September 23, 2013
1. Call to Order
Sandler called the meeting to order at 7:00 PM.
Present: Roger Bergman, John Cornelius, Kelly Kuebelbeck, Bob Mattison, Gillian Rosenquist,
Anne Saffert, Jerry Sandler, Dawn Speltz, Dan Steinberg, Rick Birno, Director of
Parks and Recreation; and Joanie Clausen, Council Member.
Absent: Bob Mattison.
2. Agenda Changes or Additions
None.
3. Approval of Minutes — July 22, 2013
MOTION: MOVED by Bergman and seconded by Speltz to approve the July 22 meeting
minutes. Motion carried unanimously.
4. Bottineau Planning Advisory Committee Update
Steinberg provided insight on preliminary meetings and noted that he sent items to staff. He will
continue to attend the meetings and provide updates to the commission. Park and Recreation
staff will attach all updates from Steinberg to future agenda packets.
5. New Program Opportunities
The commission briefly discussed new program opportunities with regards to: fresh ideas,
locations and potential partnerships. Birno commented that Park and Recreation staff will be
moving to a process of programming as a team versus independently. He believes a number of
new ideas will result from the new process.
6. Election of New Chair
Commission chair Sandler updated the commission on the new policy for chair positions on city
commissions. After discussion, Sandler thought it would be appropriate step down as chair and
remain on commission. He asked for interested members in filling the position. Bergman
nominated Mattison for chair. Birno noted that Mattison is not in attendance but would call and
ask him if he is interested. If Mattison is interested, it will be on the agenda for the October
meeting.

7. Updates
Brookview Playground Equipment
Birno updated the commission on current steps for the new play structure. The public input
survey will conclude on Monday, September 30. Staff has scheduled meetings with consultants
on Wednesday, October 2. Staff asked for input regarding clarity on key amenities for the new
structure. There was extensive discussion regarding the water feature. The commission
recommended that in the final design, the following key issues should be implemented:
minimize water feature, possibly use low volume misters, add shade throughout the play
structure, create barrier free surfaces, large rope climber, expand swings on both age ranges,
and create primary structures that have a lot of play value for a variety of kids. Staff will work
with consults to meet these goals.
8. Future Agenda Items
The commission members requested that the following items be added in the future:

Specific Park and Recreation survey results
Dan Friedman, Three Rivers Park Board member update
9. Adjournment
MOTION: MOVED by Bergman and seconded by Saffert to adjourn at 9:10 PM. Motion
carried unanimously.

Subject: Bottineau LRT Meetings Week of September 23
Good Day,
The Bottineau CAC meeting took place on Thursday September 26, 2013. Gillian Rosenquist and I were in attendance.

As I mentioned in a previous e-mail, all government agencies that are associated with the project and for the
planning of the line are on hold until the Draft EIS study is fully released. The tentative release of the report will be
around February -March of 2014. After the release, the public will have time to comment on the report.
One main thing that I learned from this meeting is the county submitted for study the D2 alignment which is the one
that goes up Penn Ave. in North Minneapolis. I was under the impression that only the D1 alignment (the one that
Golden Valley is involved with) was submitted. I did ask a question to the county, to see if D2 would still be an option
and that was a yes from the county.
I have attached 2 documents that were handed out. Please note the drafts from the county about the station
planning.
The Fact Sheet is the Alternative lines that have been submitted. This shows both routes are still in discussion.
The draft summary attachment is what was discussed about station planning in Golden Valley. The slide shows
the main points by the public input meetings in August.
The reason why the station planning is currently going on along the D2 alignment is because that county wants
to make sure the basic idea of the stations along with tentative cost are ready to go with the funding.
I do need to mention one thing that was discussed concerning the stations was the locations being built on
Minneapolis Park & Rec. Board (MPRB) property. I have noticed that pnly an environmental architect representative
with the MPRB has been attending the meetings when the station designs are in the open discussion stage. I do ask
that a Public Relations Representative with the MPRB be in attendance for all Golden Valley meetings concerning this
issue.
I also ask that City of Golden Valley have an open Question and Answer session in a local Golden Valley building for
the residents in the neighborhoods affected. I feel that there are too many rumors and assumptions by the residents
on the processes. I ask that this meeting takes place before the Draft EIS is released.

Subject: County and Metro Bike planning events
Rick and Jerry,
Can you please pass these links to the commission and who ever else you feel should fill the survey
out on biking in Hennepin County. I ask that my personal note be removed before it's passed along.
On Thursday I attended Hennepin County Bike study in St. Louis Park. They presented on the trying to
get more feedback by Robert Byers of Hennepin County along with Toole Design Group. The main
purpose of the meeting was to listen to the next 10 year plan for connecting the bike trails of
Hennepin County.
Nothing from a Golden Valley side was presented. It was more feedback on planning on how to move
forward in connecting the trail system between multiple municipalities. I saw the one from 10 years
ago while serving on the Cedar Lake Park Association and the Cedarhurst Neighborhood
Association. To be honest with ya, nothing has changed since then except they have completed more
trails.

plan. We can all provide feedback and learn more about this 10 year plan for the county.
