Examples of alternate formats Y n� may include large print,electronic,.Braille,audiocassette,etc. • GOLDEN VALLEY ENVIRONMENTAL COMMISSION Regular Meeting Minutes January 26, 2015 Present: Commissioners Tracy Anderson, Lynn Gitelis, Dawn Hill, Larry Johnson, Jim Stremel, Debra Yahle; Eric Eckman, Public Works Specialist; and Lisa Nesbitt, Administrative Assistant Absent: Commissioner: Tonia Galonska Call to Order Stremel called the meeting to order at 7:00 pm. Approval of Regular Meeting Minutes — November 24, 2014 MOVED by Hill, seconded by Gitelis, and the motion carried unanimously to approve the minutes of the November 24, 2014 regular meeting. New Proposals for Greener Practices The list of suggestions was reviewed by the commissioners. The two priorities for 2015 that will be presented to City Council are: • Explore composting options and availability • Evaluate transportation planning and efficiencies • Implement Natural Resource Management Plan projects These will be included in the annual report which will be reviewed at the March commission meeting. Program/Project Updates The complete program/project summary is on file. Quarterly update items will be given at the February meeting. Additionally, Gitelis reported that the final report was submitted for the Community Center. Commission Member Council Reports None. Lisa Nesbitt Administrative Assistant PROGRAM/PROJECT UPDATES—FEBRUARY 2015 WATER RESOURCES Medicine Lake Road/Winnetka Avenue Long-Term Flood Mitigation Plan (includes DeCola Ponds area)– Barr Engineering continues to work with Golden Valley, Crystal, and New Hope on evaluating flood mitigation alternatives and developing cost-benefit analysis for the alternatives. A Developer is in the process of purchasing the VFW and Sifco sites and assembling additional parcels in the area in order to construct a multi-family development. A portion of the development site lies within the flood study area. The Developer has submitted a concept plan to the City. The City, the Developer, and the City's consultant are working cooperatively to guide the design of the site so that it is compatible with the long term goals of the flood study. Stormwater Management Program –The City continues to work on updates to its stormwater management program as part of its reissued permit with MPCA. One of the key components of the program is making revisions to the City's current stormwater management ordinance. Staff presented the ordinance revisions at a Council work session on February 13, 2015, and plans to bring the ordinance back to Council for adoption in March. PRIVATE DEVELOPMENTS Central Park West—Final PUD. Master plan for development of two office towers, two residential buildings, a hotel, a park, and a parking ramp on the vacant St. Louis Park and Golden Valley land east of the West End. The parking ramp, a portion of the park, and a portion of one of the residential buildings are proposed to be located within Golden Valley. Scheduled for Planning Commission on March 9. On Wednesday,January 28th, a neighborhood meeting for the South Tyrol and Kennedy Addition neighborhoods was hosted by Planning and Engineering staff and the development team for Central Park West (DLC Residential, Kimley-Horn, and ESG Architects). Sixteen residents and one Planning Commissioner attended the meeting at City Hall. After a brief presentation of the development proposal,the traffic concerns heard thus far, and the results of the traffic analysis, residents asked questions regarding safety and convenience along Wayzata Boulevard. Changes to the intersection of Wayzata Boulevard and Quentin Avenue were also discussed. 6701 Country Club Drive (Struthers Parkinson's Center)—Final PUD Amendment. Construction of outdoor memory care walk and building expansion. Scheduled for Planning Commission on February 23. 6000 Duluth Street (King of Grace)—Rezoning. Rezone without existing conditions which limit the property setback to the north. Planning Commission recommended approval (6-0) on January 26. Scheduled for City Council on February 17. 1801 Noble Drive (Sweeney Lake Woods)—Final PUD. Subdivision to create three residential lots with a shared driveway. Planning Commission recommended approval (7-0) on February 9. Scheduled for City Council on March 3. BOTTINEAU TRANSITWAY (Metro Blue Line Extension) Station Area Planning—The second open house to discuss station area planning was held at UROC on Thursday,January 29. Preferred (revised) concepts for each station area were displayed. A final report will be prepared and rolled out to the public at a third open house in April. The report will be considered for adoption by the City Council as a planning study in May. Project Planning—A public meeting is scheduled for Thursday, February 26, at St. Margaret Mary Church (time TBD)to share information about the two potential light rail stations in Golden Valley. The Project Office intends to make a recommendation to the CMC on this topic in March or April so that subsequent design and engineering decisions can be made with more certainty.
