Item
Task Force Meeting#3 was the third of six meetings scheduled for the Golden Valley
Community Center Task Force to review and provide community input for the
Feasibility Study and Predesign for a new Community Center.
Meeting#3 included an overview of the building assessment,Task Force Meeting#2
Site Tours, and Program. Site Analysis, originally scheduled to be included in the
meeting,was postponed until the next meeting time, Monday, August 11 at 5:30 pm.
Instead there was a discussion of process and information gathering to support task
force decision-making.

I. Building Assessment Summary
A. HGA presented a summary of the Brookview Community Center Building
Assessment report dated 7/1/14 by HGA and made a recommendation to
replace the Brookview Community Center facility.
1. HGA to provide cost data to maintain existing structure as is.
2. HGA to provide cost data for wholesale remodel of existing structure to
achieve code compliance and to alleviate deficiencies in building systems.
II. Task Force Meeting#2 Facility Tour Review
A. HGA presented an overview of facilities toured by the Task Force on 6/17/14,
highlighting pros and cons of each facility from discussions at each site.
1. Edinburgh USA, Brooklyn Park
a. Pros
• Ample banquet space
• Flexible, sub-dividable gathering spaces
• Patio for grill
• Outdoor deck for banquet
• Views of golf course
• Connection to landscape
• Extremely functional for golf programming
b. Cons
• No Community Center program
• Combined elevator for patrons and service
• Lack of pre-function space
• Centrality of kitchen not optimal
• Narrow hallways, low ceilings
• Not welcoming
• Entry sequence problematic
• Lacking good accessible parking
• Not a public building aesthetic
• Not a timeless aesthetic, seems dated/old
2. Plymouth Creek Center, Plymouth
a. Pros

• Coat racks had both adult and child height hooks

• Teen space not used
• Confusing circulation
• Configuration of lobby/stair spaces
• Institutional feeling
• Inadequate coat storage
• No golf operations
3. Chaska Community Center, Chaska
a. Pros
• The Lodgefireplace, kitchen gathering space, dedicated to
seniors,varies spaces around larger volume
• Visual connection to outdoors—large windows
• Takes advantage of site topography
• Performing arts space
• Gallery aesthetics were nice
b. Cons
• Linear building layout leaves programs isolated
• Aesthetic disconnect between each addition in interior spaces
• Needs more light to be more inviting
• Materials were too basic; felt bad (i.e.,painted block walls, etc)
• Inadequate family changing spaces/locker rooms
• Lodge was a mish-mash of spaces, hard to understand where
to go, lacked organizational clarity

• Fireplace blocked view of landscape
• No golf program

4. Edinborough Park, Edina
a. Pros
• Amphitheater
• Caters to kids: party rooms, playscape, gym space
• Central welcome desk
• Integrated corporate, residential, and hotel programs with park
• Multigenerational
• A community hub
• Use of high quality materials: stone,woodwork,granite countertops
a. Cons
• Difficult maintenance of play structure and interior surfaces
• Chaotic layout of program elements
• Interior acoustics
• Feels dark
• Fake trees and plants
• Hard to find the facility
• A park, not a community center
• No golf operations
B. A brief discussion was had about guiding principles for the project as derived
from the site visits and facility tours.
1. Make sure to consider
a. Indoor/outdoor spaces
b. Multiuse, functional spaces
c. Views and natural lighting
d. Adequate and close parking
e. High quality and durable materials
f. Entrance and arrival sequence
g. Timelessness
h. Program crossover
2. Make sure to avoid
a. Fads & trends
b. Confusing& hidden circulation (i.e. Guthrie Theater)

III. Master Program Review
A. The Task Force provided feedback on the program elements that were prepared
as part of the 7/15/2014 Master Program. The following comments should be
considered:
a. Is maintaining the size of the Grill appropriate or should it be
increased?
b. Storing bags in individual lockers is not typical, perhaps a bag room
and smaller lockers.
c. Should lockers be available for non-golf patrons?
d. Currently listed banquet size (5,000 sf/250 ppl) is too small. Space for
up to 500 people is desirable. Beth Page room at Golden Valley
Country Club cited as good example (it accommodates up to 500
guests seated/700 standing).
e. Discussion of flat versus tiered floor in White Box theater. Which
addresses goals of room? Task force interested in seeing options and
implications for configurations.
f. Control booth needed for White Box theater.
g. Tenant office space that could be rented to community organizations
was expressed. Ideally 4 offices that accommodate 3 to 4 people per
office.
h. Amount and variety of meeting spaces discussed. Desirable to have
enough space available to host corporate conferences.
i. Community art gallery desired;likely incorporated into building
circulation.
j. GSF factor to be adjusted to allow for more comfortable circulation
and gathering space.
k. Add capacity for composting and organics disposal.
IV. Process/Next Steps
A. As discussion about the Master Program began the need arose for clarification of
process and scope.
1. Process
a. A desire for traceable decision making was expressed. All items
discussed as potential project elements should be documented and
annotated in regards to whether they ultimately fall within the scope
of the project,including justification.
2. Scope
a. The Task Force engaged in a discussion about their role as a
committee and the scope of their recommendations to City Council.
• Members suggested soliciting clarification from City Council
in regards to the scope of visioning process may be needed.
• The original RFQ distributed by staff and approved by the
City Council was referenced as a guiding document for

establishing scope. Staff will send out RFQ and welcome
letter to all members.
B. Next Steps
1. HGA will revisit meeting notes from Task Force Meeting 1 and incorporate
complete list of elements from the brainstorming discussion into the Master
Program documentation.
2. A follow-up meeting to complete discussion on Master Program and
introduce Site Analysis to be scheduled. [scheduled for August 11, 2014]
