Community Center Feasibility Update Prepared By Rick Birno, Director of Parks & Recreation Summary The consultant team from Hammel, Green and Abrahamson (HGA) will be in attendance to present an overview of the Community Center Task Force progress. The presentation will include a brief histary of progress, review the facility assessment report/recommendation, outline the guiding principles and vision of the feasibility study, review building program elements, provide site analysis of the three potential locations and review preliminary budget estimations. Budget estimations will include data for five potential options. The budget estimations for review include bringing the current Brookview Community Center up to current building code, demolition of the current Brookview Community Center and replacing with a similar sized and programmed building and conceptual designs for a new Community Center on the three locations recommended for study by the City Council. Staff will be in attendance to assist with the presentation. The Community Center Task Force would like direction from the City Council to focus on one of the five proposals presented for the final scheduled Task Force meetings. One of the thYee sites is located at 200 Brookview Parkway and would involve reuse or demolition of the existing Community Center building. We have been asked to peYform an assessment and write a shoYt narrative on our recommendation as to whether a remodel or addition is feasible. A thorough assessment of the existing facilit�� was performed by HGA architectural, structural, mechanical and electrical professionals on May 14, 2014. We recognize some positive aspects of keeping the e�sting facilit��, including historical value, embodied energj� of e�sting construction and cultural memor5r of the Center that has served its constituents well for almost 100 yeaYs. Howevex, several critical issues that Yequire extensive study and cost to correct were noted and aYe Yeported in more detail in the following pages. The facilit�� has experienced significant deterioration oveY its life and needs coYrective measures to fiY moisture pxoblems inside and out The ait handling units are past their expected life span and the chillers need replacement. TheYe is questionable capacit� of structural elements that must be addressed. In addition, as a Communit�� Center, access is currendy challenged. Restrooms and locker rooms do not meet current codes and vertical circulation between floors is only possible by navigaring exterior Yamps. In addition, this access from the exterior does not meet current code requirements. A Golden Valle� Task Force has established a vision for the project with important guiding principles at its core: The new Golden Valley Communit�� Center is envisioned as a gathering place for the entire Golden Valley communit� in its use and identiry. AttYacrion of residents of all ages is central to this vision, including building accessibility� as well as breadth of programming supported by its spaces and building systems. A faciliry that supports these goals will be physically accessible and programmatically flexible. Given the goals of the project moving forward and the significant cost to correct e�sting problems, our recommendation is to replace the Brookview Communit�r Center. This will allow the new facility to be right-sized, accessible, purpose-built and energy efficient for the long-term benefit of the community. Brookview Community Centet Building Assessment P1�c 7 I IG,A Commissiou Number 2065-004-00 )ul��1,2014 ARCHITECTURAL NARRATIVE The Brook-view Communit�� Center in Golden Valley�, l��innesota was originally constructed in 1918. Since that time, the Center has gone thYough a numbeY of Yenovarions and additions to meet the growing demands of the Cit�� of Golden Valley. The Center, once again, is at the point where a decision needs to be made, whetheY to expand and renovate the e�sting facility ox build a new facilin�. This report addresses an assessment of the existing Community Center facility onl�=. It should be noted that minimal drawings were available for this study, so some of the information provided is assumed at this time. The Community Center is appYo�mately 19,300 gross square feet (GSF) total, with 11,300 GSF on the Lower Level and roughly 8,000 GSF on the First Level. The building is primarily of wood construction,which would be classified as a Type III or Type V constYuction per the cuYrent edition of the Minnesota State Building Code (MSBC). The Lower Level perimeter appears to be of block construcrion. The Center appears to be at least partially-sprinklered. That said, per Table 503 of the MSBC, the facility is close to the maximum allowable area for this construction type, most likely Type III-B. Anj� addition would need a fire separation from the e�sting facilit��. The Center comprises m�ed occupancy t��pes;r�-3 primary occupancy (Communit��Rooms on First Level), B occupancy (Office Areas),A-2 occupancy (Dining at LoweY Level), and type M occupancy (Pro Shop on Lower Level). For non-separated occupancies, the r�-3 was used for checking allowable square footage from Table 503. Checking the e�sting Yequired egYess components, it is observed that none of the e�sting stairs meet current code, mosdp due to handrail and guaYdrail requirements. Given that this is a public facility, the exit staiYs would need to be updated per cuYrent MSBC requirements as part of any renovauon. At present, the Brookview Communit�T Center Building functions as two separate buildings. This is partially a result of funcrion, but, more importantl3�, because there is no elevator. An�� mobility challenged person trying to travel between floors is forced to go outside, traverse the ramping sj�stem and re-enter the building. This is unacceptable for any communin� facility. In order to meet the current Minnesota State Accessibility Code,much of the CenteY would need to be upgraded. In addition to the elevatoY, it was observed that none of the toilet facilities meet the current accessibilit�� requirements and would need to be fully renovated. To do so in the current footprint of the toilet rooms would likely result in the loss of one fixture in each room. It should be noted that this loss would likely result in a deficit of fixtures required based on occupancy classification, as set forth in the Plumbing Code. The locker rooms on the Lower Level also do not meet current accessibilinT requirements. Again, in the current space, the loss of one fiYture is likely One accessible showeY stall in each locker room would also need to be added. To affectively address these issues, the locker rooms would require complete demolition and renovation. It was observed that the original 1918 portion of the Center has settled and is not level (refex to the structural report for more information). Much of the main storage for the facility is within the mechanical room in the Lower Level,which is not permitted and would need correcuon. Brookview Community Center Building Assessment Pagc 2 I IGiA Commission Numbcr 2065-004-00 July 1,2014 ARCHITECTURAL NARRATIVE The small kitchen facilities would also need a thorough evaluation and inspection from a code perspective. The kitchens are not foY cooking, but only prepararion. FoY laYge events at the Community Center, on15� off-site catering can be accommodated. Therefore, the kitchen functions as a cateYing and warming kitchen only. The flat Yoof areas are not adequately sloped to the roof scuppers, xesulring in ponding wateY. Not surprisingly, water damage to the rooms below this area, as well as to the foundation walls, can be observed. The existing windows are not thermally efficient and have some rot due to exposure to the elements and leaking oveY the years. It was observed that the site retaining wall adjacent to the golf clubhouse area is settling and pulling away. Due to this, it is also pulling away poruons of the patio, walkwa�� and ramp. This uneven settlement has cYeated uneven pavement, causing a tripping hazard. At the base of the ramp leading from this area to the First Level, the settlement differential is in excess of 1", which is greater than that allowed by code for an accessible ramp. In summar��, based on this site obsenTation from May 14, 2014, and a limited revie�v of available documents, the existing Brookview Community CenteY Building is in need of extensive Yenovation to bring the facility to current l�tinnesota State Building Code standaYds and Minnesota State Accessibility Code standards. Man� coYrections to the exterioY would also need to be made to stop further damage due to exposure to the elements and setdement. Brookview Community Center Building Assessment Page 3 HG.�Commission Number 2065-00�00 July 1,2014 STRUCTURAL NARRATIVE On May 14, 2014, a site visit was made to inspect the condition of the e�sting Bxookview Community Center Building to determine the feasibility of continued use with future remodeling of the existing facilinT versus demolishing and building new. All information and recommendations within this report comes from visual observation during the tour, as well as e�sring dxawings provided to HGA b�� Brookview Communin� Center. The original construction documents are not available; onlv some of the remodeling drawings exist at this time. Without original existing drawings, the full structural evaluation requires the following efforts be undertaken: First, a condition surve3� and forensic investigation will need to be conducted. This involves testing for moisture penetrarion,in-place nondestrucrive testing, as well as demolition for mateYial sampling in preselected areas.These procedures will Yequire isolated removal of e�sting finishes and tesring in limited areas identified through the close collaboYarion of the engineering, axchitectuxal and investigation team. Second, dYawings based on these finding will need to be created illustraring representative as-built conditions along with any necessar�YetYofitting in areas impacted by new addirion/retrofitring. Any additions, alternations or repairs should compl�� with cuYYent code pYo�nsions foY new construcrion. These assumptions in design diYecrion should be verified with the local building official having jurisdiction over the project. 'I'he oxiginal Brookview Community Center was built in 1918 and constructed with a combination of materials including exteriox wood studs bearing walls above ground, concrete walls below ground, roof glulam beams spanning over communit��rooms, and wood trusses spanning over administrative area. The floor above the Basement �vas constructed using timber columns, 2" x 6", 8"and 10" purlins spanning up to 16 inches on centers and wood girders spanning between the columns. Limited areas were exposed to verify the structural system throughout the whole structure. �s the result of visual observation of structure, the following are the concerns of structural distress and require future investigation and repairs to continue to use the building with current functions. Basement Structural Condition The main concern for structural stabiliry is the current state of the wood structure supporting the Main Floor, particularly in the administrative portion of the building. Some of the wood purlins are damaged or cracked to the point that the capacity to carry the load is quesrionable. Also, the wood posts in several places are not properly supported to the giYders above. Using wood shims foY girder support in some areas is not acceptable. The setdements of the structure below are noticeable by walking on the Main Floor in the entry hall and administrative part of the building. It appears that the structural pYoblems with this paYt of the building are long-term and were repaired several times during the life of the structure. The most intensive strengthening and re-supporting of the structural wood floor system was done in 1984, based on TKDA dra�vings. Ho�vever, on15� part of the floor was retrofitted; the rest of the structure has continued to deteriorate over the past 30 years. Brookview Community Center Building Assessment Pagc 4 I�GA Commission Numbcr 2065-004-00 JUIy l,2014 STRUCTURAL NARRATIVE We believe that the structural problem with the wood flooY needs to be addYessed as soon as possible to restore the capacity to carry the loads and prevent future deteriorarion of the structure. Roof Structure over Community Rooms The roof over the enrire building consists of several steps in elevation. The top of the roof was not observed during our visit. The structure supporting the large and small community rooms consists of wood glulam beams spanning between exterior and interiox bearing walls. In general, the beams appeaY to be in good shape. A small sag in beams at the large room and a small crack (split) at the bottom cord of one of the beams is visuall� noticeable. It is not a concern at this time based on the long life of the stYuctuYe, and there is no heavy mechanical�electrical equipment load on the roof. However,it will be prudent to check the capaciry of the structural elements to make sure they are in compliance with the code. Building on top of the exisring structuYe or adciing additional load is not feasible, as it was not intended in the original building design. Exterior of the Building Observations Thexe is significant deterioYation visible on the walls in sevexal locarions due to moisture penetration and subsequent freeze-thaw acrion. The source of moisture infiltration can be traced to typical aYeas such as roof/plaza flashing, high sidewalk elevation with salt splashes and debonded moYtar bed joints. Renovation woYk should not onl5� involve repairing damaged areas, but also taking coYrective measuYes at the sources of moistuYe infiltration to limit future deterioration. Also, the soil retenuon wall at the west side of the building is separated verrically from the railing and leans towaYd the west, up to fouY-five inches at some points. The structuYal part of the report covers only the main frame structural elements. However, many other aYchitectural and engineering survey items are affecting the overall building integrity. Many areas of the building are covered with aYchitectuYal finishes and the structural condirion is unknown. Based on the first impYession and short-time observation, the laYge scale renovauon of the building will be ver5� cosdy. It will Yequire rebuilding a large paxt of the stYuctuYe, including floor, roof, bearing�valls and Yetaining walls,as well as othex major building systems mentioned in this report. Brookview Community Center Building Assessment ��ag�5 HGi1 Commission Numbcr 2065-004-00 July 1,2014 MECHANICAL NARRATIVE Air Handling Equipment Any remodel of the e�sting building will require the ventilation s��stems to meet current codes for ventilation air. The cooling coil schedule from the 1984 drawings for the air handling units serving the Community Rooms and Seniors' Room shows that the units are designed to bring in 20% outside air. ASHRAE design standaYds require that meeting rooms be designed foY 50 people per 1,000 SF. Using this standard, the Seniors' Room would have 58 people, and would require 580 cfm of outside air. The total supply air to the Seniors' Room is 600 cfm, oY 120 cfm of outside ait (20%). The two communit�� rooms total appro�mately 3,140 SF, and would require 1,500 cfm of fresh air. The system supplies appro�mately 630 cfm of fresh air to the two Yooms combined. Some of the building's air handling units aYe located outside the building, which lessens the life of the equipment A packaged xooftop unit installed outdoors in the Midwest has a median expected life span of 23 5�ears according to the �merican Society of Heating Refrigeration and Air Condirioning Engineers (ASHRr�E.) The newest unit at this faciliry is an outdoor air handling unit, Lennox Model RDE installed in 1991, making it 23 yeaYs old. All other air handling units aYe older than their expected service life. Heating Equipment The building's boiler was installed in 1984, making it 30 �eaYs old. The unit is well maintained, and boileYs of this t��pe can last 40 years or more if well maintained. Chillers The chillers are Trane split systems. They were installed in 1984. The a�Terage life expectancy of this rype of chiller is 32 ��eaYs. The chillers use YefrigeYant R22 which is an ozone-deplering refrigerant and has been scheduled for a complete phase-out In 2010 the manufacturers of R22 were allowed to produce only 10% of the volume pYoduced at peak pYoduction. B�� 2014 they will no longer be allowed to produce an�� of this refrigerant A leak of this type of refrigerant could prove to be very cosd� to Yeplace. Fire Protection and Domestic Water This facility is full� covered with fire sprinklers in every Yoom, and the fire pump has passed its annual inspection. The domestic wateY service from the City has a backflow preventeY as required b`�code. The domestic water heater is appro�matelj� five��ears old and in good condition. In summary, it is ouY Yecommendation that all mechanical air handling s�stems be replaced due to the age of the equipment and the inadequate quanrit�� of outside air being supplied to the current gathering spaces. Increasing the air supplied to these areas will require larger distriburion ductwork and therefore all supply and return ducts would also have to be replaced. In addition, the chillers are also nearing the ma�mum estimated service life and will become more difficult to service as the refrigerant used is phased out of production. Brookview Community Center Building Assessment Pagc 6 I�IG.1 Commission Numbcr 2065-004-00 July],2014 ELECTRICAL NARRATIVE The building electrical service��as updated and enlarged with the building remodel designed in 1984. The remodel included the west large Communiry Rooms, Catering Kitchen, Lower Level I,ocker Rooms,and Offices. The existing service is a 120/240V single-phase 800A underground service from an Xcel pad- mounted transfoxmeY outside the east wall of the building at the Lower Level. Ma�mum demand for 2013 was 93k`X1 in May. This equates to 500 amps used of the 800A service. The existing building is appro�mately 19,300 square feet. This load equates to 6.6 Watts/SF for a ma�mum load. Basicall�, the e�sting seYvice is at ma�mum load,with no capacity for expansion. Electrical service equipment is in very good condition; howeveY,it is in the Lower Level on the east exterior wall, and the Lower Level has experienced flooding in that area. This area also has very low structure which would hinder adding feedeYs to the exisring switchgeaY. Considering these two issues, the ser�rice equipment should be in a different locauon, not below grade, and have adequate vertical clearance. The equipment has adequate clearance to the front and woYking space from side to side. It should be noted that this service is a single-phase service, due to the fact that the building is in a residential neighborhood with single-phase primary overhead lines in the area owned bj- Xcel Z:neYgy. This is also the laYgest service size available from Xcel as single-phase, and the laYgest pad- mounted transformeY available. Planning for an addirion to this building oY a larger building as a Yeplacement will require Xcel �nerg� to extend three-phase primary po�ver to the site for the electrical service. This should be investigated early with Xcel Energy as there may be significant cost associated with this construction. Load centers are located in several locations on both levels. It was observed that circuits have been added without attenrion to area/closest panel. Lighting is a mix of fluorescent and incandescent, with extexior and site lighting being mosdy high- pressure sodium. TheYe is no generatoY for the building. There is limited battery pack egress lighting and battery pack exit signs. The building has a fairl}� new fiber optic service for phone and data connections. Fiber entrance is in the Lower Level adjacent the electric service equipment On the Upper Floor Level there is a small staff Yoom with IT equipment on wall-mounted racks and "chain suspended" shelves. It is rypical pYactice to have a telecom closet, with a separate cooling system to pYovide 24/7 system cooling, to house IT equipment and in which cabling terminates. There is a minimal fire alarm s}�stem in the building — notificarion and manual system. The s��stem includes fire sprinkler system connections. The existing system is code compliant The existing system may not have expansion capabilit�=. Any expansion will require a new enlarged three-phase service. In addirion, Xcel Energy should be contacted to discuss three-phase power access if renovation or expansion is pursued. Liquor License At Brookview Golf Course Issue The City of Golden Valley purchased Brookview Golf Course on November 1, 1968 and began its first year of operation in 1969.Since that time the food and beverage operations have been an important aspect of the business.Current state law mandates that the City of Golden Valley is only allowed to sell Brookview Golf Course a 3.2 beer license and nothing stronger.Therefore, Brookview Golf Course has only carried and sold 3.2 beer. It has become increasingly difficult ta purchase and offer multiple varieties of beer in a 3.2 option. Further,there are many options for the public to choose from with the large number of golf cours- es and event centers in the Twin Cities metro area.Staff feels strongly that a fiquor license will help Brookview distinguish itself amongst competitors,remain viable in the market,offer products and services that Brookview's customer and patran base have requested and come to expect,and to increase the profitability of Brookview's operations. Under Minnesota Statute 340A.601 -Establishment of Municipal Liquor Stores,Brookview Golf Course in unable to purchase a liquor license;however,special provisions have been made for other businesses under Minnesota Statute 340A.404. Trunk Highway Appropriation Bill: • TH 55 Between US 169 And TH 1Q� • LTS 169 From I-394 To CSAH 70 (Medicine Lake Road) Issue TH 55 Between US 169And TH 100—In July 2008,the City of Golden Valley officially began a study of its CSAH 102(Douglas Drive)corridor,which runs from TH 55(Olson Memorial Highway} to CSAH 70(Medicine Lake Road}.To continue addressing suggestions identified in the Douglas Drive Corridor Study to improve driver and pedestrian safety as well as traffic efficiency,the City is partnering with Hennepin County to implement a 2016 reconstruction project that would add turn lanes,allow for shoulders and bike lanes,improve sidewalks,install streetlights,and place existing above-ground utilities underground.The project has an estimated cost of about$23 million.The City's portion of the project will be approximately$13 million,and Hennepin County will pay approximately$10 million. In addition,as part of the preliminary design process,concepts have been developed to improve the intersection ofTH 55 and CSAH 102.To the south of this intersection is the Perpich Center for Arts Education and the Arts High School.The existing intersection has significant congestion and confusing turning movements,bus stops,and a high level of pedestrian usage that have resulted in an unsafe intersection with a high number of vehicle crashes.Funding for the work at the inter- section ofTH 55 and CSAH 102 has not been secured. As design alternatives were developed for the CSAH 102/TH 55 intersection,it became clear that some of them require a study of the TH 55 corridor from TH 100 to U5169. US 169 From I-394 To CSAH 70(Medicine Lake Road)—The 20-Year Minnesata State Highway Investment Plan indicates that no capacity improvements are planned for the US Highway 169 corridor between 1-394 and I-94.Travelers experience from under one hour to up to four haurs of cangestion daily.Furthermare,since 2002 there have been more than 1,100 vehicle crashes along the corridor,in which 25 percent resulted in injury and one crash resulted in a death.The corridor provides access to many businesses,including General Mills,theTarget Corporation,CS McCros- san,St Jude Medical,Select Comfort,Caterpillar,and US Foods,to name a few.In additian,institu- tions such as the Hennepin Technical College,the Robbinsdafe School District,and others use the corridor as a primary access. US 169 Frorn I-394 To CSAH 70(Medicine Lake Road)—The City of Golden Valley seeks fund- ing for theTH 169 Improvement Planning in the amount of$500,400.This includes traffic forecast- ing,CORSIM modeling,concept design and alternatives evaluation to achieve capacity and safety improvements an TH 169 from south of I-394 to north of Medicine Lake Road.The goal of study is to define a long-term vision far corridor improvements and identify potential short-term projects consistent with the vision.Modeling limits would extend from TH 62 to I-694 to acknowledge existing or future capacity constraints beyond the limits of the design exercise. For example,while working on its Capital Improvement Program(CIP),the City of Golden Valley reviews many revenue sources for financing future needs of the City.Levy limits make it impos- sible for the City to plan accurately for renewal of its infrastructure withou#compromising its bond rating. Bonding Bill - Bottineau LRT Issue In December 2012,the City of Golden Valley officially endorsed the Light Rail Transit(LRT)B-C-D1 alignment as the Locally Preferred Alternative for the Bottineau Transitway.The Metropolitan touncil later adop#ed the Bottineau Transitway Locally Preferred Alternative into the Metropolitan Transportation Policy PIan.The Bottineau LRT is planned to enter Golden Valley along the Burlington Northern Santa Fe(BNSF)Railraad Corridor in the south and travel adjacent to parkland,residential,and institutional areas on the east side of Golden Valley. The Hennepin County Regional Railroad Authority is currently beginning the Station Area Planning process for two potential station locations in Golden Valley.Issues surrounding potential stations,located at the proposed LRT's intersection with Golden Valley Road and Plymouth Road, must be identified and studied.7he designation of the LRT B-C-01 aEignment also enables future environmental study and engineering work to occur. The Hennepin County Regional Railroad Authority,in collaboration with the Metropolitan Council and the cities of Golden Valley,Minneapolis,Robbinsdale,Crystal,and Brooklyn Park,continue to worktoward identifying and mitigating issues surrounding the eventual construction and implementation of the Bottineau LRT.Additianal funding for future study and community outreach effo�ts is necessary to ensure that the project moves forward. The Bottineau LRT is part of a broader plan to expand mass transit options in the Minneapolis/ St Paul metropolitan area.As the region continues to grow,investment in an enhanced transportation network is essential.There are currentfy six additional regional transitways currently under study or development in the region.Increased funding for the development of light rail transit and bus rapid transit is essential for the growth and well-being of the Minneapolis/St Pau{ metropolitan area. Response The City of Golden Valley urges support of light rail transit and bus rapid transit options,and seeks funding to enhance study and community outreach efforts for issues surrounding the development of the Bottineau LRT. Providing Information To Citizens Issue To keep the public updated and informed,state law requires local units of government to publish various official notifications and documents in newspapers and often dictates which newspapers receive cities'publication business.The number and variety of documents cities are required to publish,as well as the costs of publication,are burdensome. The media and newspaper industry continues to experience significant changes and declining subscriptions.At the same time technological advancements have expanded optians cities can use to provide information to citizens,and citizens are demanding and expecting it.These new technologies are often more efficient,widely and easily accessible,and cost effective.Current state law regarding public access to city codes of ardinances should also address these changes for how citizens,the private sector,and other entities will have access to alternatives to existing news publications to obtain official government notices,documents,and information. Response The City of Golden Valiey believes the Legislature should eliminate outdated or unnecessary publi- cation requirements and that cities should be authorized to: • take advantage of new technologies to increase the dissemination of information to citizens and potentially lower the associated costs • designate an appropriate daily/weekly publication • use alternative means of communication,such as city newsletters,cable television,video streaming,e-mail,blogs,and city web sites • expand the use of summaries where information is technical or lengthy • publish and provide public access to local codes of ordinances on a website and to post revi- sions and changes to city codes,resolutions,and rules on the city website,when feasible 7800 Goiden Valley Road,Golden Valley,MN 55427 763-593-8006 ��g� 7 Palicy d. Bonding Bill - Emerald Ash Borer Issue The Emerald Ash Borer(EAB)is a destructive beetle that has killed tens of millions of ash trees throughout the Midwest.The beetle was first discovered in the Minneapolis area in 2009 and has currently been identified within twa miles of the Golden Valley border. The City of Golden Valley proactively developed an EAB Management Plan in 2010 and updated it in 2012 to include a complete public tree inventory.The inventory identified that more than 24 percent of Golden Valley's public property trees are ash.There are a tota!of more than 2,000 pub- lic ash trees and countless private ash trees throughout the community. The City of Golden Valley is very concerned about the total number and concentration of public and private shade trees that are in jeopardy from this destructive beetle.Currently,there is mini- mal funding and resources available to mitigate for the inevitable tree impacts on public and private property. Response The City of Golden Valley supports procuring funding through state sources to help the City and private property owners with removal of infested trees and refarestation activities. Fiscal Disparities Issue 5ince enacted in 1971 and implemented in 1975,Fiscal Disparities has required cities to share a portion of their commercial and industrial tax base growth with other jurisdictions.The contribu- tion amount is based on the relative fiscal capacity of each community,which is measured by the market value per capita.Because Golden Valley has a high fiscal capacity,it contributes more to the pool than it receives.In 2013,Golden Valley will contribute$5,460,857 in net tax capacity. In recent years,more commercial and industrial parcels have petitianed for market value changes. It may take a number of years to settle a petition,and the ruling can allow valuations to be revised for the cantested year as well as up to two years prior. For example,for taxes payable 2Q14,the 2012 taxable market values for commercial and industrial properties were used to establish Galden Valley's contribution to the fiscal disparities formula.In 2013,Golden VaNey had many parcels petition to lower their valuations and the adjustments are lagging. Metropolitan Council Inflow/Infiltration Grants Issue The Metropolitan Council Environmental Service's(MCES)Water Resources Management Plan established an inflow and infiltration(I/l)surcharge in 2007 on cities determined by MCES to be contributing unacceptable amounts of clear water to the MCES wastewater treatment system. Since the inception of the surcharge program,50 cities have been identified as excessive 1/I con- tributors.This number is subject to change,depending on rain events,and any city in the metro- politan area could be affected. The City of Golden Valley is a leader in the metropolitan area in addressing inflow and infiltration from public and private sources.The City has made significant investment to address VI issues in the municipal system.In addition,through the City's Inflow and Infiltration Ordinance,significant investment has been made by property owners to reduce 1/I from private sewer services. Response Because I/I reduction efforts benefit the entire metropolitan area,the City of Golden Valley sup- ports the state providing continued capital assistance for grants to cities as well as financial assis- tante through future Clean Water Legacy Act appropriations. The City is not exempt for motor vehicle purchases because the sales tax exemption did not include the motor vehicle tax of 6.5%. Although Police (marked) and Fire vehicles are tax exempt, it does not fall true to dump trucks that are used for snowplowing and road repair. We feel the need for use of City vehicles is the same purpose to respond to the needs to the City. Early Voting In past elections Golden Valley has had a high percentage of voters show up to the polls every year. This year, with no excuse voting, many people have come in to vote early or gone online for an absentee ballot to be sent. Although the City is happy it is more convenient for the voter, the costs are more expensive due to postage, supplies for the absentees, and additional staff hours for both regular employees and election judges for the absentee board. By allowing true early voting, the voter would be able to actually cast their vote and would not involve additional supplies and postage. Also, due to less numbers on Election day, fewer polling places may be needed.
