MINUTES
Call to Order
Attendance/Roll Call
The meeting was called to order by Chair Sienko at 1:30 PM. Present at the meeting were Commissioners Ben
Peterson, Gloria Kumagai and Roxanne Sienko; Police Chief Stacy Carlson, Lieutenant Jeff Johnson and
Administrative Assistant Amanda Johnson.
Approval of Minutes of February 3, 2014
Commissioner Peterson moved to approve the February 3, 2014 minutes as presented; seconded by
Commissioner Kumagai. The February 3, 2014 minutes were unanimously approved.
Annroval of Police Officer Eligibility Register
Chief Carlson advised the department initiated a police hiring process in February to backfill the new traffic
officer position that was approved by city council in 2013. Department staff administered two written tests and
a physical fitness test. Of the 60 candidates who were invited to participate in the fitness test, 27-28 advanced
to first round interviews. Final interviews were conducted with 15 finalists, and 9 candidates were selected for
placement on the Police Officer Eligibility Register.
Commissioner Peterson advised the subject line of the memo addressed to commissioners outlining candidate
ranks and scores should be revised from "sergeant" to "officer."
Commissioner Peterson asked if the policies and procedures of the Civil Service Commission were followed
when generating the eligibility register. Chief Carlson advised they were. Commissioner Peterson asked if the
chief or any members of police administration have any hesitations about recommending the eligibility register
for approval. Chief Carlson advised she does not.
Chief Carlson advised one female candidate and two male candidates of color were advanced to the final round
of interviews. The female candidate and one male candidate of color have been placed on the eligibility
register. Commissioner Kumagai inquired as to the demographic information of initial applicants and Chief
Carlson stated she did not have that information.
Commissioner Peterson moved to approve the Police Officer Eligibility Register as presented; seconded by
Commissioner Kumagai. This motion was unanimously approved.
Chief Carlson advised candidates will be notified on Thursday or Friday of this week as to their placement on
the eligibility register. Background investigations will start immediately on the top two candidates with an
anticipated start date around June 2nd

A portion of the meeting was closed to discuss personnel matters.

Chief Carlson advised crime is down 24% this quarter compared to last year.

Adjournment
Commissioner Kumagai moved to adjourn the meeting; seconded by Commissioner Peterson. The meeting was
adjourned at 1:43 PM.
