July 28, 2014
Present: Commissioners Jim Stremel, Tracy Anderson, Lynn Gitelis, Larry
Johnson; Eric Eckman, Public Works Specialist; Deric Deuschle,
SEH, Veronica Anderson, SEH and Lisa Nesbitt, Administrative
Assistant
Absent: Commissioners Dawn Hill, Tonia Galonska and Debra Yahle
Call to Order
Stremel called the meeting to order at 7:00 pm.
Approval of Regular Meeting Minutes —June 23, 2014
MOVED by Gitelis, seconded by Anderson, and the motion carried unanimously
to approve the minutes of the June 23, 2014 meeting as amended to correct
Commission Johnson's previous experience work experience.
Natural Resource Management Plan
Deric Deuschle and Veronica Anderson handed out an agenda which will serve
as an outline for developing the Natural Resource Management Plan (NRMP). A
copy of the agenda is on-file. The goal is to complete the plan by the end of the
year.
Sample vision and goal statements were presented and discussed. Gitelis
requested that something be added to include the potential for dealing with
invasive species. Deuschle suggested that adding the term "adaptive
management" to the goal statement would be sufficient. Anderson felt that vision
statement #2 might be the best if the word "enhance" is included. Additionally,
the word "developed" needs to be included before urban spaces. Due to the
absence of the other commissioners, a decision on the vision and goal
statements will be completed at the August meeting.
It was suggested that public feedback be solicited early on in the process.
Eckman will work with the Communications Department about setting up a place
on the city's website where feedback can be submitted; similar to how it was
done for the chicken study. The commission would also like to have the public
submit pictures for the plan. Possible submissions could come from some of the
photos submitted to the City for the annual photo contest.
New Proposals for Greener Practices
The commission was given a list of green initiatives that the City has completed
or are currently underway. Staff was asked to create a list of items, that the City
is working on, that can be tracked each year and included with the annual report.
A list of suggestions/ideas for greener practices, will be made by the commission,
throughout the year and will be included in the annual report. The list of
suggestions is a separate document.

Gitelis gave a community center update. At the last meeting, room configurations
and uses were discussed. There will be two meetings in August, one will be on
the same night as the commission meeting.

Suggestions for Greener Practices
• Expand recycling programs
o Business and Multifamily
o Work with Hennepin County and MPCA
• Reconsider organized solid waste hauling and collection of organics
• Encourage Bokashi home composting
• Work with school districts and school bus companies to identify greener practices
• Look at solar options
• Educate residents through the CityNews and website, on better practices (e.g.
water conservation).
o Home water audits
• Explore Hennepin County zero waste program for City events

PRIVATE DEVELOPMENTS
9130 & 9220 Olson Memorial Highway—Preliminary PUD Plan. Redevelopment of two parcels
for a 162 unit market-rate apartment building on the site of the previous "Tiburon" project.
Proposed building is six stories with townhome units facing Golden Valley road on the ground
level. Scheduled for Planning Commission on August 25.
200 Meadow Lane North—Minor Subdivision. Split one lot into three. Demolition of existing
home and construction of three new homes. Scheduled for Planning Commission on September
8.
DECOLA PONDS
Barr Engineering has completed interviews with the businesses along Medicine Lake Road and
Winnetka Avenue to determine the extent of damages that have occurred due to flooding. In
addition, assessments of residential depth-damage relationships have been started. These
calculations are based upon the surveyed low opening elevations that were performed as part of
this study.

COMMUNITY CENTER TASK FORCE
The GVCC Task Force, during the fourth scheduled meeting, processed through program
elements for the conceptual design. The entire work session was dedicated to discussions on
what amenities are priorities based on location options, community needs and parking
requirements. At the conclusion of the meeting, Task Force members and staff agreed more
time was needed to process through potential program elements, and therefore have agreed to
delay the check-in meeting with the City Council until October. The next GVCC Task force
meeting is scheduled for August 26.
