The Golden Valley — Crystal — New Hope Joint Water Commission meeting was called to order at
2:34 p.m. in the City of Golden Valley Council Conference Room.

About 7,892 feet of the original pipeline was not included in this inspection, meaning in addition
to the sections discussed above, there could be an additional 44 locations that are compromised
based on the results of the section of pipe inspected by Pure Technologies. This pipeline was
constructed in 1963.
The TAC recommends putting together a request for proposals and retain a qualified consultant
to help the JWC develop options for repairing the watermain. Bert Tracy added that pipe
replacement is an option. The cost to repair by open cut method will be about $3 to $4 million.
The commissioners agreed the proposal process should be done soon so that the costs are
known before going to the three city councils.

Tom Mathisen will take the lead on behalf of the TAC to organize a meeting with the TAC
members to discuss selecting a consultant for the design of the repairs. Mathisen will talk to
Pure Technologies to get more information prior to the TAC meeting.
b. Long -Term Financial Planning of JWC System
With this recent information alerting the JWC of the aging infrastructure and the need to
address imminent repairs of the 36 -inch watermain, the construction of the Golden Valley well
will be delayed. The JWC will need to schedule a tri -city council meeting to discuss the project
change. Chair Burt is concerned about paying more mobilization charges if construction of the
Golden Valley well is delayed. The JWC agrees it is important to complete the two wells in
Crystal and make the improvements to the New Hope well& infrastructure repairs will affect
the water rates. Once the infrastructure costs are know JWC can look at scheduling a tri -
city council meeting.

easement as part of the construction of the GoldSapproveS

RE: Consultant Selection for Project Design and Implementation
At the last JWC meeting, the TAC was instructed to do an abbreviated selection
process to find a qualified consultant to conduct the rather complicated project for
rehabilitating a portion of the 36-inc PCCP pipe that brings Mpls Water Utility water to
the Crystal reservoir via said pipeline that goes through Robbinsdale. The pipeline was
built in 1963 and had been problem free until to major failures, one in June 2013, and
the most recent in September 2014. Subsequent electromagnetic evaluation of a
portion of the pipe revealed enough already compromised sections of the pipeline that it
can no longer be operated at full system pressure.
The TAC prepared and issued an RFQ to the three qualified local consultants listed
below, and conducted interviews on November 24 and 25:

TKDA took a more relaxed approached with a simple sit down with two TKDA
representatives. The presentation had little detail and showed only a general
understanding of the project. SEH brought in a team of five specialists, three from out
of state. But their presentation was more on process as opposed to specifics about the
project.
Bolton Menk came well prepared, having found some time to review details about the
pipeline and make more project specific observations that helped the TAC understand
that they had a good understanding of the issues, including the politics. They also
brought a history of experience working on projects of similar nature. Fee was
discussed after the fact with Bolton Menk. They indicated that without an investment in
more details on the project it would be hard to discuss fee. However, if awarded they
will quickly come up with a budget.
The TAC recommends award to Bolton Menk.

JWC 36" PCCP Line Repair/Replacement

This Letter of Understanding is for work associated with performing the preliminary design, final
design/bidding and construction services associated with the 36" PCCP Line Repair/Replacement Project.
Project Understanding:
The project understanding was presented during Bolton & Menk's November 25, 2014 presentation to the
JWC TAC members.
Proiect Plan:
The first step in this project will be to nail down the preliminary design. The repair method(s) chosen will
impact the design/bidding effort as well as the construction costs.
It will be important to schedule the kick-off work group design meeting as soon as possible. At this
meeting BMI will facilitate input from the JWC and work towards identifying the repair/replacement
methods along the alignment as well as the location of pits and manhole sites where survey information
will be needed. Project phasing, distribution system modeling, back -feed operations/controls for the
Crystal Reservoir, and opportunities for public engagement will also be addressed during the meeting(s).
Preparation of an updated project costs estimate (engineering and construction costs) can then begin,
along with the survey work to obtain the required information for the design. Survey work may become
more expensive if we get more snow. The background information and design decisions along with the
updated project costs can then be incorporated into a preliminary design technical memorandum.
