Crystal, New Hope and Go (ley city councils approved resolutions ordering construction of the emergency backup wate upply project. Two wells will be constructed in Crystal and one in Golden Valley. Bolton & Menk will look at the model and check the low flows and acclimating the new water into the reservoir. Mathisen asked if the JWC would approve a fourth well if funding remains after the three wells have been built. The city councils have approved three wells and implementation of the New Hope well into service only. Clancy stated before there is more discussion about a fourth well, some factors are yet to be determined (such as if the current emergency supply will need to reach 6.8 million gallons/day and how the New Hope well will operate within the system). In addition, there are easements and written approval from Minneapolis Park and Recreation Board still to be worked out. The Minnesota Department of Health will not issue a permit until they have a site plan. The JWC directed the TAC to move ahead with the bidding process for the three wells and operation of the New Hope well. The TAC is projecting the bid opening at the end of March. New Hope will initiate a 20 cent/1,000 gallons of water starting April 1 as a surcharge earmarked for emergency water supply. McDonald will forward the approved action to Burt and Norris. Burt added the surcharge will be discussed at a Golden Valley councjJ&nager meeting in March. Minneapolis would like input from the JWC regarding its emergency backup water supply project as well as obtaining feedback from other customers. Burt, Chair (:\Joint Water Commission\JWC Minutes\20141WC Minutes\02-05-2014 JWC Minutes.doc crry kof C"Smu JOINT WATER COMMISSION UPDATE Well Site Easement FROM: Tom Mathisen, Public Works Director & City Engineer TO: Joint Water Commission (for April 2 Commission Meeting) DATE: April 2, 2014 RE: Approve Easement Purchase Yesterday the City of Crystal completed negotiations with the property owner at 4047 Douglas Drive for the purchase of an easement to bury the water main from one of the wells to be drilled as part of the emergency backup water supply. The easement and well location is shown on the attached documents. The utility easement cost is $1,842.30 and will be dedicated to the City of Crystal. In order to keep the project moving ahead, it is recommended to approve the purchase of said easement. The low bidder was Stinson Electric at $101,700. Stinson installed the Crystal Community Center generator last year and did an excellent job. The project budget is $500,000. The design consulting contract is $12,500, and the Cat Zeigler contract for the generator, transfer switch, and new service entrance cabinet/ main switch, which includes moving metering to outside the building, is $421,508. This puts the total project cost at $535,708, or $35,708 over budget. BUT — the added cost for the new main entrance switch and moving the Xcel metering outside would easily have been $50,000 - $60,000, something that would have had to been done at some point in the future even without the generator. This was a cost not initially anticipated. During the design process it was found there was no place for the generator panel unless the circa 1950's main switch and metering cabinet was replaced, which then resulted in Xcel's requirement to move metering outside of the building. In order to keep the project moving ahead, it is recommended to approve the additional $35,708 cost and award the contract to Stinson Electric. Work will start once the frost is out of the ground.
