MINUTES
Call to Order
Attendance/Roll Call
The meeting was called to order by Chair Peterson at 4:31 PM. Present at the meeting were Commissioners Ben
Peterson, Gloria Kumagai and Roxanne Sienko; Police Chief Stacy Carlson, Commander Jason Sturgis and
Lieutenant Steve Johnson.
Agenda Review
There were no additions or revisions to the agenda.
Approval of Minutes of August 12, 2015
Commissioner Kumagai moved to approve the August 12, 2015 minutes; seconded by Commissioner Sienko.
The August 12, 2015 minutes were unanimously approved.
Approval of Police Officer Eligibility Register
Chief Carlson advised a police officer hiring process was initiated to establish a list of candidates to fill two
vacancies. The position posting was listed for ten days and approximately 160 applications were received.
Applications were reviewed and approximately 100 applicants were invited to participate in the written testing.
Approximately 80 applicants participated in the written tests and approximately 60 were invited back for fitness
testing. Candidates received a cumulative score from the two written tests and fitness test, and 32 were invited
to first round interviews. Approximately 23 candidates participated in the employee panel, pass/fail interview
and approximately 12 candidates advanced to final interviews. A final eligibility register with 9 candidates was
presented to commissioners for approval.
Chief Carlson advised during this process a committee of employees of differing ranks and titles went through
the hiring process with the candidates, and were able to get to know the candidates better. This practice will
continue in future hiring processes as well.
Chief Carlson advised conditional offers will be made immediately to top candidates, with the anticipated hiring
date for two officers being January 2016.
Commissioner Kumagai inquired about the statistics for race and gender of applicants. Chief Carlson stated
there were numerous females that applied, but there were not many people of color.
Chair Peterson asked if the policies and procedures of the commission were followed in this hiring process and
Chief Carlson stated they were. Chair Peterson asked if there were any reservations in recommending the
eligibility list and Chief Carlson stated there were none.
Commissioner Sienko moved to approve the Police Officer Eligibility Register as presented; seconded by
Commissioner Kumagai. The motion was unanimously approved.

Chief Carlson advised an officer was given a suspension in the last 4-5 weeks for a pattern of distracted driving
incidents. Chief Carlson stated the officer was made aware he cannot have any future distracted
driving/preventable accidents.

Adjournment
Commissioner Kumagai moved to adjourn the meeting; seconded by Commissioner Sienko. The meeting was
adjourned at 4:40 PM.
