Summary
When the 2013 General Fund Budget was approved it included $150,000 in Transfers Out for
future salary adjustments. Those salary adjustments were approved on July 2 and October 15
with Resolutions 13-61, 13-95 and 13-96. The resolution attached includes amending the budget
to allocate the $150,000 to various Divisions that had adjustments.
In March 2013,the Council approved $150,000 from the General Fund to be transferred to the
Building Improvement Fund. Since then, the improvements to the lower level of City Hall were
not made the monies were used to help fund the new playground equipment at Brookview Park.
Those funds need to be transferred to the Park Improvement Fund.

Member introduced the following resolution and moved its adoption:
RESOLUTION AMENDING THE 2013 BUDGET
OF THE GENERAL FUND BUDGET
WHEREAS, in 2013, the General Fund Budget included $150,000 in Transfers for a
contingency for salary adjustments; and
WHEREAS, on July 2, Resolution 13-61 Amended the Labor Agreement between
Police Officers; and
WHEREAS, on October 15, Resolution 13-95 modified General Wages and Salaries
for Non-Union Personnel, and the Police Union Contract for market adjustments for
salaries and wages; and
WHEREAS, on October 15, Resolution 13-96 Updated City Manager Employment
Agreement; and
BE IT RESOLVED by the City Council of the City of Golden Valley, Minnesota, that
the 2013 General Fund Budget is hereby amended.

necessary actions legally permissible to the submission and approval of the Amended
City's 2013 budget and final.

Resolution 13- December 17, 2013
Member introduced the following resolution and moved its adoption:
RESOLUTION AUTHORIZING THE TRANSFER OF $150,000 FROM THE
BUILDING FUND TO THE PARK IMPROVEMENT
WHEREAS, the transfer of$150,000 was transferred to the Building Fund from the
General Fund in 2012 for Improvements; and
WHEREAS, the transfer of$150,000 will be now transferred to the Park
Improvement Fund from the Building Fund to fund Brookview Park Equipment; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Golden
Valley to authorize the transfer of$150,000 from the Building Fund to the Park
Improvement Fund ($150,000).

Summary
City communications staff has surveyed 16 metro area cities to determine best practices for
social media policies and implementation and used the information to draft a policy to serve as
the starting point for Golden Valley's social media efforts.
Staff will present the results of the best practices survey to build a case for a Golden Valley social
media program that strengthens the City's established image, provides additional channels for
communicating with citizens, and is positioned to grow and evolve to meet the changing needs of
the City and its stakeholders.
