Chair Rich Baker called the meeting to order at 6:00 pm. Introductions were made including
new City Council Member� Fon,nest and Snope. Residents Billy Binder and Ryan Bauman were

II. Update f`rom St. Marg��et Mary Church
Committee Member Erv Heim updated the group on St. Margaret Mary's process for weighing-
in on the light''rail line. He reported that the Church Council was scheduled to meet shortly and
that he would be b'ringing the Committee's conversations to the Council for discussion.
III. Update from Hennepin County/Project Consultants
City Planner Zimmerman told the Committee that Hennepin County had selected a consultant
team led by SRF to carry out the station area planning and that the final contract was being
negotiated. The consultant team has been asked to attend the February PAC meeting. Chair
Baker asked that they send out a timeline with relevant benchmarks so that the Committee can
understand how they fit into the station area planning process.
Member Steinberg asked about the timing of the release of the DEIS. Zimmerman reported that
the latest word from Hennepin County was that it would be released in March or April and
would be followed by a 45 day public comment period.
IV. Discussion of City Council Resolution and Committee Tasks
Chair Baker led the Committee through a brainstorming exercise to explor��pc�tential topics for
investigation related to the ten tasks assigned to the group by the City Council iri�their
resolution of August 7, 2013. The group was asked to think about what topics should be "In" for
consideration and which should be "Out".
1. Identify all impacts of the Bottineau LRT on roads, sidevu�lks,'��d trails. ' �

Chair Baker�rei�arl�ei� that the timing for working with students now was not good as they were
in need of topics in January and the Committee was not far enough along in the process.
Steinberg agreed and suggested the issue could be revisited once the DEIS was complete.
VI. Questions for Minneapolis Park Board
Chair Baker asked the Committee to generate questions for the Minneapolis Park and
Recreation Board as they would be attending the February meeting. The group came up with
the following questions and asked they be forwarded to the MPRB representative in advance of
the next meeting:
1. A brief review of the Theodore Wirth Park Master Plan: what are the Park Board's
plans for changes in the design, programming, and number of events in Theodore
Wirth Park? how will the Park accommodate increased use?
2. What policy changes would need to be made to allow for the Bottineau LRT line and
station(s)? How would these changes be made and how would Golden Valley be
involved in the process?
3. How does the Park Board view the use of Park land for the station(s) and for
parking?
4. Does the Park Board have a preference for a station location?What ideas do they
have about station design, aesthetics, etc.?
5. What changes to the Parkway would be needed? How would the Park Bma.rd
propose to deal with increased Parkway demand? Horrv would funding and
maintenance of Park roads be handled? ,
6. How does the Park Board view the following: access from the Parkway't�the
station(s)? access from the station(s) to the Park?potential changes to the Park near
the proposed station(s)?the relationship/connection between th'e Park and the
Mary Hills Nature Area?
7. Are there distinctions in the responsibilities, decisians, or jurisdictions regarding
Theodore Wirth because it is a Regianal�Par�?

VIII. Comments from NQt�-Members

Resident Billy Bind�r spoke to th�;�Qmri��ttee and expressed curiosity with respect to the
option of on���station vs. two��t'ations:<�e said he has spoken with Hennepin County
Commissit�ner M��g�r��ant�,she`appeared open to two stations. He supported the effort to
explore bette�-connectians t�the'Honeywell campus, as well as to the Courage Center, from
the G�Iden Valley R�oad station�. Finally, he reported that short term improvements were being
planned for Golder�,Valley,Road.
Resident Ryan Bauman told the Committee that the Railvolution conference will be held in
Minneapolis/St. Paul in September and encouraged members to attend.

Subject: Update from Staff
Hennepin County has released the DEIS for the Bottineau Transitway. The document has been posted on
the project website (www.bottineautransitway.or�) and can be reviewed there. The County has
scheduled four public meetings along the corridor to receive testimony about the DEIS; the first will be
held at Gotden Valley City Hall on Wednesday, May 7. An open house will be conducted between 6:00
and 7:00 p.m. and the County will hold a public hearing beginning at 7:00 p.m. Local officials are
encouraged to attend. Copies of the DEIS document will be available for public review at the Golden
Valley City Hall and the Golden Valley Library by April 11.
Staff is proposing holding a Joint Commission Meeting of the Planning, Environmental, and Open Space
and Recreation Commissions a week later on Thursday, May 15,to receive additional comments from
Golden Valley residents and to prepare a recommendation to the City Council on the City's official
response. The DEIS public comment period ends on May 29.
