September 10, 2013
Present: Mayor Harris and Council Members, Clausen, Pentel, Scanlon and Schmidgall,
City Manager Tom Burt, Assistant City Manager Chantell Knauss, Finance Director Sue
Virnig, Director of Parks and Recreation Rick Birno, Director of Public Works Jeannine
Clancy, City Engineer Jeff Oliver, Golf Operations Manager Ben Disch, Golf Course
Maintenance Supervisor Greg Spencer and Administrative Assistant Lisa Wittman.
The meeting began at 6:30 pm in the Council Conference Room.
Legislative Agenda
Tom Burt noted that for a number of years the City has adopted Legislative Policies. He
stated that some of the priorities for Council discussion this year include Douglas Drive
funding, Highway 169 improvements, Emerald Ash Borer funding for tree removal, levy
limits, fiscal disparities, official newspaper vs. web site and requesting that Glenwood
Avenue be part of the County's five-year CIP.
The Council discussed adding Golden Valley Road improvements to the list of priorities
because of potential issues with the Bottineau Transitway. After discussion, the Council
consensus was to bring back a formal list of Legislative Policies to the November
Council/Manager meeting for further discussion.
Biennial 2014-2015 Proposed General Fund Budget— Other Funds
The Council reviewed the following budgets: Brookview Golf Course, Motor Vehicle
Licensing, Conservation/Recycling, Storm Utility Fund, Human Services Fund, and
Vehicle Maintenance Fund. Staff answered Council questions.
Ben Disch discussed how the weather tremendously impacted the golf course this year.
He gave an update on the golf course business, programs, and security and stated that he
would like to pursue obtaining a liquor license in 2014. The Council discussed some of the
needed improvements at Brookview.
After discussion and questions, no changes were directed by the Council.
Biennial 2014-2015 Proposed General Fund Budget
The Council reviewed the General Fund Budget and the Tax Levy Payable. Chantell
Knauss gave a summary of a compensation study that was done earlier this year. As a
result of the study there are approximately 12 positions that were determined to be out of
market. She stated that staff is suggesting that these positions be adjusted in phases
starting with the ones that are most out of scale. The Council consensus was to move
forward with the market adjustments.
