09-13-13 MinutesPOLICE CIVIL SERVICE COMMISSION o7800 en a e Golden Valley Road — Golden Valley, MN 55427 MEETING Friday, September 13, 2013 —10:00 AM Public Safety Building Conference Room MINUTES Call to Order Attendance/Roll Call The meeting was called to order by Chair Peterson at 10:01 AM. Present at the meeting were Commissioners Ben Peterson, Roxanne Sienko and Gloria Kumagai; Council Member Joanie Clausen; Police Chief Stacy Carlson and Administrative Assistant Amanda Johnson. Agenda Review There were no additions or revisions to the agenda. Approval of Minutes of July 31, 2013 Commissioner Sienko moved to approve the July 31, 2013 minutes; seconded by Commissioner Kumagai. The July 31, 2013 minutes were unanimously approved. Approval of Police Officer Eli ig bility Register Chief Carlson advised 226 applications were received for the police officer position. Candidates were selected to move forward in the hiring process if they had military, police officer or security officer experience or currently work as a community service officer or reserve officer in a law enforcement agency. 110 applicants met this criteria and were invited to participate in the written exams. 77 candidates did take the exams and 50-51 were invited to take the physical fitness test on 08/08. Of those, 20 candidates passed the fitness test and advanced to a panel interview consisting of four police employees. 13 candidates were selected to advance to a final interview with the Police Chief, Commander and Human Resources Coordinator and 7 were placed onto the Police Officer Eligibility Register according to rank and score. Chief Carlson advised there is one current opening for this position and the anticipated start date is 10/21. Commissioner Kumagai inquired about the demographics of the applicants. Chief Carlson advised there were very few females and people of color that came through the process. One female candidate is currently on the proposed eligibility register. Council Member Clausen asked about the experience of the candidates on the register and Chief Carlson stated candidate #1 has been an employee with the City of Golden Valley, candidate #2 is a current Community Service Officer and candidate #5 is a current Buffalo, MN police officer. Chair Peterson ask if the policies and procedures of the Golden Valley Civil Service Commission were followed during this hiring process and Chief Carlson stated they were. Chair Peterson asked if there were any reservations in recommending the list of candidate for hire and Chief Carlson stated there were not. Commissioner Kumagai moved to approve the Police Officer Eligibility Register as presented; seconded by Commissioner Sienko. The Police Officer Eligibility Register was approved by consensus. Other Business Council Member Clausen advised the police department received a 99% satisfaction rating in a recent study the city conducted. Car Council Member Clausen congratulated Chief Carlson on a job well done.
