Task Force Meeting #313 was the fourth of seven meetings scheduled for the Golden
Valley Community Center Task Force to review and provide community input for the
Feasibility Study and Predesign for a new Community Center.
Meeting #313 was a continuation of topics covered in Meeting #3. It included a brief
review of project context and schedule. The primary discussion was focused on
establishing the proposed building program in anticipation of studying the program in
more detail on three sites.

I. Project Context
HGA provided a brief overview of project context and information requested at the
previous task force meeting.
A. HGA provided the task force with the requested cost estimates for deferred
maintenance on the existing Brookview Community Center building.
Documentation will be added as an addendum to the Building Assessment
Summary.
B. HGA briefly reviewed the guiding principles and the anticipated project schedule.
II. Master Program and Site Implications
A. The primary focus of the meeting was to discuss and prioritize the program for
each potential site. HGA presented tools to demonstrate size, parking, cost, and
general site implications for desired program elements. Below is a record of the
discussion.
1. Bag Room; Brad has done "straw poll' of golf colleagues and determined that
bag room in not required if accommodated in locker rooms.
2. John K suggested possible cross program of bag room and coat storage.
3. Grill; Current capacity is 77. Group desired to consider this a "Golden Valley
Community Bistro" and increase indoor capacity to 100 diners and outdoor
capacity of 50. This will add menu diversity and support multiple programs
within building as well as act as destination dining for community. Consider
higher quality foods. Consider healthier fare.
4. Consider moving Community Bistro to another category.
5. AV Control; for corporate events must have projection capability, sound
system, and DJ set-up.
6. Consider how to better name/present gathering areas. Cite programs
generically and cite flexible programs that can be accommodated in these
spaces.
7. Consider labeling senior programming as "senior first".
8. Consider how gathering spaces include pool table.
9. Game usage is discussed as a need and should be an overlay program onto
other uses and spaces.
10. Health screening rooms are requested program uses and can/should be
overlaid onto other small private spaces.
11. Art space is important community value, but a separate gallery is not
programmed. Art programs to be accommodated in public spaces.
12. Coffee shop to be overlaid/included cafe.
13. Childcare and pre-school programs were discussed and not included at this
time.
14. Destination restaurant was considered; the "Community Bistro" is a better fit
and more efficient use of food service/dining space.
15. Computer lab; briefly discussed but determined dedicated space with fixed
computer stations not necessary. More important to have high-speed wireless

internet access in the building.
16. Teen Space' Dedicated teen space generally challenged to attract users. Better
to focus on programming to attract teens than dedicated space.
17. Teen program such as dances, bands, and other event to be programmed into
banquet hall, white box, and/or other gathering spaces.
18. Rename "Nerf/Soccer" to "Open Recreation".
19. Party rooms remain but seek opportunity for multiple programmatic uses, or
seek to delete another similar space.
20. Change "Office and Program Support" to "Parks and Rec Admin Offices".
21. "Conservatory" implies select glassy areas to invite natural light/sun.
22. Residential/condo/senior housing and hotel uses discussed and deferred for
future "Destination Golden Valley" discussions.
23. Pedestrian bridge to be considered as part of "Destination Golden Valley"
initiative. Reference High Line in New York.
24. All existing site amenities should continue to be included in existing location or
relocated if needed.
25. Rick asked group for reaction to concept of relocating/ expanding driving range
to current par 3 course; eliminate par 3 course due to declining attendance,
flooding issues — then avail current driving range area to community center
additional parking plus add a natural turf mini -golf amenity.
a. Kelly K — loves this idea
b. Brad K — concerned about losing community center use; training youth,
seniors, etc. but is open to the concept.
c. The concept proposes to convert ineffective driving range and
ineffective par 3 into an optimal driving range plus new mini -golf and
community center amenities; would increase golf operation revenue.
26. Group desired dome; similar to Plymouth would be adequate. Uses to include
baseball, softball, lacrosse, soccer, walking/jogging.
a. Rick B stated that athletic domes generate high capital replacement
costs resulting in operating net losses.
27. Amphitheater to be included in scope. It may be sited at Brookview Park.
Consider opportunity for incorporating onto Brookview site.
B. Site implications were briefly discussed and primarily focused on Brookview site.
1. HGA stated that current site area will not be adequate to allow design of
programmed building area and associated parking. Use of existing driving
range will be required.
2. Task force interested in seeing building diagrams on sites incorporating
discussed program to better understand site constraints.
III. Next Steps
A. At the conclusion of the meeting it was determined that the task force meeting
schedule should be extended to allow more time to develop city council
recommendation. A revised schedule will be drafted for the next meeting.
B. HGA will develop site and building diagrams for the three sites being considered.

The next meeting is scheduled for Tuesday, August 26 at 5:30pm at Brookview Community
Center.
