Examples of alternate formats may include large print, electronic, Braille, audiocassette, etc. Joint Meeting of the Golden Valley Environmental Commission, and Open Space and Recreation Commission October 28, 2013 A joint meeting of the Environmental Commission and Open Space and Recreation Commission was held at the Golden Valley City Hall, Council Chambers, 7800 Golden Valley Road, Golden Valley, Minnesota, on Monday, October 28, 2013. Chairs Jim Stremel and Jerry Sandler called the meeting to order at 7:00 pm. Those present were, Environmental Commissioners Anderson, Galonska, Gitelis, Hill, Stremel and Yahle; Open Space and Recreation Commissioners Bergman, Mattison, Rosenquist, Sandler, Speltz and Steinberg; City Council Member Clausen,. Also present was Director of Parks & Recreation Rick Birno, Director of Public Works Jeannine Clancy, Public Works Specialist Eric Eckman, Administrative Assistant Lisa Nesbitt and Deric Deuschle from Short Elliot Hendrickson (SEH) 1. Natural Resource Management Plan jA/m/00 °a/i Deric Deuschle with Short Elliot Hendrickson (SEH), presented recommendations for developing a Natural Resource Management Plan based on the 2013 Natural Resource Inventory. A copy of the presentation is on -file. Areas of discussion included FocusO Education]//�j// Action Plany�j// Long and short term goals (think big) Preserve and maintain what is currently there Water resources should be mentioned in the plan however details are covered under TMDL studies Invasive species as it relates to the impact on trees Areas to Preserve Wild area preservation (Rice Lake, Mary Hills, Pennsylvania Woods) Laurel Greenbelt (Dakota/Brunswick) Wild Life (e.g. monarch butterflies, deer, geese) Discussion items for next month: Typical plan components Determine the desired plan elements Develop goals Develop priorities 2. Bassett Creek Trail System Eckman updated the commission on a future Bassett Creek Regional Trail facility (identified by the City, Hennepin County and Three Rivers Park District) which would Minutes of the Golden Valley Environmental Commission/Open Space and Recreation Commissions October 28, 2013 Page 2 connect French Park in Plymouth to Theodore Wirth Park in Golden Valley. Some portions of the trail have been constructed and other portions are planned for future construction. The portion of the trail proposed along Golden Valley Road (from Regent Avenue to Wirth Parkway) is not currently programmed for construction. However, Golden Valley received a grant from Hennepin County in 2013 to assist in the completion of a feasibility study of the Golden Valley Road corridor. Golden Valley and its consultant, SRF Consulting Group, have begun work on the study. Meetings were recently held with businesses located along the corridor to solicit input and identify issues, and also with agency stakeholders (Hennepin County, Three Rivers Park District, Minneapolis Park and Recreation Board). A public informational open house is being planned for December for residents adjacent to the corridor and the general public. 3. Adjournment The meeting was adjourned at 8:25 pm. Lisa Nesbitt Administrative Assistant Date: November 25, 2013 Public Works Department 763-593-8030 / 763-593-3988 (fax) To: Golden Valley Environmental Commission From: Eric Eckman, Public Works Specialist Subject: Natural Resource Management Plan At the October 28, 2013 Joint Commission meeting, Deric Deuschle of SEH shared the results of the Natural Resources Inventory update and presented his thoughts on the challenges and opportunities facing Golden Valley in terms of natural resource management. Mr. Deuschle's presentation can be found at www.goldenvalleymn.gov/CityGovernment/Boards&Commissions/ 2013/EnvironmentalCommission. Following Mr. Deuschle's presentation, the City and SEH lead the group in a brainstorming session to identify issues, concerns, and opportunities that should be considered as we formulate goals and develop the framework for the Natural Resource Management Plan in the coming months. Following is a list of ideas generated by the group in the order received (with elaboration by staff in parenthesis): • Bottineau LRT and Stations - Gateway (this is a gateway into our city and our natural resources are prevalent along this corridor) • Wirth Park Master Plan - (how does Minneapolis Park and Recreation Board's plan fit with Golden Valley's plan?) • Buckthorn Education - City Approval/Endorsement (how to get approval, where to focus projects) • Action Plan - (the NRMP should be an action plan with specific, achievable projects) • Long & Short Term Goals - (the plan should identify projects which satisfy long and short term goals) • Preserve and Maintain - (we should strive to preserve and maintain what we already have) • Sweeney Lake - (identify opportunities to improve the lake and water quality that complement the City's existing surface water management programs and efforts) • Preserve Wild Areas - Mary Hills Nature Area, General Mills Nature Areas G:\Environmental Comm ission\Memos\EC_memo_NatResMgmt 112513.docx • Invasive Species/Climate Change - (include these in the plan, make sure the plan is flexible enough to incorporate changing circumstances, identify projects to address these) • Dakota/Brunswick/Laurel Avenue Greenbelt - (preserve and enhance this area) • Wildlife - (protect and manage wildlife) • Monarch Butterflies - (identify projects, practices, and plants which attract butterflies and other pollinators) • Facilitate Decision Making - (the NRMP should identify policies, priorities, and projects to assist in making decisions about natural resources) • Interagency Cooperation - MnDOT roadside ditch management (communicate our goals and priorities, cooperate with other agencies to achieve goals and plan, partner on projects) At the November joint commission meeting, we will discuss the typical elements of a natural resource management plan and develop goals and priorities.
