The Golden Valley — Crystal — New Hope Joint Water Commission meeting was called to order
at 1:39 p.m. in the City of Golden Valley Council Conference Room.

The Minneapolis Park andWeation Board (MPRB) submitted a draft easement agreement
and a draft letter of understanding. Hoeft will forward the documents to the TAC members and
to Golden Valley City Attorney Allen Barnard to review. He will continue to work with the MPRB
in finalizing the documents. Nelson said the well drilling will not begin until the easement and
letter of understanding are finalized. The bid documents will include that contingency.
Well construction for the Golden Valley well must be scheduled after September 2014. The
Crystal generator needs to be up and running and the York Pit reconnection work must be
completed before work can start on the Golden Valley site. If all three wells are drilled
simultaneously, well construction could be completed by the end of December 2014.

Nelson said there could potentially be two additional bid packages for JWC approval regarding
the New Hope well improvements; one for watermain work and one for the chlorine feed
equipment.
The bid opening for the wells project is scheduled for 11 am, Wednesday, May 28, in the City of
Golden Valley Council Chambers. The TAC will request project award from the JWC at the
June 4 meeting.

Dear Jeanine:
Bids were received at Golden Valley City Hall at 11:00 a.m. on Wednesday May 28, 2014 and are
summarized in the attached Bid Tabulation.
The bidding documents allow for the construction to be awarded in the best interest of the project. The
project impacts of Dual Rotary (DR) and Cable Tool (CT) construction as well as the respective
construction durations are bulleted below.
CT would require 240 days to complete a well
• With a September start, completion prior to January is not possible
• Construction during the middle of winter may present hazards, including:
■ Ice covered neighborhood roads caused by hauling of draining sands
■ Unattended equipment through the winter months
Halting construction through spring would lead to a mid to late summer completion
This late completion means a delay of six months or more in emergency water supply for
the three cities, potentially impacting the associated businesses and 68,000 residents.
- Due to County Road 9 project work occurring over the next year, there will
be an elevated risk to the JWC's primary water supply source
• DR would require 90 days to complete a well
• With a September start, completion prior to January is possible
• DR development method is much quicker and efficient for sand removal
• Allows removal of water and simultaneously pressurizes and releases the water column and
maintains the open hole to drilled depth.
• DR is better equipped to deal with challenging geologic features, should they arise
• DR rig will accomplish in a week what a cable tool rig would take a month or more
• CT will generate substantial pounding noise and vibration which has a greater potential to lead to
• Noise complaints
- -Homes are present within 100 feet of all three well construction sites
Structural impacts to

o The Crystal reservoir has had leak repairs conducted twice within
the last 10 years at a cost of hundreds of thousands of dollars

Note: In addition, City staff from Crystal and Golden Valley will likely have to invest substantially more
time if CT construction is used, due to the added duration, noise and vibration.
For the above reasons Dual Rotary with Simultaneous Construction (90 Days) has been determined by the
JWC staff to be in the best interest of the project.
The specifications and bid documents did not contain any wording or ambiguities so as to force the
Contractor to build in additional contingencies. We feel that the bids received were competitive and
responsive and rebidding of the project would not provide any cost savings.
The one addendum received by all the bidding contractors and a Bid Bond for 5% of the bid was included
with their bids.
It is recommend that the contract be awarded to Mark J. Traut Wells. "With Simultaneous Construction (90
Days)" for the total amount of $1,127,605.00.
