Minutes 09-10-14POLICE CIVIL SERVICE COMMISSION 7800 Golden Valley Road - Golden Valley, MN 55427 O� MEETING Wednesday, September 10, 2014 —11:00 AM Public Safety Building Conference Room MINUTES Call to Order Attendance/Roll Call The meeting was called to order by Chair Sienko at 11:03 AM. Present at the meeting were Commissioners Ben Peterson, Gloria Kumagai and Roxanne Sienko; Police Chief Stacy Carlson, Acting Lieutenant Steve Johnson and Administrative Assistant Amanda Johnson. Annroval of Minutes of April 16, 2014 Commissioner Peterson moved to approve the April 16, 2014 minutes as presented; seconded by Commissioner Kumagai. The April 16, 2014 minutes were unanimously approved. Approval to Initiate a Promotional Police Officer Hiring Process Chief Carlson thanked commissioners for their willingness to attend the meeting on such short notice. Chief Carlson advised that after the Police Officer Eligibility Register was approved by the commission earlier this year, two candidates were hired and are currently in the field training program. A few candidates were hired by other departments and the remaining candidates did not successfully complete the background investigation and/or psychological exam; therefore, that register is exhausted. Chief Carlson advised there are still two police officer vacancies to fill and she asked for permission to initiate a promotional police officer hiring process that would only be open to four current community service officers. Chief Carlson advised the department is short-staffed currently and it would be taxing to conduct an open hiring process that would take months to administer. In addition, she stated the four eligible community service officers are in hiring processes with other departments and Golden Valley may lose talented employees if a promotional hiring process is not conducted. Chief Carlson advised two written tests, a fitness test and an oral interview would be conducted the week of September 15th. A panel interview would not be conducted since department staff are already familiar with all candidates. Chief Carlson expects to have an eligibility register ready for approval by Friday, September 19th. Commissioner Kumagai moved to approve the initiation of a promotional police officer hiring process; seconded by Commissioner Peterson. The initiation of a promotional police officer hiring process was approved by consensus. Other Business Chief Carlson advised Commander Nate Gove retired at the end of August and Lieutenant Jeff Johnson decided to step back into his role as a patrol sergeant. Until staffing allows for permanent appointments, Sergeant Steve Johnson has been named the "Acting Lieutenant," and Lieutenant Jason Sturgis has been named the "Acting Commander." Chief Carlson advised overall crime is down 9% from last year, which was already a 38+year record low. Commissioner Kumagai inquired about the Coffee with a Cop gatherings. Chief Carlson advised the turnout has been good and it has been a positive experience. The next gathering is scheduled for September 20 Closing Comments There were no closing comments.
