02-03-14 MinutesPOLICE CIVIL SERVICE COMMISSION •+ �'' f+ 0 7800 Golden Valley Road — Golden Valley, MN 55427 in a e MEETING Monday, February 3, 2014 — 4:00 PM Public Safety Building Conference Room MINUTES Call to Order Attendance/Roll Call The meeting was called to order by Chair Peterson at 4:01 PM. Present at the meeting were Commissioners Ben Peterson, Gloria Kumagai and Roxanne Sienko; Police Chief Stacy Carlson, Commander Nate Gove and Administrative Assistant Amanda Johnson. Agenda Review The Approval of Minutes should reflect a meeting date of 09/13/13 instead of 02/03/13. Approval of Minutes of September 13, 2013 Commissioner Sienko moved to approve the September 13, 2013 minutes; seconded by Commissioner Kumagai. The September 13, 2013 minutes were unanimously approved. Staffiniz Proiections for 2014 Chief Carlson advised there were two police officer retirements in 2013 and the two officers hired to fill those vacancies are currently in field training. City council approved hiring an officer to fill a permanent traffic car assignment. The hiring of an officer to backfill this position is still pending. Chief Carlson advised there are a few officers who are eligible to retire in 2014. New retirement plan changes go into effect on 06/01/14 and there is potential for retirements prior to that date. Chief Carlson reported an ongoing recruitment for community service officers since the position has frequent turnover due to these employees being hired as police officers. Nancy Stebe, a longtime administrative assistant, retired in September and her replacement has been hired. Approval to Initiate a Police Officer Hiring Process Chief Carlson advised the eligibility register approved on 09/13/13 has been exhausted. Two officers were hired off of the list of seven candidates and the remaining candidates were hired elsewhere or were not selected for hire after background investigations and psychological exams were conducted. Chief Carlson asked for permission to initiate a police officer hiring process to backfill the traffic officer position. Chief Carlson stated the posting for the position would be ready this week and it is anticipated the new officer will start around May 1St. Commissioner Kumagai moved to deem the current police officer eligibility register exhausted; seconded by Commissioner Sienko. Police Civil Service Commission Meeting Minutes', February 3, 2014 — Page 2 GNA& BOX T Chief's Report Chief Carlson advised Sgt. Meehan resigned in November and the next officer on the sergeant eligibility register, Christine Sloat, is currently on light duty due to pregnancy and cannot be promoted until her return from maternity leave in late spring/early summer. In the interim, Chief Carlson selected Officer Rob Zarrett to become an acting sergeant. Officer Zarrett filled the assignment for one month before deciding he wanted to return to his patrol officer duties. Officer Dan Wilcox was then selected to be an acting sergeant and will fill that role until Officer Sloat returns to regular duty. Chief Carlson stated the Citizen's Academy scheduled for January was cancelled due to low enrollment. This academy will be re -scheduled in the fall and will be heavily advertised. Chief Carlson advised the new Coffee with a Cop event will kick off on February 20th. An officer will meet with residents for a couple hours at various locations, including McDonald's. Byerly's and Caribou. Residents are welcomed to visit with officers and ask any questions they may have. Chief Carlson advised she will present the annual report to the city council in March and will then distribute it to commissioners. Election of Officers Per state law the commissioner in the last year of his/her term is the designated chair of the commission. Commissioner Kumagai nominated Commissioner Sienko as Chair; seconded by Commissioner Peterson. Commissioner Sienko was elected chair by consensus. Commissioner Kumagai nominated Commissioner Peterson as secretary; seconded by Commissioner Sienko. Commissioner Peterson was elected secretary for 2014 by consensus. Other Business There was no other business. Closing Comments Commissioner Kumagai thanked Chief Carlson and Commander Nate Gove for their assistance to the commission through the year. Chief Carlson advised the police officer eligibility register will likely be presented to the commission in April for approval.
