Minutes
March 24, 2014
1. Call to Order
Mattison called the meeting to order at 7:00 PM.
2. Roll Call
Present: Roger Bergman, Kelly Kuebelbeck, Bob Mattison, Jerry Sandler, Dan Steinberg, Rick Birno,
Director of Parks and Recreation, and Sheila Van Sloun, Administrative Assistant.
Absent: John Cornelius, Gillian Rosenquist, Anne Saffert and Dawn Speltz.
3. Approval of Minutes - February 24, 2014
MOTION: Moved by Sandler and seconded by Steinberg to approve the February 24, 2014
meeting minutes. Motion carried unanimously.
4. Bottineau Planning Advisory Committee Update
Steinberg said there has not been a Golden Valley meeting since December. He did say the County has
finalized the contract with the consultant team led by SRF. Steinberg said the next committee meeting
will be held on April 10.
Steinberg said the County will be releasing the DEIS in April. The County has scheduled a public
meeting on May 7 at City Hall to provide information on the DEIS.
5. Brookview Community Center Task Force Appointments
Birno explained the goal of the task force. He then asked for two representatives from the OSRC to
volunteer on the task force.
Kuebelbeck volunteered.
MOTION: Moved by Steinberg and seconded by Sandler to appoint Kuebelbeck to the Brookview
Community Center Task Force. Motion carried unanimously.
An email will be sent to the entire Commission looking for a second volunteer.
6. 2013 Open Space and Recreation Council Report
The 2013 OSRC Annual Report was distributed to the Commission. Birno said Mattison will be
presenting it to the Council in April. Mattison asked for any feedback or additions to the report.
7. Summer Field Distribution/Discussion
Birno distributed and explained aerial photos of the new field plans as proposed by Al Lundstrom,
Park Maintenance Supervisor. Birno explained the new plan will better preserve turf.
MOTION: Moved by Steinberg and seconded by Kuebelbeck to support the new field distribution
plan. Motion carried unanimously.

8. Sochacki, Mary Hills, Rice Lake Are Update
Birno said Three Rivers Park District will be hosting a public visioning meeting to talk about what
residents want in that area on April 16 from 6-8 PM at Robbinsdale Middle School.
9. Lawn Bowling Update
Birno said the project will continue as soon as the weather cooperates. He said calls are already
coming in for reservations for events and meetings.
10. Updates
Birno said the Glenview and Gearty Playground Open Houses had great participation. He then
distributed the new playground plans that have been selected by residents for both parks.
Birno said the Jewish Community Center will soon bring a proposal to Golden Valley for residents to
utilize their facility.
Birno said the Teen Committee and city staff have agreed upon a proposal, which will now go to the
City Council in April for formal approval.
Birno said deer removal is going well but slow. The process will end at the end of March.

RE: Step To It Kickoff/Walk with the Mayor — May 4
The Step To It Challenge begins on Sunday, May 4 and runs through Saturday, May 31.To
jumpstart the month, Mayor Harris is leading a walk on Sunday May 4 at 1:00 PM from
Brookview Park. The Park and Open Space Commission is invited to join. A one and two mile
route is planned. There will be free give-aways while supplies last. No registration is
necessary.
The Step To It Challenge is a fun, light-hearted way to connect with family, friends and
neighbors and get moving again after the long winter. Twenty-three communities will compete
to see which one has the most active residents. Participants from each city will have a
chance to be honored by Hennepin County and the Minnesota Twins at a Twins home game
during the 2014 season.
Step To It participants keep an ongoing total of the steps they take each day. Using an
activity conversion chart at www.steptoit.org, activities such as biking, skateboarding, Tai Chi,
lawn mowing and more can count toward overall steps. The web site allows participants to
record their steps online. The Challenge is free! Sign-up at www.steptoit.org.
2013 City of Golden Valley Volunteer Services Annual Report
April is National Volunteer Month and as the month comes to an end, it is a good time to look at the
value of volunteers to Golden Valley.
2013 is the first full year of Golden Valley's Volunteer Services program. 2013 saw a 30% increase in the
number of volunteer hours from 6,336 hours in 2012 to 8,283 hours in 2013. In 2013 599 volunteers put
in 8,283 hours of service. This service is valued at $199868.79 according to the Independent Sector's
value of volunteer time for 2013 in Minnesota which is $24.31 an hour. On a national level the value is
$22.55. The 2013 value was not available at the time I put together the attached chart. The State value
is only computed every other year.
Accomplishments in 2013
• Launched Volunteer webpage in the spring with a link from the city's home page.
• Developed 17 different opportunity and event descriptions for volunteers
• Set up on-line application process through Volgistics, an online volunteer website
• Communications developed a logo and branding for the Volunteer program
Where are volunteer used
Most of the volunteers served in recreation programs and events.
• 52 volunteers provided coaching and leadership to the Basketball, Soccer and rink Rat Hockey.
These volunteers gave a total of 1,200 hours.
• At the Senior Center 24 volunteers set up the weekly card and game days, prepared cards and
placemats for Meals on Wheels and Nursing homes, helped at the three special events and
prepared six newsletters for mailing.
• 113 volunteers gave 440 hours to six special events including the Run the Valley and Golf Classic.
Environmental and Public Works
Another 226 volunteers spent 844 hours picking up our parks through the adopt the park
program, planting and maintaining lilacs through the Lilac Project, Valley Volunteer Day clean-up
projects, Planting projects in the medians by the Garden Club and at city hall by staff. Of the
844 hours 153 hours were spent by four dedicated volunteers removing Buckthorn in Wesley
and Hampshire Park, and a student spent 15 hours cleaning up ponds for college service hours.
Mighty Tidy Day drew 18 volunteers to help with the collection of household goods & food for
PRISM and Bridging.
City boards and Commissions
• Volunteers have been providing service to the city through the boards and commissions since
the city was incorporated over 125 years ago. In 2013, 71 volunteers served on nine different
boards and commissions. They attended 61 different meetings for a total of 496 hours.
Other Community Service
• Five Police reserve gave 508 hours
• Interns in Planning, Police and Communications gave 283 hours.
• The Communication's Intern's 63 volunteer hours saved the city thousands of dollars in the
process of branding the Volunteer Program — helping to develop a logo and a communications
plan for promoting volunteers.
• Neighbors Helping Neighbors Rake- a-thon — a consortium consisting of the city of Golden
Valley, Senior Community Services H.O.M.E. program and Calvary and Valley Presbyterian
Church — 66+ volunteers gave 480 hours raking leaves at 18 homes
• At Valley Volunteer Day, four volunteers painted pumpkins for senior citizens.
• For the first time, five community volunteers assisted at the annual Fire Station open house with
refreshments, the jump house and passing out materials.
Volgistics
Potential volunteers can register to be on the roster for future opportunities through the on-line
application process. There are two applications available, one for one-time events and one for ongoing
programs where more background is needed on the volunteers. As of February 10 there are 125
applications on file. Through the city's Direct Connect e-mail system there are 277 people on the parks
and recreation volunteer notification and 166 on the lilac Planting List. There are also separate lists for
the Lilac Planting and special events such as the Run the Valley and the Golf Classic. However, the plan
is to eventually have all volunteers sign up through Volgistics and not maintain lists by program as
Volgistics can provide this information.

The value of volunteer time is based on the average hourly earnings of all production and nonsupervisory
workers on private nonfarm payrolls (as determined by the Bureau of Labor Statistics). Independent Sector
takes this figure and increases it by 12 percent to estimate for fringe benefits. The 2013 valuation is not
available at this time.
The value is figured by State every other year. The 2013 Value was not available when the amounts were
calculated.
