City Manager Tt��i��urt call�d tl���meeting to order at 7 am. Burt introduced city staff, and
wel�omed t�ie Co�'mmittee 1V��t�bers. Burt explained the Station Area Planning process and how
�a�
it rel1a�tes to th�a�Aal af the group. Burt referenced the Resolution that was passed by the City
Counci)fc�rmally creatingthe group.

Council Memb�r.J���ie Clausen welcomed the group, and encouraged the group to look at
parking options at the station locations sites. Council Member Clausen reiterated that both the
station location site at Golden Valley Road and the station location site at Plymouth Avenue are
still under consideration.
Council Member Paula Pentel welcomed the group, and encouraged the group to consider
which station location would best meet the needs of the community. Council Member Pentel
noted that the Station Area Planning process will help to influence station site selection in the
future.
Council Member DeDe Scanlon welcomed the group, and emphasized that St. Margaret Mary
Catholic Church should be consulted as the process moves forward so that Station Area
Planning does not conflict with plans of the Church.
Council Member Steve Schmidgall welcomed the group, and encouraged the group for look at
ways that the Bottineau LRT could impact or enhance Golden Valley's downtown area.

Rich����er was appointed as the Chair of the Committee, and Sean Fahey was appointed the

It was the con�eii�u����of the Committee to hold regular meetings on the first Thursday of each
month at 6 pm. The next regular Committee meeting will be Thursday, December 5 at 6 pm.
Going forward, Committee meetings will take place in the Council Conference Room at Golden
Valley City Hall.
III. Bottineau Transitway Study Process Update
Joe Gladke provided an update about the Bottineau Transitway project. Gladke reviewed a
PowerPoint presentation which will be distributed to Committee Members.
IV. Station Area Planning
Andrew Gillette described the proposed scope of the Station Area Planning process. Gillette
stated that a Request for Proposals has been released, and that the County expects to award a
contract by December 12, 2013. County staff has invited City of Minneapolis and City of Golden
Valley staff to participate in consultant selection.
Gillette explained that the scope of work for the Station Area Planning process only includes the
Minneapolis Van White Blvd. station as well as the Plymouth Ave. and Golden Valley Rd.
stations in Golden Valley. The process will not include station sites on the�-2�lignment.
Chair Baker requested that the Committee review the RFP at its ���t meeting.

Denise Engen discussed community engagement as it pertai��d to4 the Health �xripact
Assessment (HIA). The HIA addressed health impa�ts assvc�ate'��,�ith�the Boi�t�neau Transitway.

Member Rosenquist appreciated that the HIA was.available=�q Gol�le��Ualley residents for
review, but stated concern over the lack of information in the document'pertaining specifically
to Golden Valley. Engen stated that the CQmmittee should consider whether or not to make
recommendations based on health-rel�tedimpacts of the Bottineau Transitway.
Denise Engen invited the Committee=to partiGipate in an'upc4ming meeting to discuss issues
that resulted from the HIA ,k;��= �;

Road 66�. Director Clanc stated that County transportation staff is in close contact with City

result in imrri��iatef�hanges to the road corridor.

VII. Future Meeting Dates
Staff will work with the Committee via email to arrange a tour of the Hiawatha LRT as well as a
walking tour of Sochaki Park, Mary Hills Nature Area and Theodore Wirth Park.

The Hennepin County Railroad Authority is in the process of selecting a consultant for Bottineau
LRT Station Area Planning. The selection of a consultant will be for the two stations in
Minneapolis and the two stations in Golden Valley. The remainder of the stations north of Golden
Valley will be under another contract and done at a later date. The station area planning process
is scheduled to take about 12 months. The Advisory Committee will work to review and comment
on the work of the consultant. It is anticipated that the Advisory Committee will have the
opportunity to meet with the consultant as part of the Community Engagement portion of the
process. As soon as the consultant is selected, I will let you know of the decision and schedule.
