Approval of Regular Meeting Minutes—October 27, 2014 MOVED by Hill, seconded by Gitelis, and the motion carried unanimously to approve the minutes of the October 27, 2014 meeting. This project was identified in the Sweeney Lake TMDL Study, and water quality models indicate that this project will help all entities (cities, county, state) meet their wasteload allocation. Medicine Lake Road/Winnetka Avenue Long-Term Flood Mitigation Plan project(includes DeCola Ponds area)—Barr Engineering continues to work on evaluating flood mitigation alternatives and developing cost-benefit analysis for the alternatives. Stormwater Management Program (MS4 General Permit for Stormwater Discharge)—The City continues to work on updates to its stormwater management program as part of its reissued permit with MPCA. One of the key components of the program is making revisions to the City's current stormwater management ordinance and adding or revising several stormwater best management practices. Wetland Conservation Act—The City received a wetland delineation report from the Developer of the proposed Sweeney Lake Woods PUD (see developments below). Since the report was submitted in winter,the field review cannot be completed until the growing season. A formal notice of decision will be made at that time. PRIVATE DEVELOPMENTS 5501 Glenwood Avenue (Golden Valley Lutheran Daycare)—Conditional Use Permit Amendment. Update existing CUP to reflect a new site layout and number of children present. Planning Commission recommended approval (7-0) on December 22. Scheduled for City Council on January 20. 305 & 345 Pennsylvania Avenue South (Laurel Ponds)—Final PUD. Demolish existing buildings and construct 24 detached townhomes. Planning Commission recommended approval (7-0)on December 22. Scheduled for City Council on January 20. 6000 Duluth Street (King of Grace)—Rezoning. Rezone without existing conditions which limit the property setback to the north. Scheduled for Planning Commission on January 26. 1801 Noble Drive (Sweeney Lake Woods)—Final PUD. Subdivision to create three residential lots with a shared driveway. Tentatively scheduled for Planning Commission on February 9. BOTTINEAU TRANSITWAY(Metro Blue Line Extension) There are two concurrent planning processes occurring with the Metro Blue Line Extension. The first is Station Area Planning, which is being led by Hennepin County staff. A public open house was held on November 12 to display a range of preliminary ideas for the first four station areas in Minneapolis and Golden Valley. These Station Area Plans focus on the 1/2 mile radius around each station. The plans show future land uses as well as access to the station via car, bicycle, walking, and transit. They also highlight the location of public art, wayfinding signs, and bicycle parking. The next public open house will take place at UROC on Plymouth Avenue in North Minneapolis, 5:30-8 pm, on January 29. A final open house is scheduled for April 30 at the same location and time. The second planning process that is occurring simultaneously with Station Area Planning is called Project Development, which is led by the Metropolitan Council and MetroTransit. This is a 2-year phase in which staff will work on issues such as station location, track alignment, mitigating floodplain impacts to Bassett Creek, parking strategies at stations, and more environmental analyses. Solutions to these issues will be presented to the Corridor Management Committee (CMC), which is represented by Council Member Andy Snope.
