenue (former Crisis Nursery). The interconnection will consist of two additional classrooms, storage space and approximately 50 feet of "tunnel" corridor for a total expansion of 4,600 square feet. The City Council will review the Final PUD Plan in November. Room & Board Room and Board is proposing to relocate their outlet sales into the existing warehouse, demolish the existing outlet building for the construction of parking and construct a second floor in the existing warehouse to be used as office space. The City Council will review the Final PUD Plan in November. If approved, construction is expected to occur in the spring. 3.9.4 The City Council approved the Final PUD Plan for the 3.9.4 on October 15. The 3.9.4 is a market rate, multi -generational apartment building, as well as a market rate, senior assisted living apartment building located at the northwest corner of the Highway 100/Interstate Highway 394 intersection. Final Plat approval and Development Agreement approval must still occur. The City/HRA continues to work with MnDOT regarding the terms of the sale of the MnDOT property. Metropolitan Council Environmental Services (VICES) has identified 50 cities with excessive inflow and infiltration (VI) of clear water into pipes that collect wastewater flowing to regional treatment plants. Cities may apply to the Council for funding and pass it through to qualified property owners. Sewage service laterals — pipes that run from buildings to the city sewer in the street, including any portions of individual services that are owned and maintained by a city — are eligible for the program. Disconnection of a foundation drain that connects to the sanitary sewer system is also eligible. The 2013 Minnesota Legislature approved a total of one million dollars from the Clean Water Fund over two years for grants or loans for local VI reduction programs. Individual grants to property owners will be one-third of actual, reasonable and verifiable eligible repair costs, and are limited to $2,000 per site. Some cities may also provide additional grant funds. Workers replace an aging service lateral for a Golden Valley homeowner. How the 2013 1/1 grant program will work 1. Eligible cities will need to apply to participate in the program, and once accepted, publicize it to property owners. MCES will help by providing a brochure. 2. Participating cities will screen and submit requests to MCES in batches for approval before the work is done. 3. MCES will review technical details and approve individual applications, within 30 days. MCES will encumber the prequalified amounts. 4. Cities will notify property owners of decisions and the approved grant amount. Property owners will submit receipts to cities and get reimbursed after the work is done. 5. Cities certify to MCES that work was done and that they have auditable records. 6. Within 30 days, MCES will remit amounts identifiable to cities for prequalified projects. Cities remit to property owners. Council encourages local match to grants The Council is encouraging cities to make an additional match to the cost of repairs (up to one-third of the cost), but is not requiring it as part of this program. Grants will be given to qualified applicants on a first-come, first-served basis until all of the money is encumbered. If a project's actual cost comes in below the prequalified amount, released funding will become available for the next applications in line. If actual costs are more than the prequalified amount and money is still available (and all other limitations are met), MCES may be able to remit more than the prequalified amount. Page l of L Inflow/Infiltration program. Previous Council VI grant programs covered some costs of regional municipal wastewater infrastructure repair. Since 2008, the Council has given a total of $8.8 million to communities to help reduce 1/1 in the regional wastewater collection system. Reduction work is saving hundreds of millions of dollars, preserving public health Since the inception of the original 1/1 reduction program in 2007, communities have collectively spent well in excess of $130 million to make repairs that prevent clear water from getting into the wastewater system. While that's no small chunk of change, R's a bargain compared with the estimated $1 billion it would have cost to expand regional interceptor and treatment capacity to handle the excess 1/1 identified before the reduction program started seven years ago. Communities' reduction efforts mean avoided sewer spills, overflows and backups into homes. It also means some clear water is retained for Minnesota groundwater because it hasn't infiltrated or flowed into sewers. 1/1 is also problem because it takes up valuable capacity in the wastewater system reserved for future growth in the region. Inflow is when clear water enters the wastewater system through rain leaders, sump pumps or foundation drains that are connected to the sewer lines. Infiltration is when groundwater seeps into cracked or broken wastewater pipes. Through September of this year 1,712.18 tons of material has been collected. Multi-family/Commercial/Institutional Recycling In September, one commercial property joined the City's recycling program. Currently, four properties participate in the program. Recycling in the Parks Recycling in the Parks will wrap up at the end of October. The program will resume April 1, 2014 (weather permitting). Presentation City staff did a short presentation on September 21st for the Golden Valley League of Women Voters. The presentation was on the City's Recycling Program and information was provided on all the aspects of the program. Thirteen members and guests attended the presentation. Participation this year was a 12.5% increase over last year. Final numbers have not been received regarding number of items dropped off. However, the Bridging 26 foot long box truck and PRISM van were completely full of items by the end of the event.
