PROGRAM/PROJECT UPDATES—November 2015
NATURAL RESOURCES MANAGEMENT PLAN
Bees/pollinators Education
An article was published in the CityNews providing education about the important role of
pollinators, highlighting some of the habitat in Golden Valley, and encouraging a reduction in
the use of chemicals that may be harmful to pollinators. Additional communications will be
delivered in 2016, including photos and maps showing habitat created by the City.
General Mills staff will present to the Commission in December about the science and policies
surrounding pollinators and discuss their own pollinator center located at the Golden Valley
campus.
Nature Area encroachment
Staff visited with a property owner regarding muskrat issues, which lead into a conversation
about human encroachment into a City Nature Area. Based on guidelines developed by the
Commission in 2014, staff will be considering some options involving education and outreach,
and possible agreements with property owners who may want to assist the City in managing
vegetation adjacent to their property.
WATER RESOURCES
2015 Bassett Creek Restoration Project (Rhode Island Ave to Duluth St)
City Council recently awarded this project to Rachel Contracting. Rachel Contracting will be
starting work during the week of November 23, 2015 (weather dependent) with substantial
completion by summer 2016. Native vegetation establishment will follow under separate
contract beginning in 2016. The overall project is divided into the following two phases:
Phase 1
Slope shaping, stabilization of stream banks, and repair of storm sewers
Schedule: November 2015 through June 2016
Phase 2
Establishment of native vegetation and plantings along the stream
Schedule: Beginning in spring/summer 2016 following Phase 1 work,
Ongoing establishment and management through 2018
Schaper Pond Diversion
The City's contractor, Sunram Construction, started to install erosion control at the site last
week. Due to the rain, construction has not yet begun. Weather permitting the project is
expected to last two weeks once construction begins.
Long-Term Flood Damage Reduction Study for Medicine Lake Road &Winnetka Avenue Area
(includes DeCola Ponds neighborhood)
The additional scope of work approved by the 3 cities in September is underway. Tasks include:
modeling and evaluating the various flood mitigation projects to determine cumulative impacts
during a flood event;further develop cost-share scenarios; meet with 3 cities to present and
discuss results.
Staff recently met with the consultant, Barr Engineering,to review some preliminary
information regarding the cumulative impacts that would result from the various flood damage
reduction projects proposed in the study. Work is ongoing.
Citywide Pond &Wetland Assessment
The City is in the process of conducting a pond and wetland assessment to determine the
condition of these water bodies.This work is required as part of the City's stormwater permit
with MPCA. Results will help the City prioritize and program future capital and maintenance
� projects to keep the ponds functional and protect and improve water quality in downstream
natural receiving waters. Field work is now complete and the data processing is ongoing.
FORESTRY
Tree and Landscape Code
At the request of Council, staff has updated and improved the existing Tree Preservation code,
which now also includes minimum landscape requirements. City Council reviewed the draft
code language at two work sessions and the Environmental and Planning Commissions have
also reviewed and provided comments. The new code is scheduled to be brought to City
Council on December 1 and 15.
PRIVATE DEVELOPMENTS
Current Applications
5401-5403 Minnaqua Drive—Conditional Use Permit to allow for a residential facility providing
care for up to 12 people with Alzheimer's and/or dementia in an R-1 Single Family Residential
zoning district. Scheduled for Planning Commission on November 23.
8836 7th Avenue—Conditional Use Permit to allow for accessory retail sales incidental to a
warehouse use in a Light Industrial zoning district. Scheduled for Planning Commission on
November 23.
Borton Volvo (905 Hampshire Avenue South)—Site Plan Review. Construction of new
dealership showroom and service drive in the I-394 Mixed Use zoning district. Scheduled for
Planning Commission on November 23.
Liberty Crossing—Minor PUD Amendment. Revision of the flood storage area and removal of 8
townhome units in the northeast corner of the site. Approved by City Council on November 4.
Final Plat, PUD Permit, and Development Agreement will be scheduled for a City Council
meeting in December.
The Three•Nine•Four Apartments—Construction of 303 market rate apartment units and 107
senior living units. Final Plat, PUD Permit, and Development Agreement will be scheduled for a
future City Council meeting.
METRO BLUE LINE EXTENSION
At the November 12 Corridor Management Committee meeting,the Committee voted to include the
Golden Valley Road station park and ride,trails and trailhead, and intersection improvements in the
revised scope at an estimated cost of$8 million.
The revised scope and cost estimate (now at$1.496 billion) was approved and will be sent to the
Metropolitan Council's Transportation Committee for consideration on November 23.The full Met
Council is expected to take action on this item on December 9.
