He stated that thers will be an open hb�use'and a public hearing on February 2 and the Council will considPr the municip�I �Qnsent plans on February 16. ,� ��� ��t,. �r �t Zimmerman shawed the Gommissioners a map of the proposed METRO Blue Line and gave a k�rief history of the project including the rout� selection process, the track location, the location and layout of stations, and the various committees and opportunities for the public to comr�ent. He added that a Final Environmental Impact Statement (FEIS) is expected in�the�ummer of 2016 and there will still be check-ins and ongoing cort�fi�unicati�� wit�the Metropolitan Council after the municipal consent process is finish�t�r � Segelt�aum asked if the Blue Line budget has been scaled back. Zimmerman stated that the budget for the Blue Line has not been scaled back �ret, but it could be revisited and adjusted because of issues similar to the Southwest Line. Segelbaum asked about the items of concern listed in the staff report. Zimmerman stated that the City feels the concerns are being addressed. He referred to the map of the line and discussed the plans for Golden Valley including: the location of the Traction Power Substations, the BNSF freight rail tracks being located in the westerly 50 feet of the rail corridor, enhanced bus pullouts, enhanced bike and pedestrian facilities, a reconstructed Minutes of the Golden Valley Planning Commission January 25, 2016 Page 2 trail within Theodore Wirth Park, and a reconstructed Plymouth Avenue Bridge which would provide space for the trail and Bassett Creek in the westerly portal. Segelbaum asked if the City would have any_control of the work being done simultaneously through the major thoroughfares in the City. Zimmerman said he believes the City will have input and added that the construction will be phased over three years. Zimmerman noted that there will be a park and ride facility at the Golden Valley Road station which will provide approximately 100 parking spaces for cars as w�ll �s parking for bikes. Segelbaum asked how likely it is that finro stations will be built. ,��rrimerrr�i�� said that the scope of the project includes both stations. Goellner stated�,that �he Blue''�;ine process is moving faster than the Southwest project so she doesr���'thinK�ny stat��ns will be cut from the budget. Waldhauser asked if the ramp at the G:a��en V.�IIey�Rpa`�!'station will be one story. Zimmerman said yes. Segelbaum asked if �arking elsewhere will be restricted. Zimmerman stated that the Plymouth station will serve �ore 14�i�r�neap�lis residents and the one on Golden Valley Road will serve more Golden��Iley,,residents. Goellner added that the light rail would still get from Brookl�� Pa�rk t�� d�rnrntow�► in 30 minutes, so the #iming didn't change much by adding a second station': Johnson asked' if the Met Council is in charge of running the METRO Blue Line. Zimmerm�n st�ted that Metro Transit will run the Blue Line. Segelbaum asked if the Planning Commission will be involved in further development opportunities. Zimmerman stated that as part of the Comprehensive Plan update there will be a land use plan done around the stations that shows the City arriving at a certain density in the future. Waldhauser asked if the City Council has come to a decision about keeping the fire station in that area. Zimmerman said a study is being done, but he hasn't heard anything about it yet. Blum asked if there would be video surveillance at the stations. Zimmerman said security items such as call boxes, video surveillance, and lighting aren't in the design plans yet, but they will be. Blum asked if there is any concern that the parking lot in the park near the Plymouth Avenue station would be overburdened. Zimmerman stated that the plan covers 30 years and is updafEd:ev�ty 10 years. Goellner said the Metropolitan Council has the same time structure for their plans as well. Johnson sa'i°�1 he is questioning what the Planning Commission's charge is regarding updating the Comprehensive Plan and if economic competitiveness and sustainability and resilience are in the charter of what they should be doing. He said he is not saying econom�c competitiveness and sustainability and resilience chapters aren't important, he is just trying to understand how it became the charter of the Met Council. Zimmerman explained that the Met Council doesn't require economic competitiveness and sustainability and resilience chapters, but they have said that these are areas cities are becoming more interested in and if cities want to address those issues they will help - Minutes of the Golden Valley Planning Commission January 25, 2016 Page 4 review the plans and help determine how they fit in with the larger metro area. Waldhauser said to some extent these issues are addressed in the existing Comprehensive Plan, they just weren't called out as separate categories. She said she thinks these are important topics to Golden Valley residents and the City Council and she sees this as an opportunity to make a Comprehensive Plan for the City, not just to meet the Met Council's requirements. Johnson said he is concerned about issues taking on a life of their own and drawing all the energy in different directions. Johnson asked what the word sustainability means. He is also interested in seeing information on foliage coverage, imperviou����rface'�c�verage, and a breakdown of the zoning districts and land use shown in a differ�nt;col`o�Tscheme that is easier to read. He said some of the census informatign he�v�u�d fi��to see includes: the number of people that are employed or retired, farr�ilies with children versus single person households because it may correrate�rith rent�n���ersus owning, traffic accident data, car ownership data, carbon f��tp�rit�te infd�rt�tat�on, and how many cars a family has to own to live in Golden Valley to help understand the importance of public transportation. Wal��i�user said she would like to focus on the distribution of families and individuals by income rather�;than by race. She said she thinks income disparity is a problem they can do something about, race is not. Blum suggested having data showing income and location. Johnson said he would be interested in knowing how accurate past predictions have been. He said he would also like to see a model of what it would look like if Golden Valley's density was maxed out. Zimmerman said that information can be obtained through reviewing the density allowed in each zoning district and category. He also said that changes that are likely to happen can be discussed in the land use issues and Minutes of the Golden Valley Planning Commission January 25, 2016 Page 5 challenges portion of the Comprehensive Plan. He added that the City currently has a Zoning Map and a future Land Use Map, but it would also be helpful to create an Existing Land Use Map to use for comparison. The Commission discussed various areas that may have the opportunity for change such as the areas around the Light Rail stations, the Douglas Drive Corridor, and the Highway 55NVinnetka area. Zimmerman stated that staff would also like to review the I- 394 Mixed Use Zoning District and the possibility of having other mixed use areas elsewhere in the City. ����, � �i,�F Waldhauser said she would like to see data about what schools Gold�h Valley ki�s go to, and where kids come from to go to Golden Valley schools. ������, ts� ��; � ;, Johnson referred to the proposed sustainability and resilience ch�,pt����nd qu�tioned if it is within the Comprehensive Plan's purview to change exist��g it��s su����s requiring high efficiency water heaters for example, or if it only applies tb5future �f���ges as development occurs or areas change. Zimmerrrt�n suggested.focusing on different types of nodes instead. Segelbaum suggested promc�ting locally owned businesses, rather than chain stores. Zimmerman stat�d that co�ld b� addressed in the Economic Development section. Goellner added that bi�eaking t�i� chapters into goals, objectives, and policies is a classic way to format a compr�hensive plan and suggested keeping it in this format. Zimmerman agreed that it is a good way to check if the goals and policies are still relevant to the City. Goellner stated that it is also good to think about how objectives are being met when reviewing development applications. Waldhauser said it would be good to avoid general statements that are too broad and are sometimes used against the Planning Commission during public hearings. Johnson asked if the Planning Commission reviews the entire Comprehensive Plan or if other groups are responsible for other chapters. Zimmerman said other groups will Minutes of the Golden Valley Planning Commission January 25, 2016 Page 6 amend different sections of the plan, but ultimately the Planning Commission will review the entire document and there will be check-ins and meetings along the way with other commissions and the City Council. Blum referred to the last sentence on page 3-13 which states "...the City shall continue to support economic development and job creation in concentrations serviceable by transit" and said he would like that to be more prominent and more detailed. Zimmerman stated that he would like the Commissioners to think about id�a� for a theme that could be used to help tie the different chapters together su�� as �5����ouis Park's theme of livability. Goellner said she would also like to conside��how the fi��t few chapters can be more forward looking. Parking In St. Louis Park, hotels must provide at least 1.5 parking spaces per room, which requires a total of 189 spaces for this development. With 52 surface lot spaces and 27 underground spaces totaling 79 spaces, the applicant is required under a permanent easement agreement to provide an additional 110 spaces on Outlot A of the PUD, which is the location of the future office buildings and parking ramp. When the parking ramp on Outlot A is completed, the hotel must be assigned 110 spaces. Until the parking ramp is constructed,the owner of Outlot A will provide 110 spaces in the HealthPartners parking lot, as required in the easement agreement. The owner of the HealthPartners parking lot is confident that there is adequate parking capacity on the HealthPartners lot to accommodate this arrangement. All hotel employees will park in the off-site lot in order to maximize convenience for guests. The applicant is confident that the on-site parking spaces will be adequate based upon guest vehicle history needs at our other hotel locations, but will monitor guest usage of the underground garage and surface parking lot immediately adjacent to the hotel. If usage is higher than expected, the applicant will provide valet service that is stationed at the front door. Bicycle Parking The City of Golden Valley does not require bicycle parking for hotels, but the City of St. Louis Park requires 19 spaces (10%of parking total). The applicant has provided 20 spaces. The City of St. Louis Park and City of Golden Valley staff agree that bicycle parking spaces must be located within 50 feet of the building's front entrance. This is reflected in the conditions of approval. Building Materials The new addition will consist primarily of stucco and glass. The building also includes manufactured stone and fiber cement material, which is consistent with the neighboring residential buildings. Elevations are provided in the application that exceed the minimum material requirements set forth in St. Louis Park City Code, which requires that at least 60% of each side of the building must be comprised of class I materials. Tree & Landscaping Requirements The applicant plans to plant 63 new trees, 503 shrubs, and over 1,000 perennials and grasses. The City Forester will review the Tree and Landscape plans in more detail during the permitting process and a Tree and Landscape Permit will be required before construction begins. The applicant must submit a financial security that will be held by the City for one growing season. Engineering The Engineering Division addressed traffic management, access and circulation, sanitary sewer and water services, and stormwater management with the review and approval of the original PUD in spring 2015. This submission is consistent with the original plan, so Engineering staff is recommending approval of this PUD amendment. Fire Safety The Fire Departments from both cities reviewed the original PUD plan and this submission together and feel that all issues regarding fire access, water supply, and fire hydrants have been adequately addressed. Findings for Approval In order approve an amendment to a PUD,the City must be able to make the following findings: 1. Quality Site Planning. The PUD plan is tailored to the specific characteristics of the site, such as the proximity to high retaining walls and highway traffic to the north and east and high-density development to the south and west. With flexibility under a PUD in uses allowed, setbacks, height, parking requirements, number of buildings on a lot, and similar requirements, the quality of site planning and design is of higher quality than if each parcel was designed individually under conventional provisions. The PUD encourages creativity and flexibility in land development. 2. Preservation. The site is currently vacant and is mostly impervious. The proposed plan adds roughly 63 trees, 503 shrubs, and over 1,000 perennial and grasses to the site. 3. Efficient & Effective. The PUD plan includes efficient and effective use of the land. The PUD plan provides an appropriate area of the city for a six-story hotel. 4. Compatibility. The PUD Plan results in development compatible with adjacent uses and is consistent with the Comprehensive Plan and redevelopment plans and goals. High-density office, commercial, and residential uses surround the site to the south and west. Low- density residential uses are separated from this proposed PUD site by significant highway development. The PUD plan increases lodging options in the area. 5. General Health.The PUD plan is consistent with preserving and improving the general health, safety and general welfare of the people of the City. The PUD plan promotes pedestrian activity and provides high-quality landscaping additions to the site. 6. Meets Requirements. The PUD plan meets the PUD Intent and Purpose provision and all other PUD ordinance provisions. The PUD provision permits flexibility from other provisions in Chapter 11 of the City Code. This flexibility is permitted in order to promote the intent and purpose of the PUD section of the City Code. Recommendation Staff recommends approval of Amendment#1 to Central Park West PUD No. 121, subject to the following conditions: 1. The plans prepared by Colberg Tews and Cities Edge Architects submitted on January 26, 2016, shall become a part of this approval. 2. The hotel is located in the northeast portion of the PUD, at 5075 Wayzata Boulevard in St. Louis Park. The plans were initially reviewed by staff and preliminary comments were provided to the applicant regarding parking lot access and circulation. The preliminary comments were satisfactorily addressed. The comments contained within this review are based on the revised plans submitted to the City on January 26, 2016. 1. Tree and Landscape Plan. The City recently updated its tree and landscape code. The proposed plan must meet the City's code requirements, corner visibility requirements, and be generally consistent with the landscape plan approved as part of the overall PUD. Staff notes that the plan appears to meet the new landscape requirements in terms of number of plantings. Forestry staff will review the plan in more detail (plant species and location) at the time of permit application. Please note, the landscape deposit submitted by the Developer of the overall PUD (Central Park West, LLC) applies only to Phase 1 of the PUD and does not apply to the Hotel site. Therefore, a security deposit will be required with the permit application. Questions related to temporary off-site parking and amount of parking. • Neighbors thought the 1.5 stalls per room requirement seemed ample. • The hotel intends to provide valet parking to the off-site parking stalls. Questions about any proposed disruptions to traffic on Wayzata during construction. • Architect did not anticipate any disruptions to Wayzata Blvd traffic • Any disruptions that may occur would be short in duration (hours or days, not weeks) and perhaps only partial blockages to make storm utility connections or new driveway connections. The City has received interest from several companies interested in locating accessory retail space within an industrial building in Golden Valley. Retail is considered accessory when it is associated with the industrial activities that take place on the site. In 2003, City Council approved an ordinance allowing accessory retail space in Light Industrial and Industrial properties with a Conditional Use Permit. The ordinance limited the amount of accessory retail space to 10% of the building's footprint. Based on research on the topic in response to recent inquiries, staff recommends amending the Zoning Code to allow accessory retail space in Light Industrial and Industrial zoned properties based on building square footage rather than building footprint in order to be less restrictive. Local Case Studies There are 161 properties zoned for Light Industrial and Industrial use in Golden Valley that are not regulated by a Planned Unit Development. Most of these properties are concentrated near railroad corridors (see attached map). There are 112 buildings that are one-story, so they are not affected by this proposed change to the Zoning Code. It is typical that buildings include an entrance for employees and visitors at the street frontage with warehouse and loading at the rear of the building. The largest Industrial buildings in the City are regulated within Planned Unit Developments or they are unlikely to incorporate retail into their large campuses. Such examples include Honeywell, Optum, General Mills, and Tennant. Staff expects that buildings with an attractive facade, sufficient parking space, easy street access, warehouse space, and a mezzanine for offices will be most affected by the proposed change to the Zoning Code. The retail space is 1,762 square feet and the building footprint is 58,990 square feet. However,the gross floor area of this building is 73,442 square feet. This proposed change to the Zoning Code could someday allow up to 7,344 square feet of accessory retail space among all tenants combined. A Conditional Use Permit and review by Planning Commission and City Council would be required for any additional retail space. Potential Negative Impacts Staff recommends that accessory retail space continue to be approved only with a Conditional Use Permit in order to mitigate the potential negative impact of increased traffic, parking demand, and hours of operation. Staff also finds it important that any retail remain accessory to an Industrial use such as manufacturing, warehouse, wholesale distribution, or office. Other areas of the City that are zoned for Commercial use are more appropriate for retail as the principa) use. Summary of Recommendation Staff recommends amending Section 11.35 of the Zoning Code to restrict accessory retail space based on building square footage rather than building footprint. Purpose The purpose of the Light Industrial Zoning District is to provide for the establishment of warehousing, offices and light industrial developments. Subdivision 2. Conditional Uses The following uses may be allowed as Conditional Uses after review by the Planning Commission and approval by the Council following the standards and procedures set forth in this Chapter: A. Building materials yard (including inside and outside storage) B. Public garages for repairing and storing motor vehicles C. Laundries and dry-cleaning plants D. Animal hospital where domestic animals are received for treatment, care and cure by a duly licensed veterinary physician and surgeon in the customary and ordinary pursuit of his profession E. Ball fields and other recreation facilities Golden Valley City Code Page 2 of 10 § 11.35 F. Research and development laboratories and pilot plant operations incidental thereto G. Greenhouses with no outside storage, including an outside growing area no larger than the greenhouse building area. Retail sales may be permitted only where located inside and incidental to a wholesale business H. Packaging and/or bottling of soft drinks or dairy products I. Bakeries (commercial-wholesale) J.
