The Human Rights Commission sponsored three activities and co-sponsored two additional
activities for community participation in 2015.
HRC Conversations, Martin Luther King, Jr. Day Event—January 19
For 24 years the General Mills Foundation and United Negro College Fund have celebrated Dr.
Martin Luther King Jr.'s legacy of service by sponsoring a breakfast and inspirational speaker on
the holiday that honors him. 2015's event, "Reimagine the Future" with keynote speaker ponna
Brazile, was held at the Minneapolis Convention Center. The HRC partnered with Spirit of Hope
Church to host a viewing of the live televised event of"Reimagine the Future" with a continental
breakfast. Approximately 25 people attended the event.
Quad Cities HRC Joint Event "Genocide Awareness and Prevention" —April 18
The Human Rights Commissions of Crystal, New Hope, Golden Valley, and Robbinsdale hosted
a program about the history of genocide and what can be done on a local level to help prevent
future atrocities. The event featured speaker Dr. Ellen J. Kennedy, executive director of World
Without Genocide. Dr. Kennedy spoke about the causes and consequences of genocide, efforts
towards justice, and how to take preventative action. There were 49 attendees, in addition to the
planning committee members from the four HRCs.
HRC Conversations sponsored production of Blank Slate Theatre's "bottom" — May 14
"bottom" is an original play based on the stories of real sex trafficking survivors. The production
was held in cooperation with Perpich Center for Arts Education. 12 people attended the event.
Community Outreach Events
The HRC Commissioners rotated staffing a booth at three Market in the Valley Sundays, as well
as the Golden Valley Music &Arts Festival held on September 26.
September 11 Dav of Service and Remembrance— September 10
The HRC sponsored the 3�d Annual September 11 Day of Service and Remembrance, held on
September 10, in partnership with Second Harvest Heartland in Golden Valley. There were 34
people that volunteered of which the HRC had 15 participants. The group of 34 packed 2,012
pounds of split black beans.
HRC Conversations "Human Sex Traffickinq Awareness" —October 22
The HRC hosted a presentation and panel discussion on human sex trafficking. The panel
consisted of Joan Countryman of The Bridge for Youth, Terry Forliti of Breaking Free and
Sergeant Grant Snyder of the Minneapolis Police Department. 23 people attended the event.
Summarv
For 2015, the City Council approved a budget of$3,500 for the HRC. The Commission
expended $2,542.33 (72.6%) of their budget for professional fees; membership dues for the
Minnesota League of Human Rights Commissions; expenses for a table, canopy and weights
for use during HRC outreach activities; and to purchase of tickets to sponsor two tables at the
2017 Martin Luther King, Jr. Holiday Breakfast.
During the course of 2015, the HRC held ten (10) regular meetings (January - December), five
(5) public events for the community, and participated in four community outreach events.

2016 PROPOSED WORK PLAN

The Golden Valley Human Rights Commission (HRC) proposes the following work plan for
2016:
HRC Conversations
The HRC would like to focus their 2016 Conversations Series on the demographics of Golden
Valley. On February 23, 2016, the HRC hosted a representative from the State Demographer's
Office and heard demographic information on the areas of: Population Shifts, Aging Trends and
Growing Diversity. Based on the State Demographer's presentation, the HRC will create a
three-part series of articles to be published in three issues of the City News, which is distributed
to nearly 9,000 Golden Valley households.
Communitv Outreach
The HRC would like to participate in community outreach activities by having staffing a booth at
community events, such as the Golden Valley Music & Arts Festival. Specific community events
will be determined, as they present themselves.
September 11 Dav of Service and Remembrance
The HRC would like to sponsor its fourth annual September 11 Day of Service and
Remembrance in partnership with a local non-profit organization, to be determined. This has
been a successful event in 2013, 2014 and 2015. The HRC would like to continue sponsoring
this volunteer effort.
Due to September 11, 2016 falling on a Sunday this year, this event would be scheduled for
either Thursday, September 8 or Monday, September 12.
HRC Conversations
The HRC would like to keep the option open of hosting a forum with a speaker or panel, to
further the dialogue in the community about the three topic areas based on the State
Demographer's Office presentation and three-part series of articles in the City News. If held, the
forum speakers/panelists would be determined at a later time and the event would be held in
either Fall 2016 or early 2017.

What do you like about the proposed design of the new Brookview?
• Midcentury
• Space use
• Just about all of it
• HGA is a quality architect with great design ideas
• Looks like a great design, like the midcentury modern design, it's current & also fits into the
neighborhood, glad there is senior area, kids area and play area, will be huge asset for the
community
• Not too big
• Doesn't require disturbing the neighborhood houses
• Doesn't negatively impact the golf course
• Added activities
• Modern design
• Like the modern design
• Love the modern, open architecture and the connection to the outdoors/golf course
• Open spaces, lots of light, like the banquet space for weddings, graduations, receptions etc.,
• Well planned, within moderate cost boundaries,job well done!
• Plan B for play area

• "View to pro shop" shows windows with overhang- picture framing view from inside - love
it! Design overall is stunning!
• I like the modern aesthetic

• On paper it looks good, city has gone cheap in the past when it comes to follow thru, if you
start cutting back on features it will become a flop, cost money instead of moving
• It is better than old/current structure which is worn down and sad, hopefully new structure
and property will be taken care of, current retaining walls are unsightly and dangerous,
improved traffic routes and marking are good
• Should be more attractive and user friendly than current version, make it multi-purpose,
not just golf
• Overall fa�ade, larges spaces (playroom and banquet room), natural materials
• Love how the golf seems to have remained a central focus which I believe is critical, nice

• Overall design is nice, provides useful community center with much to offer, kids play area
is nice bonus, updating golf facilities will also provide new level of professionalism

• 2 terraces with banquet space open to it, flexible spaces, kids play area, integrating outdoor
space with indoor, merging structure with nature, trellises, great details

• Great clean layout, seems to accommodate all the demands on the building
� Like that the Senior Center is on the �round level, close to the entrance, elevator &
stairwav, but on the opposite end from the children's plav area. Also that the Senior Center
includes a kitchenette area suitable for some level of food prep as well as easily makin�
coffee or service snacks - plus a loun�e area, the classroom area that is easily made
separate from the rest of the space and the addition of a separate stora�e room. This seems
to be well planned for a variety of uses. I also like the looks of the lobbv area plus the
addition of a reception station separate from the attached office space. It is nice to see the
space look like it is desi�ned specifically for welcomin� people and providing a relaxin� spot
for in-between activities
• The desi�n seems a �ood compromise and provides a �ood level of the basic services
needed for a combination communitvi center and �olf facility.
What don't you like about the proposed design of the new Brookview?
• Make sure there are 3-4 offices available for non-profits to share or to claim (and pay for)
• ? regarding putting green in relation to #10 tee box, chipping green?
• Community center should reflect the changing demographic of Golden Valley, population
getting younger and more children, play area is good start
• No plans for privacy fences for those living in proximity to new center, traffic and noise from
functions will impact use of our back yards
• Difficult to envision how inviting it will be from the front (east side), the back looks amazing,
the front needs to be inviting to attract people to it
• How about fitness center for adults, could be smaller with pay for use or membership
• No white box theater, restaurant isn't much draw as we hoped for, seems small
• No plans for privacy fences or similar shield for neighbors from noise and activity, building
has moved closer to my residence
• Don't pigeonhole rooms by calling them "senior" rooms, location is invisible from city core,
the kids play area fa�ade is VERY imposing/blocky, need some well-designed relief for all
that wall
� Would want bathrooms for women on both floors and twice as many as for men, not
enough space for classes, senior space seems too large
• Noise and traffic speed in parking lot as a resident, people walk their dogs etc., thru area to
access park, is there a bar in the party/ banquet area, or it a roll away style?
• More welcoming entrance with walkways and traffic calming instead of massive parking lot,
bike racks?, concern about traffic routes and parking issues, perpendicular vs. diagonal
• No presentation view of building from east or driving up to it, it must look good when you
drive up to it, traffic situation by moving building further east makes north/south traffic
even faster, speed bumps of other traffic calming very much needed, building closer to
property owners is concern, privacy fences needed, golf carts and traffic are issues
• Banquet facilities are not sufficient, lots of money being spent should accommodate more
than 200, too limiting in size
• Concern about issues with traffic and parking lot, speed, enough space during busy times
• Proximity to neighboring houses decreases privacy for everyone
• Building is closer to neighborhood, visible from Ridgeway Road, horrible for parking lot, too
skinny for traffic, golf carts, snow, current is bad and this will be worse, with this huge
property why position a massive building against a neighborhood when there is lots of other
space available, noise, traffic, lights and safety all concerns, privacy fences?, Run the valley?,
tax break for neighbors that have to deal with these issues?
• Number of bathrooms for women, maybe more? on both levels?
• Too expensive, everything spent over 10,000,000, majority of residents don't come here,
don't build it
• Need more large flexible space
• Reminds me of Walker Art Museum, hoping for smaller footprint
• Seems short on parking, needs a club drop near building for golfers, probably a people drop
location as well, garden outside Pro Shop occupy space needed for golfers and cart
management, needs evergreens between 10th tee and lawn bowling
• Cost I will have to endure over the next 20 years, I must also pay to use facilities for social
occasions, based on the tax I pay the use of facilities should be free as a resident, should
have been voted on by city residents, I was not contacted by council members about this
Additional Comments:
• Long overdue, looking forward to the completion
• Don't skimp, consider allowance for future expansion, pool, move lawn bowling, more
family friendly spaces with encourage families to move to Golden Valley, work to engage
younger citizens!
• Play equipment option B is more unique and interesting and better use of space, more like
something would pay to use. The outdoor option seems like it should be free because it's
outside. Both options would be huge improvement. I like option A as part of something
bigger like Good Times park in EP, but I don't like it as much.
• Golfers need a place for a good short game ie. chipping and pitching, not just putting,
practice area
• I don't like playground option A, because it looks like it's only for very little kids
• Think about landscaping surrounding the building, what can be utilized as gathering spaces?
• Wish that Golden Valley had an outdoor swimming pool, missed opportunity, maybe by the
tennis courts (high corner area) or a little kid water space (water squirting up, small slide)
• We need portable large mirrors for classes, so we can see ourselves for dance, exercise, etc.
Please consider this
• Need privacy between homes and building/parking/traffic and speed bumps in the parking
lot
• Consider making the landscaped areas "walled up" to bench/seat height to create more
outdoor gathering spaces near golf area, high drama lighting, how could GV's midcentury
history be celebrated/achieved here?, could front exterior be re-oriented to be more
presented to landscape vs. hidden behind the trellis, opportunity for more gathered seating,
nice place for outdoor presentations, Will outdoor event electrical be planned for?
• Need large mirrors for dance classes, acoustics are important/good quality air walls,
remember to consider enough space for storage
• Hope the new building will meet the needs of the community, not just golf, there is much
potential, how about a fitness center for adults?
• Banquet room should have room for 200 people, sustainability is important (rooftop
gardens, rain barrels, site retention of ponds, natural light, LED lighting, solar panels, low
maintenance materials), like the originality
• I believe Golden Valley needs a pool!
• Time to turn some focus to the golf course and invest in some improvements. Golf revenue
is critical to the financial success
• Please schedule meeting with residents bordering the project. We have a unique set of
concerns but also insights into this project
• The neighborhood should have been involved in the process, noise will be an issue, safety in
parking lot, etc.
• Larger access doors between banquet rooms, and terraces, more drinking fountains that
work to fill water bottles
• 20 years of payments for a structure that is too big and too expensive, my property taxes
are too high already, my wife and I will be moving in the near future
• More wood on the exterior to promote the midcentury modern theme and sustainability
• Not impressed with the long grass, big rocking chairs?
• The whole thing should be voted on by city residents
• I would like to see a variety of seatin�options in the entry area plus the "Community
Gardens" area such as stone/concrete/wood benches (includin� some with back support);
also includin�some that incorporate plantings or arches for vines. And decorative lightin�
should be interspersed throu�hout the area so that it is welcomin� durin�summer
evenin�s.

Lease Purchase and Schedule
The Housing and Redevelopment Authority (HRA) would enter into a lease purchase agreement
with the City of Golden Valley. The HRA would retain the title to the building until the lease is
fully paid. The city, as lessee, pays rent that includes the interest component-lease payments
are the functional equivalent of principal and interest on the bond. At the end of the lease
term, the city takes title to the building.
The key feature of a lease-purchase agreement is that the city must retain the right to
terminate the agreement at the end of any fiscal year during its term, by a provision known as a
"non-appropriation clause." This right must not be burdened by penalties so great that they
make termination a practical impossibility. Because of this non-appropriation right, a lease is
not an "obligation" as defined in Chapter 475—it is not a promise to pay money at a fixed
future date, precisely because a city may choose simply to terminate and make no further
payment.
A lease-purchase transaction is therefore not subject to voter approval or any other portion of
Chapter 475, with one exception: if the amount of the lease exceeds $1 million, that amount is
treated as net debt for the purposes of the debt limit under Minn. Stat., § 475.53.

Subdivision 1. Purpose and Intent.
The purpose of this Section is to promote the orderly, compatible and safe use of
property for temporary special events and to assure adequate provision of parking,
sanitary facilities, utilities and safety services. Special events are further defined and
regulated in the Golden Valley Special Events policy.

Subdivision 3. P�,�` it Required.
No person shall conduct or allow to be conducted any Special Event as defined in this
Section without first obtaining a Special Events Permit.
Subdivision 4. Requirements for Issuance of a Permit.
A. The following standards shall apply to all Special Events:
1. Maximum Number of People. The Applicant shall not sell tickets to nor allow
attendance at the permit location of more than the maximum number of people
stated in the Special Event Permit.

2. Sound Equipment. Sound producing equipment, including but not limited to
public address systems, radios, phonographs, musical instruments and other
recording devices, shall not be operated on the premises of the Special Event
so as to be unreasonably loud or be a nuisance or disturbance to the peace
and tranquility of the citizens of Golden Valley.
3. Sanitary Facilities. In accordance with Minnesota State Board of Health
regulations and standards and local specifications, adequate sanitary facilities
must be provided which are sufficient to accommodate the projected number of
persons expected to attend the event.

10. Cleanup Plan. The Applicant shall, at cost to the City, immediately clean up,
remove and dispose of all litter or materials of any kind, which is placed or left
on the premise because of the event. If the Applicant neglects or fails to
proceed with clean up within a two-hour period immediately following the end
of the event, or if the cleanup is done in an inadequate manner, the City
Manager or his/her designee is authorized to cleanup and charge the applicant
for clean-up.

11. Insurance. Before the issuance of a permit, the Applicant shall provide the City
with a Certificate of Liability Insurance showing proof of general liability
insurance and liquor liability insurance.

Subdivision 9. En��cement and Penalties.

A. The police department and other such officers, employees, or agents as the City
Manager or his/her designee, shall enforce the provisions of this Section.
B. The holding of a Special Event in violation of any provision of this Section shall be
deemed a public nuisance and may be abated as such.
C. Any person violating any provision of this Section is guilty of a misdemeanor
and upon conviction shall be subject to the penalties set forth in Minnesota
Statutes.
Subdivision 10. Revocation of Permit.

The permit for a Special Event may be revoked by the City at any time if any of the
conditions necessary for the issuing of or contained in the Special Event Permit are not
complied with or if any of the provisions of this Section are violated.
Subdivision li. Termination of Permit.
Applicant may terminate this agreement at will by giving 14 days written notice to the
City Clerk. If less than 24 hours' notice is given to cancel an event that required
contracted work, staff will be compensated for a 2 hour minimum charge. The City
Manager or his/her designee has the authority to cancel or stop an event, if it is deemed
that the public health, safety, or welfare would be better served with additional
restrictions. No Special Event Permit shall be transferred to anoth= person or place

Section 8.11: Parades
Subdivision 1. Permit Required
It is a misdemeanor to sponsor or participate in a parade or special event for which
no permit has been obtained from the City. It is also a misdemeanor to obtain a
parade or special event permit and not conduct the same in accordance with the
permit granted by the City.

Subdivision 2. Definitions
A. Parade: means any movement of vehicles, persons or animals, or any
combination thereof, which either moves together as a body so as to in some
way impede or affect the free and unobstructed flow of vehicular or
pedestrian traffic, or which moves so that some part thereof is in violation of
one or more traffic laws or regulations, if such movement is without a permit
hereunder.
B. Special Event: is an activity sponsored by one or more organizations,
individuals, or other entities, which uses City-owned land or public right-of-
way for the gathering or movement of people and which either 1) is open to
the general public or 2) is likely to impact vehicular or pedestrian traffic on
public right-of-way by increasing its hourly flow by at least fifty percent
(50%) or otherwise impeding the orderly flow of vehicular or pedestrian
traffic.
C. Parade Permit or Special Event Permit: shall mean the permit issued by
the City.after the applicant has met all applicable requirements and reviews
set forth in this section.
D. Applicant: shall mean any person or organization who seeks a special event
or parade permit from the City to conduct or sponsor such an event.
Subdivision 3. Exemptions
The following are exempt from this section:
A. A special event occurring at any regularly established place of worship,
auditorium, or other permanently established place of assembly for special
events within the City.
B. Special events sponsored by or in partnership with the City.
C. Special events conducted by and held on school property.

D. Funeral processions.
E. Block parties on a residential street that has an average daily trafFic volume
of less than one thousand (1000) vehicles per day.
F. Groups required by law to be so assembled.
Subdivision 4. Application.
Application for a parade or special event permit shall be made to the Chief of Police
at least sixty (60) days in advance of the date on which it is to occur accompanied
by payment of the fee established by the City Council and shall contain all
information required by the Chief of Police including, but not limited to, the
following:
A. The name, address and other contact information for the sponsoring
organization and/or individuals involved.
B. The route and/or property involved.
C. If a parade, the length thereof.
D. The estimated number of participants as weli as spectators and/or vehicles
involved.
E. The time of commencement and termination of the parade or event.
F. The antic ipated number of people or vehicles or animals.

H. A detailed description of provisions to maintain public safety during the
parade/event including, but not limited to, signage, barricades, trained

the applicant shall provide copies of approvals from such other governmental
bodies.

J. A statement of the general purpose for holding the event.
In its discretion the City may provide for traffic direction and control and assess
such costs as necessary to the permitee.

Subdivision 5. Investigation
The Chief of Police shall investigate the application. If the Chief finds that such
parade or special event will not cause a hazard to persons or property, and will
cause no great inconvenience to the public, and if the Chief is able to make
arrangements for necessary direction and control of vehicular and pedestrian traffic,
the Chief shall issue a permit for such parade or special event. The permit shall be
conditioned on all items the Chief deems appropriate for public safety and welfare
including, but not limited to, the items in Subdivision 7 of this Section. If the Chief
finds that the parade or special event described in the application constitutes a
hazard, a substantial inconvenience or if the Chief is unable to make adequate
arrangements for direction or control of traffic, the Chief shall deny the permit and
return to the applicant a statement of the denial and such findings.
Subdivision 6. Appeal to Council
Any denial of a permit may be appealed to the Council by delivering a written notice
thereof to the City Clerk at least fourteen (14) days before a regularly scheduled
council meeting at which such appeal may be heard. After considering the matter
the Council may either 1) deny the permit or 2) grant the permit conditioned on
any requirements it deems appropriate or necessary for public safety and welfare
including changing the date, time, route or size of parade or event. The applicant
shall have three (3) days thereafter within which to communicate acceptance
thereof to the Chief of Police.
Subdivision 7. Conditions
City staff may require the following as conditions of the permit.

C. Public safety plan which may include:
1. Providing uniformed officers or trained security volunteers
2. Fire protection
3. Emergency medical services
D. Sanitary facilities and potable water for the parade/event as determined by
the City Manager or his/her designee.
E. Site clean up and solid waste provisions including dumpster on-site.

F. Notice to sur rounding property owners which describes the nature of the
event, identifies the name and telephone number of the permit applicant and
the date and time of the event, together with a map of the route, describing
all restrictions on traffic and parking on or crossing the event route.
G. Public liability insurance for the duration of the permit in a suitable policy
form with a minimum combined single limit of two million (2,000,000) dollars
aggregate, for any occurrence, naming the City as an additional insured.
H. An Irrevocable Letter of Credit, bond or cash retainer in an amount to be
determined by the Chief of Police at least two hundred percent (200%) of the
costs estimated for clean-up and repair of property damage.
Subdivision 8. Unlawful Acts
A. It is unlawful for any person to hamper, obstruct, or impede or interfere with
any parade, parade assembly or any person, animal or vehicle participating
in the parade.
B. It is unlawful for any person to drive a vehicle between the vehicles or
persons comprising a parade when such parade is in motion.
C. It is unlawful for any person to enter into a parade without prior
authorization from the parade chairman.
D. It is unlawful for any person or entity to participate in, organize, advertise,
conduct, maintain, sell or furnish tickets for a special event in the City until a
permit therefore has been obtained from the City.
Subdivision 9. Additional Grounds for Denial or Revocation of a Permit
In addition to the grounds for denial contained in Subdivision 4 above, the following
are additional grounds for denial or revocation of a permit.
A. The special event or parade is being conducted in violation of any of the
terms and conditions of the permit, the provisions of this Section or any
applicable laws, including, but not limited to noise regulations.
B. The application for a permit contains any false or misleading statements.
C. The special event or parade is of such a size or nature as to require the
diversion of so great a number of law enforcement or fire department
personnel as to deny reasonable law enforcement and fire services to the
City as a whole.
D. The time, size and nature of the parade or special event would unduly disrupt
the safe and orderly use of any street or public place or material portion

thereof, which is ordinarily subject to congestion or traffic at the proposed
time or substantially interrupts the safe and orderly movement of traffic.
E. Vehicles, temporary structures, sanitary facilities, tents, equipment or other
materials used or to be used in the parade or special event fail to comply
with all applicable health, fire or safety requirements.
F. The parade or special event wiil interfere or conflict with another parade or
special event for which an application has been previously filed or with a
construction or public works project.
G. More than two parade or special event permits have been issued in a twelve
(12) month period for a particular event or parade or by any particular
applicant.
H. The applicant of a proposed special event or parade were previously
permitted for a prior event under this Section and violated any term of this
Section while operating under such permit.

4. Any Other Event. A special event organized and conducted by either a tax-exempt non-
profit organization or a for-profit company must meet the requirements of the Special
Event Policy/Ordinance and must reimburse the City for any City costs.
III. City Participation in S�ecial Events.
The City Manager has the authoriry to determine,without further approval,which events that
the City will provide fmancial,material,labor or other support to, and to what extent the
support provided to any event by the City as of June 1 of each year will be considered the base
line of support to that event. Any increase to the level of support to e event is subject to

IV. Fees.
1. The Special Event Permit fee is $25.
2. Hourly Rate shall be the hourly cost for any employee working on a Special Event as
established by the City Council. These rates are reviewed/adjusted annually. Please refer to
Exhibit A to confirm rates. The hourly Rate shall include expenses related to the employee
including fringe benefits.
3. Equipment Charges shall be the current equipment usage rates as established by the City
Council.
4. A Replacement Cost will be billed foY missing and/or dama,��.� � 'pment and supplies.

9. Maximum Number of People:Applicant shall not sell tickets to nor permit attendance
more than the maxunum number of people stated in perniit.

10. Parking and Traffic Plan: Applicant shall submit a parking and traffic plan for the
number of person projected to attend the event which must include adequate off-street
parking facilities on site or within 1,500 feet of the site. Applicant is required to pay all
costs for traffic control measure and traffic control personnel.
11. Traffic Barricades: Applicant shall through a bona fide contractor prove,install and
remove all the equipment as stipulated by the City Manager or his/her designee. The
installation and removal of barricades by the Physical Development Department is subject
to the Hourly Rates listed in Exhibit A.
12. Notice to Property Owners:Applicant may be required to prov�e a 30-day norice to
surrounding pYopeYty owneYs about an upcoming Special Ev���`�.

18. Clean up:Applicant shall, at cost to the City,iminediately clean up,remove and
dispose of all litter or materials of any kind,which is placed or left on the premise
because of the event. If the Applicant neglects or fails to proceed with clean up within a
two-hour period immediately following the end of the event, or if the cleanup is done in
an inadequate manner, the City Manager or his/her designee is authorized to cleanup and
charge Applicant for clean-up at the Hourly Rate shown in Exhibit A.

19. Claims:Applicant agrees to defend and hold the Ciry harmless from claims, demands,
actions or causes of actions, of any nature of character, arising out of, or by reason of
conduct of event authorized by such premise extension.
20. Damages: Applicant will indemnify the City for all damages that may result to City
propert��as a result of an event.
21. Additional Requirements: The City Manager or his/her designee may place any additional
conditions reasonably calculated to protect the health, safety and welfare of persons
attendant or of the cirizens of Golden Valley. These requirements may include specific
staff levels for Police, Fire,Physical Development or other personnel. Expense will be
billed to the Applicant under the terms of this policy. ��

SPECIAL PROCLAMATIONS POLICY
The City Council will consider only proclamations which relate to City departments or
services and Golden Valley-based services organizations. The following criteria wili be
used in considering any proclamations:
1. Should not conflict with other activities or programs in the City.
2. Should enhance civic appeal, i.e. honor persons or groups that have provided
a civic service, hence encouraging others to do the same.
3. Should not be discriminating in nature or tend to have a negative impact on
other's civil rights.
4. Should not promote activity of a religious nature or benefit any particular
business.
