MINUTES
Call to Order
Attendance/Roll Call
The meeting was called to order by Commissioner Kumagai at 11:02 AM. Present at the meeting were
Commissioners Ben Peterson and Gloria Kumagai; Police Chief Stacy Carlson, Acting Lieutenant Steve
Johnson, Acting Commander Jason Sturgis and Administrative Assistant Amanda Johnson. Chair Roxanne
Sienko was absent.
Approval of Minutes of September 10, 2014
Commissioner Peterson moved to approve the September 10, 2014 minutes as presented; seconded by
Commissioner Kumagai. The September 10, 2014 minutes were unanimously approved.
Approval of Promotional Police Officer Eli ig bility Register
Chief Carlson advised internal community service officer candidates completed two written tests, a fitness test
and an oral interview. Chief Carlson advised administration was very impressed with the candidates and she
presented a Promotional Police Officer Eligibility Register listing three candidates for approval.
Chief Carlson advised upon approval, conditional offers would be given to the top two candidates and the
background investigations would begin. CSO Cody Hendricks has been given a conditional offer from the
Shakopee Police Department and Chief Carlson expects a decision from him by Wednesday as to whether he
wants to proceed in the Golden Valley hiring process.
Commissioner Peterson asked if the policies and procedures of the Golden Valley Civil Service Commission
were followed during the promotional hiring process. Chief Carlson advised they were. Commissioner
Peterson inquired whether police administration had any reservations in recommending the list for approval and
Chief Carlson stated they did not.
Commissioner Peterson moved to approve the Promotional Police Officer Eligibility Register; seconded by
Commissioner Kumagai. The Promotional Police Officer Eligibility Register was unanimously approved.
Commissioner Kumagai signed the register in Chair Sienko's absence.
Other Business
Chief Carlson asked permission to begin a traditional police officer hiring process to plan ahead for potential
vacancies. Chief Carlson stated vacancies would be filled from the Promotional Police Officer Eligibility
Register first, and then would be filled from the traditional register once the promotional list has been
exhausted.

Commissioner Peterson moved to approve the initiation of a traditional police officer hiring process; seconded
by Commissioner Kumagai. The initiation of a traditional police officer hiring process was approved by
consensus.

Adjournment
Commissioner Peterson moved to adjourn the meeting; seconded by Commissioner Kumagai. The meeting was
adjourned at 11:09 AM.
