July 11, 2015
Present: Mayor Harris and Council Members Clausen, Fonnest, Schmidgall and Snope,
City Manager Tom Burt, Assistant City Manager Chantell Knauss, Physical Development
Director Marc Nevinski, Finance Director Sue Virnig, and Administrative Assistant Judy
Nally.
The meeting began at 6:55 pm in the Council Conference Room.
2016-2018 Strategic Plan Summary Report
Tom Burt reviewed the report and stated staff has prepared action steps for each task.
Staff was asked to clarify and update the target dates in the report. After discussion by
the Council staff was requested to continue to schedule the Council Quarterly Review
Sessions. These sessions will be held to enhance personal relations of Council Members
and not for discussing city issues. The City Manager may attend if he chooses. After
discussion the Council consensus was to not update any of the percentage blank spaces
in the document as it is a working document. A Council Member expressed concern about
some of the statements in report and some thought it would help the Council growth.
The report will be placed on City Council agenda for July 21, 2015 for adoption.
Proposed City Code Amendment - Chapter 6.43: Peddlers and Solicitors
Chantell Knauss reviewed the proposed amendments which include a 30 calendar day
permit, pe.rmits issued per individual, criminal history query conducted, exempts non-
profits, restricts hours, enforcement of"No Soliciting" signs, and the Police Department will
process the licenses.
The Council had questions/suggestions regarding the badges, background checks, cost of
license, staff time to process the licenses, language and size of no soliciting signs,
exempted organizations, options for enforcement of license, and administrative fines.
The City Attorney will review the amendments to the City Code prior to adoption by the
Council. The City Code amendment will be placed on a fuiure Council Meeting for
consideration and adoption.
Attendance at Board/Commission Meetings
Counci! Member Clausen requested this section be clarified or removed as this section is
not being followed. The current guidelines state "Absences in one year should not exceed
three consecutive meetings or more than 25 percent of the total meetings for the year."

After discussion by the Council it was determined to amend the section in the guidelines to
not exceed three unexcused absences. Staff was requested to put together
training/orientation for the Commission Chairs.

Biennial 2016-2017 Proposed General Fund Budget
Sue Virnig reviewed the budget. The Council asked questions about the proposed 2016-
2017 budget for Building Operations, Planning Division, Inspections, Police Division, Fire
Division, Physical Development, Administrative Division, Engineering, Streets Division,
Park Maintenance Division, Park & Recreation Administrative Division, Recreation
Division, and Community Center Division.
The Council had questions regarding the city hall renovations, cleaning service,
maintenance overtime hours, salaries and salary adjustments, state aid, projected levy,
unexpected revenues, Harold Avenue study, state aid, fiscal disparities, southwest corner
of Highway 55 and Winnetka, LAWCON process, Comprehensive Plan update, park and
recreation programs, volunteer coordinator, and Douglas Drive reconstruction.
After discussion the Council added $40,000 for a Harold Avenue study in conjunction with
the Comprehensive Plan update. The Council will discuss updated budget information at
the Council/Manager meeting in August.
Council Security
Tom Burt updated the Council on the security measures for the Council Chambers. Staff
was requested to provide the Council with safety training on an annual basis.
