Open Space and Recreation Commissioners: Andy Bukowski, John Cornelius, Kelly Kuebelbeck,
Bob Mattison, Gillian Rosenquist, Dawn Speltz, Director of Parks and Recreation, Rick Birno;
Ben Disch, Brookview Golf Course Manager, and Administrative Assistant, Sheila Van Sloun.
Absent: Roger Bergman, Anne Saffert, and Dan Steinberg.
1. Call to Order
Mattison called the meeting to order at 7:00 pm.

MOTION: Moved by Speltz and seconded by Rosenquist to approve the October 26, 2015 minutes.
Motion carried unanimously.
3. Broolcview Golf Course 2015 Season Review
Disch gave an update on the 2015 golf season. He said they opened March 13 and dosed November
15 and that business never slowed down during that time.
Highlights from the 2015 season were:
The addition of fling golf
The addition of bean bag leagues with 80%of the clientele that has never been to Brookview
40,000 average rounds
No flooding on the course for the first time on two years.
Full season operation of lawn bowling.
In addition to the winter recreation trail being open for fat biking, walking, snowshoeing, cross
country skiing, and more, Disch said they have added an 18 -hole winter disc golf course. The
Brookview Grill, named the Fattyshack for the winter season, will be open this winter on Thursday
4-9 pm, Friday and Sunday 11 am -9 pm, and Sunday 11 am -5 pm.
4. Community Center Update
Birno said at the November 10 Council/Manager meeting, City Council unanimously voted to move
forward with the $18.2 million project. He said an open house detailing the project will be held on
February 23, 2016 with a formal public hearing sometime in April 2016.
S. Deer Management Update
Birno said 25 deer will be removed this season by the USDA Wildlife Services. He added that he hasn't
received any complaints in the past year regarding deer issues.
6. Staff and Commission Updates
Kuebelbeck said the crosswalk at Duluth and Winnetka needs improvement as soon as possible. She
said it's not pedestrian safe. Birno said he would invite the city engineer to a future meeting.

Mattison called the meeting to order at 8:00 pm.

O'Brien shared project background, scope, and timeline. She added that two stations will be located in
Golden Valley, located at Golden Valley Road and Plymouth Avenue.
Discussion then focused on the construction staging area, the impact of the staging area on trees,
plants, and wildlife, and construction parking. Pfeiffer added that parameters can be set in the
contract specifications for contractors to follow for parking in the area.
Numerous commission members expressed concern regarding the impact of the project and trail
connections in the Golden Valley area of Sochacki Park. They would like to see specific details
regarding trail connections, staging, and project construction access. Bottineau project staff agreed
more detailed information should be provided.
Gitells asked about the air quality at the proposed park and ride, Reed said there is no threat in that
area, as there needs to be very high traffic for a threat to be present.
Mattison asked about visual and noise impact in the area. O'Brien said they are looking at information
from their noise consultant. She said if there are issues, they can look at installing noise walls or
different audible warning devices.

Gitelis asked about vibration impact. O'Brien said there are four locations where they plan to do
vibration mitigation on the Blue Line.
Mattison expressed concerns with visual impact. Reed said the design team is conducting a detailed
survey of all the trees that will be impacted by the project so they can look at mitigation options for
those trees affected.

MOTION: Moved by Cornelius and seconded by Stremel to adjourn at 9:15 pm. Motion carried
unanimously.
