36 -Inch Watermain Emergency Repair Update
Brian Simmons, Bolton & Menk, Inc., discussed the preliminary design technical memo outlining repair
and replacement methods for the 36 -inch watermain emergency repair. Bolton & Menk is
recommending the loose -fit slip -line for the area west of the CR 81 intersection, jack and bore in a
casing through the CR 81 intersection, and open cut replacement in the area east of the CR 81
intersection. Because the CR 81 and CR 9 area is a crowded utility corridor, Bolton & Menk
recommended jacking and boring a casing to avoid some of those utilities. This portion of the project
will be coordinated with the work done by Hennepin County.

The connection to the Minneapolis 48 -inch line will need to be completed by May 15, 2015 to
accommodate Minneapolis water restrictions.
A portion of the 36 -inch watermain crosses under the Burlington Northern Sante Fe Railroad/Metro Blue
Line Railroad crossing at a shallow depth. Bolton & Menk is recommending constructing a new steel
casing crossing to ensure that the JWC main will not need to be relocated in the future to meet rail
requirements. The railroad will require a permit and that application process should start early in the
project.

RE: JWC Emergency Supply Pumps/Piping/Electrical/Chemical
New Hope, Crystal, Golden Valley, MN
Bid Evaluation
BMI Project Number: N22.107452
Dear Jeff:
1 NC®
Bids were received at Golden Valley City Hall at 10:30 a.m. on Tuesday March 10, 2015 and are
summarized below:
* - Includes a $60,000 Allowance.
The specifications and bid documents did not contain any wording or ambiguities so as to force the
Contractors to build in additional contingencies. The Engineer's Opinion of Probable Cost was $1,666,000.
We feel that the bids received were competitive and responsive and rebidding of the project would not
provide any cost savings.
Municipal Builders, Inc. is the lowest responsive and responsible bidder.
The one addendum was received by the contractor and a Bid Bond for 5% of the bid was included with their
bid.
Alternate Combination for Equipment Write -In Deduct
Page 00411-5 of the Bid Form included an "EQUIPMENT/MATERIALS SCHEDULE" that allowed
bidders to write in the name of an "Alternate" manufacturer, for listed equipment in the table, along with a
Deduct amount for using the said manufacturer. Municipal Builders, Inc. listed Goulds as an alternate
manufacturer for the Vertical Turbine Pump (associated with the New Hope well) along with an associated
Deduct amount of $10,000.
