Call to Order
Lynn Gitelis called the meeting to order at 6:30 pm.
Approval of Reqular and Joint Commission Meetinq Minutes
MOVED by Hill, SECONDED by Galonska, and the motion �arried unanimously to
approve the minutes of the April 25, 2016 regular meeting as amended to correct the
date for the Annual City Commission & Board Members Qinner�t Broakview which is
June 22, 2016.
GreenSteps Cities Proqram Welcome
Council member Fonnest relayed to the Cc�mrl�ission the Councils excitement with the
City becoming a First Step City in the MPCA G�'�enStep Cities Program. This program
will help to move the City forward in the years:to �Qme. He encouraged the
Commissioners to join him in attendance at tlie LMC Annual Conference on June 15tn
where the City will be recognized' as the 105t" �CeenStep City. Mr. Fonnest also asked
for interested parties to send in their appl'ications"for the Bike & Ped Task Force.
Interviews will be held Jun� 13t". He handed out a flyer on the progress of the Blue Line
Project.
Presentation on Resilience-Ak�by Finis, Great Plains Institute
Abby Finis with the Great Rlains Institute gave a 30 minute presentation and answered
questions on the GreenSteps Gities Best Practice #29 related to Resilience and Climate
Adaptation.
GreenStep Ci#ies Best Practice #29 — Discussion to prioritize action items
To help prioritize & select which action(s) and star rating task(s) the City should work to
complete, Eric Eckman gave an overview of each item. It was discussed which item the
City had already accomplished as well as which item would need a lot or a little effort to
complete.' To assist in prioritizing the items, the Fire Chief will be invited to the next
meeting to discuss the items which fall under his direction. Some items of interest
included:
• Action 1 is currently being worked on through the Comp Plan revision.
• Action 2, Star 2 was pointed out as a high importance item and should be
discussed with the Fire Chief.
• Actions 3 and 4 were suggested as items to partner with the Human Resource
Commission.
• Actions 2, 5 & 6 fall within the Environmental Commission's work plan.

With respect to the Medicine Lake Road/Winnetka Avenue (DeCola Ponds) Flood
Damage Reduction Study, the Tri-City Council Meeting will be held on May 31, 2016 in
the Golden Valley City Hall Council Chambers beginning at 6:30pm.

Staff recently attended a climate adaptation workshop as part of the City's continued work on
resilience planning. A presentation on Minnesota Climate Change Basics was given by Kenny
Blumenfeld from the Minnesota DNR Climatology Office. The presentation is attached to this
memo. Staff will review the observation, projection, and trend information with the Commission
as it provides a good foundation for its work on Community Resilience and the Comprehensive
Plan.

Subject: GreenStep Cities Best Practice 29 Climate Adaptation and Community Resilience-
Priority List
Consistent with its 2016 work plan,the Environmental Commission has made it a priority to
complete actions within Best Practice 29 (BP29) Climate Adaptation and Community Resilience.
At its May meeting, the Commission discussed BP29 actions 1 through 7 and the corresponding
star rating tasks for each action. Based on the results of the May meeting and a preliminary
discussion with the Fire Chief, staff has completed a draft priority list.
If approved by the Commission, items in this list would be completed in order over the course of
the next year and discussed in more detail at future Commission meetings. Completion of the
Action 1 items will result in the City achieving a step 3 status in this best practice area. Once the
step 3 status is achieved,the Commission can decide whether to continue working within BP29 or
move on to another best practice.
The Fire Chief will be in attendance to discuss resilience from a Fire Department perspective and
to help answer questions about the action items below.
Action#1 Integrate climate resilience into planning and budgetary processes.
1 Star Rating
In consultation with the county, every two years review the county(or city if there is one)
Hazard Mitigation Plan and identify who is responsible for city preparedness, for
emergency response, and for recovery efforts for each type of extreme weather and
climate-change related emergency.
3 Star Rating
Implement 1 Star criteria, and incorporate safe growth and other climate adaptation and
resilience goals and strategies into the city's comprehensive plan, and include specific
resiliency improvements in the city's capital budget plan to address vulnerabilities to the
G:\Environmental Commission\Memos\GreenStep Cities BP29_priorities.docx
changing climate. (Note:This item will be completed as part of the upcoming
Comprehensive Plan process with help from a MPCA grant,thus no additional action is
required at this time.)
Completion of the actions above will allow the City to achieve step 3 status. Upon completion,
the Commission may decide to continue with items below or move on to other best practices
within GreenSteps Cities.
Action#2 Prepare to maintain public health and safety during extreme weather and climate-
change related events, while also taking a preventive approach to reduce risk for community
members.
1 Star Rating
Identify vulnerable populations and populations likely to need targeted emergency
communication strategies.
2 Star Rating
In consultation with the county, designate public facilities to serve as community safe
shelter for flooding from extreme rainfall,severe snow/ice storms with extended power
loss, and prolonged extreme heat waves. Arrange for necessary provisions (including
potable water) and back-up power sources for extended emergency operation without
grid power.
Action#5 Protect public and critical facilities and infrastructure with practical mitigation measures
to reduce physical damage and sustain functions during extreme weather.
1 Star Rating
Protect city-owned buildings (e.g., city hall/offices, police/fire stations, public works,
park/rec buildings, community centers, etc.) and non-water infrastructure (such as
overhead power lines)against the potential for extreme weather damage such as flash
flooding from extreme rainfall.
2 Star Rating
Encourage/incentivize private building owners to take basic actions to prevent extreme
weather damage, such as from sewage backup, by installing appropriate devices/retrofits.
Action#6 Increase the capacity of buildings and infrastructure to reduce the urban heat island
effect, better manage stormwater, use locally available energy resources, and decrease GHG
emissions while increasing resilience.
1 Star Rating
Identify city-owned buildings needing repair/maintenance of roofs, parking lots, or
landscaping. Install cool or green roofs, cool pavements and/or vegetative cover(including
trees), as feasible, in addition to other energy efficiency measures during
repair/maintenance, renovation or new construction of city-owned buildings and sites.
Action#7 Make long-term investments through sustainable best practice actions to prepare for
anticipated climate impacts and increase resiliency over time. (Note:These items may already be
in progress or completed by the City;staff can enter these into the GreenSteps Cities(GSC)
website without further Commission action.)
1 Star Rating
Implement one or more of the following GSC best practice actions to increase community
resilience through energy savings, improved air quality, and active living:
• efficient outdoor street lighting ( BP 4.3 -any star level )
• outdoor parking lot/ramp lighting( BP 4.7 -any star level )
• restrictions on residential wood burning ( BP 23.1 - 3 star)
2 Star Rating
Implement one or more of the following GSC best practice actions to increase community
resilience with improvements to green and gray infrastructure:

PROGRAM/PROJECT UPDATES—June 2016
ENERGY
Lighting
The City received a metro-wide schedule from Xcel Energy to convert existing street lighting to
more efficient LED lighting. Golden Valley is scheduled for this work in 2017.
Solar
City staff is finalizing details with Monarch Solar to have a 40 kW solar array on both the Street
Maintenance Building and the Utility Maintenance Building. Construction could begin as early
as August.
NATURAL RESOURCES MANAGEMENT PLAN (NRMP)
Staff is finalizing an adopt-an-open space agreement with a property owner who wants to
remove buckthorn and plant a handful of trees in a City open space.
Tree Trust has begun work in the Bassett Creek Nature Area to enhance the existing natural
surface trail and improve vegetation in the corridor.
WATER RESOURCES
2016 Bassett Creek Native Vegetation Project
Work on the 2015-16 streambank stabilization project has wrapped up and the City's native
vegetation contractor has begun to seed and plant new vegetation in the project area. The
monitoring and establishment of native vegetation will continue over two additional growing
seasons.
Stormwater Management Program
On Wednesday June 15th City staff attended annual stormwater training. The training was to
inform staff what to look for while completing daily activities. Staff is working to find and
eliminate illicit discharges and prevent erosion from construction sites and other development
projects throughout the City. The training provides a good annual reminder to staff.
The annual MS4 public hearing was presented by staff on Tuesday June 21 at the City Council
meeting. As part of the permit through the Minnesota Pollution Control Agency the City is
required to have a public hearing for comments and to report on the previous year's activities.
No comments were received during the public comment period.
Long-Term Flood Damage Reduction Study for Medicine Lake Road &Winnetka Avenue Area
(includes DeCola Ponds neighborhood)
The City Councils of Golden Valley, Crystal, and New Hope met on May 31 to hear a
presentation on the results of the study and the potential establishment of a governance body
like the joint water commission to oversee the implementation of flood damage reduction
projects over the life of the long term plan. The City Councils are currently considering next
steps. City of Golden Valley representatives attended a recent legislative committee hearing in
support of funding for projects that would benefit the long term plan.
Watershed Tour
Staff attended a watershed tour put on by BCWMC on June 21. Two of the stops were in Golden
Valley showcasing the 2015 Bassett Creek Restoration Project and the City's Snow and Ice
Control Equipment and Technologies.
