Call to Order
Attendance/Roll Call
The meeting was called to order by Chair Sienko at 3:29 PM. Present at the meeting were Commissioners Ben Peterson, Gloria Kumagai and
Roxanne Sienko; Police Chief Stacy Carlson, Commander Jason Sturgis and Administrative Assistant Amanda Johnson.
Approval of Minutes of November 21, 2014
Commissioner Kumagai moved
to approve the November 21, 2014 minutes; seconded by Commissioner Peterson. The November 21, 2014 minutes were unanimously approved.
Staffing Projections for 2015
Chief Carlson advised
there are two police officers currently in field training. Both candidates are former community service officers and if they continue to progress at the pace they’re moving they are
expected to complete training in late March/April. Chief Carlson stated there is one remaining vacancy and that will be filled by a current community service officer once his replacement
is trained in and he returns from paternity leave- expected to be in early March.
Chief Carlson advised depending on the field training progress of the new officers, the department
hopes to fill the traffic car position and the vacant drug task force assignment sometime during the 2nd quarter.
Chief’s Report
Chief Carlson advised several community outreach events
are planned for 2015 including: Coffee with a Cop, the Bike Rodeo in May, Two Bike-Alongs (spring and fall), Police & Fire in the Parks in the summer, Police & Fire Open House on June
17th, Night to Unite on August 4th, and Citizen’s Academy in the fall (which will include a tour of the new Hennepin County Dispatch Center). In addition a new online Ask-a-Cop outreach
is being planned.
Chief Carlson advised 2014 Part 1 Crimes were up from 2013 mostly due to a few groups of suspects who committed several residential burglaries and theft from autos.
So far crime in 2015 is up from this same time last year.
Commissioner Sienko inquired whether Golden Valley police officers have noticed changes in light of recent national police
events. Chief Carlson advised the officers continue to be vigilant in their duties as they have been trained. Chief Carlson stated body cameras will likely be implemented in the next
few years, but there are several concerns and issues involved that need to be sorted out first.
Commissioner Kumagai inquired whether the Coffee with a Cop events are well-attended.
Chief Carlson stated the event outside of Einstein’s was quite popular, but some other events had little or no participation due to weather or location.
Election of Officers
Per state law the commissioner in the last year of his/her term is the designated chair of the commission. Commissioner Sienko nominated Commissioner Peterson
as Chair; seconded by Commissioner Kumagai. Commissioner Peterson was elected chair by consensus.
Commissioner Peterson nominated Commissioner Kumagai as secretary; seconded by Commissioner
Sienko. Commissioner Kumagai was elected secretary for 2015 by consensus.
Other Business
Chief Carlson advised a recruit police officer was terminated in December after he was placed
on a performance contract due to unsatisfactory performance. The officer is a veteran and is entitled to a veteran’s hearing if he files within 60 days, which will end on 02/10/15.
If a hearing is sought, the commission is the hearing body and the hearing will be conducted on Friday, February 13th, at 9:00AM in the City Manager’s Conference Room. Commissioners
will be notified on or by Wednesday, February 11th, whether the hearing will take place as scheduled.
