I. Approval of Meeting Minutes from October 22, 2014
Chair Rich Baker called the meeting to order at 6:00 pm and the minutes of the October 22,
2014, meeting were approved unanimously.
II. Update from Staff
Planning Manager Jason Zimmerman provided updates regarding the Bottineau project,
including a recap of the November 12 open house and a preview of the presentation Hennepin
County planned to give at the Council/Manager meeting on December 9 regarding parking
strategies around the Golden Valley Road station.
III, PAC Communication and Outreach Strategies
Baker gave an overview af an email he sent out following the November 12 open house and his
request that a publ'ic meeting be held in response to help educate residents and answer
questions about station area planning. The date of January 7 was discussed as it was one on
which Hennepin'County could attend.
The group discussed who should attend the meeting and decided that representatives from the
Metropolitan Council/Metro Transit, Hennepin County, and the City should be available to
present to the public. Baker suggested that representatives from the City of Minneapolis and
the Minneapolis Park and Recreation Board be invited to attend as well.
Gillian Rosenquist suggested the presentations focus on clarifying the roles of the different
organizations involved, included who is making which decisions and the role the consultants
play in the process. -
The group directed Zimmerman to explore possible locations, including St. Margaret Mary
Church and the Courage Kenny Rehabilitation Center.
Baker asked that discussion of comments received at the November 12 open house be added to
the agenda for the next meeting.
Rosenquist asked how the group should respond to the Hennepin County information about
parking strategies. It was decided that comments should be directed to Zimmerman prior to the
meeting on December 9.
IV. Comments from Non-Members
A number of residents were present at the meeting and asked questions and provided
comments on the November 12 open house. Baker asked that all questions and comments be
forwarded to Hennepin County and Met Council/Metro Transit so that t'hey could be
addressed/answered at the January 7 community meeting.
These included:
• Where do comments on light rail planning go? How do they influence the process?
• Residents should have a chance to present to officials, not just listen to information be
presented to them.
• No-one knows who is running the process. Will on-street parking be the preferred
solution at the Golden Valley Road station? Does resident input matter?
• Are there other ways to be a stakeholder other than emailing comments?
• What will happen during construction to those living close to the line? Is the D-1
alignment fixed? Will York and Zephyr become access points for construction? What is
Golden Valley's interest in LRT and the station area concepts?
• The Golden Valley Road station is in a bad location —too far away for people to bike,
walk, or drive and park. The Plymouth station should be the only station under
consideration. The City will be paying a big price with impacts ta Mary Hills and
Theodore Wirth, flood plains, and open space.
• LRT is a good thing but residents need to be included in the process (meet with
neighbors).
• Concerned about quality of life during construction. How many hours a day? How many
days a week?
